HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 3/23/2005Minutes of the Bayfield County Tribal Study Committee Meeting 10:00am, Wednesday, March 23, 2005 Bayfield County Board Room, Washburn, WI Members present: Dave Good, Ray DePerry, Phil Gordon, Dick Compton and Leo LaFernier. Others Present: Mark Abeles-Allison, Charlie Bresette, David Lee, and Kris Kavajecz The meeting of the Bayfield County- Red Cliff Band of Lake Superior Chippewa Tribal Study Committee was called to order at 10:00am by David Good. MINUTES Motion by DePerry seconded by Gordon to approve minutes of the January 27, 2004 meeting. Motion carried. VOLUNTARY DETOXIFICATION PROGRAM Abeles-Allison explained that there is a current memorandum of understanding between the Tribe and Bayfield County that arose out of a Civil Rights Complaint. DePerry reported that the issue that they thought may be arising has been resolved. CRIMINAL JUSTICE PROGRAM Abeles-Allison announced that Brenda Spurlock has accepted the position of Criminal Justice Coordinator for Bayfield County. DePerry extended an invitation for Spurlock to speak at a Tribal Council Meeting once she begins in her new capacity. It was reported that the Tribe and Bayfield County worked collaboratively on a Drug Free Communities Grant Application. Abeles-Allison presented information that the jail literacy program was funded for a second year and that several people have received their GED/HSED through this program. A new instructor is being sought. The County has received information on a possible grant opportunity for Criminal Justice Councils. DePerry offered an assistance and support that the Tribe can provide regarding the grant. Charlie Bresette reported that the tower is up for the mobile data capabilities, but there are still problems with accessing CODY. He is working with the Sheriff’s Department to resolve the problems. MAPPING PROJECT Dave Lee presented information on an aerial mapping project that will be underway in the next two months. He reported that multiple entities are collaborating on the project and that the Red Cliff Tribe is invited to be a partner in the project. The information gathered through this process will be shared with many organizations. TRIBAL LAND ISSUES The last Tribal-County Land Committee meeting was cancelled and has not been rescheduled. The land committee will present a report at the next meeting. RED CLIFF DEVELOPMENT PLANS DePerry reported that the Walking Shield Project will begin in May. They primary work this summer will be to install the Water and Sewer lines along Highway 13 to the Fish Hatchery and AquaCulture Facility and to begin clearing land for the planned housing development. A feasibility study has been completed on a mini-mall to be constructed near the casino. This project is being considered in place of the modular home construction company that was previously considered. An expansion to the Health Clinic is also under consideration. Funding for the casino/hotel project appears to be in place. It is anticipated that ground breaking will take place in May. FUTURE AGENDA TOPICS DePerry stated that he is proud of the relationship that the Red Cliff Tribe and Bayfield County are developing. He stated that other Tribes and local governments do not have the dialogue that Bayfield County and Red Cliff have. The group discussed some of the current topics that the Tribe and County are working on together such as grants, human service issues and criminal justice programming. DePerry suggested that the County and Tribe develop a list of programs offered by each and discuss ways that more collaboration or information on these programs can be shared. VETERAN’S CELEBRATION LaFernier provided a handout with information about the Veteran’s Wall. He stated that the first step will be to secure funding to pay for the wall. It was suggested that Veteran’s organizations and local governments be contacted to solicit financial and physical support for the wall. It was agreed that the next meeting would be at the Red Cliff Fire Hall on Monday, May 23. Motion by Deperry, seconded by Compton to adjourn. Motion Carried. Meeting adjourned at 11:40am.
