Members present: Dave Good, Phil Gordon, Dick Compton, Patricia DePerry, and Leo
LaFernier.
Others Present: Mark Abeles-Allison, Charlie Bresette, Amelia Lindsey, Dick and Kris
Kavajecz
The meeting of the Bayfield County- Red Cliff Band of Lake Superior Chippewa Tribal Study
Committee was called to order at 10:30am by David Good.
Introductions were made
Motion by Compton seconded by Gordon to approve minutes of the March 23, 2005 meeting.
Motion carried.
Discussion & Possible Action Regarding joint mass immunization/dispensing clinic with
Ashland County- Amelia Lindsey, County Nurse: Lindsey provided a history of the evolution
of this project. There is currently a plan in place for a combined clinic location in the City of
Ashland. The Health Department is considering a separate site in Bayfield County, in
conjunction with the Red Cliff Reservation.
Discussion & Possible Action Regarding Tribal Youth Officer: Charles Bresette explained
that the Tribal Youth Officer, Laura Belanger’s position will come to an end at the end of
September. Continued funding has been requested, however, a stop-gap effort is underway to
maintain the position until funding can be secured. Abeles-Allison will look into any funding
that the county may be able to contribute.
Discussion & Update on Past and Current Tribal Studies Topics:
County Criminal Justice Program: The Law Enforcement Agreement should be
reviewed in the near future. Brenda Spurlock is the County Criminal Justice Coordinator
and is working on alternative programming. CODY software is working well.
Tribal Land Issues Committee: This committee has not met in quite some time. A
question was raised regarding a Bayfield County Zoning permit that was issued
related to the Davidson property. The Tribe questions the property lines of this
property.
Update Regarding Development Plans in Red Cliff: Development are ideas at this
point. Further plans will be expanded during the winter months. The Walking
Shield project is nearing completion. A brief discussion was held regarding the
BART bus schedule and funding.
Abeles-Allison explained that it is still hoped to host the Veteran’s War Memorial wall at
some point in the future.
Abeles-Allison reported that the County’s Revolving Loan Fund is being combined into a
Regional Revolving Loan Fund program, which will be administered by the
Northwest Regional Planning Commission.
Discussion of any other items pertinent to the tribe or county as presented by committee
members: The next agenda should include an update on the Davidson zoning permit issue. Any
information to share with the Tribe should be forwarded to the Tribal Chair, including position
vacancies and press releases. Abeles-Allison, Deperry, Bresette, and Sheriff Follis will meet on
October 10 at 2:00pm. to review the application for County-Tribal law enforcement agreement.
It was agreed that the next meeting would be at the Red Cliff Fire Hall on Wednesday,
November 9 at 10:00am.
Motion by Compton, seconded by Gordon to adjourn. Motion Carried. Meeting adjourned at
12:10pm.
