HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 1/4/2006Minutes of the Bayfield County Tribal Study Committee Meeting 10:00am, Wednesday, January 4, 2006 Red Cliff Fire Hall, Bayfield, WI Attending: Phil Gordon, Dick Compton, David Good. Others Present: Martin Gordon, Pat Kenote-DePerry, Mark Abeles-Allison Phil Gordon led the meeting. Motion by Compton, second by Good to approve the minutes of the September 21, 2005 meeting. Carried, 3-0. Martin Gordon and Pat Kenote-DePerry presented information on the Mishomis House: • They are a residential treatment facility for AODA o Outpatient and residential o State Licensed o 8 bed co-ed facility • Offer services at lower cost than others; one of the lowest in the state and only facility in Bayfield County o Mishomis: $62 a day / Medically monitored facility o MMC $600 a day / Medically managed facility o Rhinelander: $92.60 a day o Chippewa: $5690 for 10 days o Superior: $85 per day • Contract with Bayfield County was for $16,950 for in-house and $8000+ for a total of $24,126 contract. To date only $250 of the $16,950 was paid out. o Contract shortfall has forced a cut back of services o Actual services provided to “qualified” patients was $42,000+ o Less input this year than in the past. o Less funding this year than in the past o Discussion about court ordered residents. • Discussion on HIS role in providing service to tribal members. This meets some needs but not all. • Question: Why do we have a contract that is not funded? Mark will respond within 2 weeks. • Other services they can offer o Domestic Violence, currently working with Joan o Worked with Jeremy Kale in the past on a School Prevention Program (6 years ago) in Bayfield and South Shore o Anger Management, Kevin Sefeldt. • Attached is a summary of the 2005 year project figures. Animal Control: Dave Good reported on his understanding of the Red Cliff animal control program. Larry Deragon does this for Red Cliff together with the Tribal Wardens. Existing system is working with Tribe issuing their own dog permits. The one question that came up was what they do with dogs when they have to be kept overnight. Mark said that utilizing the shelter at the Old Ondossagon School would be the most appropriate place. The County has applied for a Comp Planning Grant through the Department of Administration. Seven entities were a part of the application including Red Cliff. Motion by Compton, second by Gordon to send a letter of endorsement from the Tribal Studies Committee to DOA in support of the application. Motion carried, 3-0. The Committee discussed the status of the Tribal Land Issues Committee. The committee agreed to send a letter to Lynn Basina stating the committee and county’s willingness to meet at her convenience. Dave Good summarized new voter registration requirements for the Town of Russell. Dave provided a list of deadlines for registration attached here in addition to other registration forms and timelines. Next Meeting: The next meeting was scheduled for Wednesday, March 15 at 10:00am at the courthouse. Motion by Good, second by Compton to adjourn. Motion carried, 3-0.
