Minutes of the Bayfield County Tribal Study Committee Meeting
10:00am, Wednesday, March 15, 2006
Bayfield County Courthouse, Washburn, WI
Attending: Phil Gordon, Dick Compton, Patricia DePerry

DePerry explained that Leo LaFernier has not been receiving his meeting notices. Kris will
verify the mailing address.
Meeting called to order by Richard Compton at 10:05am.
Motion by Gordon, second by Compton to approve the minutes of the January 4. 2006 meeting.
DePerry questioned if follow-up to the January 4 meeting was accomplished and also requested
copies of the Land Committee meetings. Motion Carried.
MISHOMIS HOUSE:
Abeles-Allison reviewed the issue of funding for residents of the Mishomis House in 2005.
Elizabeth Skulan provided an overview of how the contracts for services work. Representatives
of Mishomis House reiterated historical events leading to the interpretation that Bayfield County
Department of Human Services would not fund residents of Mishomis House.
Skulan explained that the contract is a fee for service contract and the budgeted amount is
established by reviewing past history with a particular vendor. Although the funds are identified
in the budget, it does not guarantee payment of that amount because the contract is a fee for
service process.
DePerry requested that the County include Red Cliff in the initial budgetary process in the future.
A brief discussion was held regarding eligibility criteria for funding of specific cases.
DePerry requested a written protocol list be sent to her. Martin Gordon requested that when a
BCDHS representative meets with a Red Cliff tribal member regarding services, they would like
to be involved.
There are currently 6 residents in Mishomis House. Two are currently being funded through
Bayfield County DHS.
AGRICULTURE RESEARCH STATION:
Abeles-Allison explained that the University of Wisconsin may return the Ag Research Station
and facilities to Bayfield and Ashland Counties. Input from the Red Cliff Tribe on this project is
welcome. DePerry explained that there is also an agricultural initiative happening in Red Cliff,
with Jean Buffalo-Reyes as the contact.

COUNTY-TRIBAL LAND COMMITTEE:
DePerry explained that Donna Lynk and Beth Armstrong have had no contact with the tribe for
several months. The Tribal Land issue will be revisited at the May meeting.
Next Meeting: The next meeting is scheduled for Wednesday, May 16 at 10:00am at the Red
Cliff Fire Hall.
Motion by Compton, second by Phil Gordon to adjourn. Motion carried
