Minutes of the Bayfield County Tribal Study Committee Meeting
10:00am, Tuesday, July18, 2006
County Board Room, Bayfield, WI
Attending: Phil Gordon, Thomas Gordon, Leo LaFernier, Patricia DePerry, Mark Abeles-
Allison, Dee Kittleson
Others Present: Mark Abeles-Allison, Karl Kastrosky, Kris Kavajecz, Martin Gordon, Tim Funk
Meeting called to order by Thomas Gordon at 10:00am.
Introduction of Tim Funk, Tribal Planner.
Motion by Phil Gordon, second by Leo LaFernier to approve the minutes of the May 18, 2006
meeting. Motion Carried
Discussion Regarding Zoning Issues: Karl Kastrosky explained the past practices with regard
to zoning issues within tribal boundaries on private land. Tribe now has zoning ordinance as well
as land use plan. County continues to issue sanitary permits within tribal boundaries. Discussion
regarding notification of towns and the tribe when permits are issued through the zoning
department. Suggest that a subcommittee be formed to work out an MOU regarding zoning
issues involving both the tribe and county.
Motion by Gordon second by Kitttleson to form as subcommittee comprised of Tim Funk, Jeff
Benton, and Karl Kastrosky to study and recommend rules and regulations related to zoning
issues to form an MOU related to zoning issues involving both the county and tribe to be
approved by the County Board and Tribal Council. Motion Carried
Discussion Regarding Law Enforcement Issues:
Review of 2006 joint law enforcement agreement between tribe and county. This topic will be
discussed at the next meeting. DePerry stated that she she’s the need for the county deputies to
continue to patrol the reservation.
Criminal Justice Support Letter: Review of support letter for funding for the criminal justice
program.
Update on Mishomis House: As of June, about $21,000 has been provided toward Mishomis
House residents.

Next Meeting: The next meeting is scheduled for Tuesday, September 12 at 10:00am at the Red
Cliff Fire Hall.
Motion by Kittleson, second by Phil Gordon to adjourn. Motion carried. Meeting adjourned at
11:25am.
