HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 9/26/2006Tribal Studies 092606 Page 1 of 2 Minutes of the Bayfield County Tribal Study Committee Meeting 10:00am, Tuesday, September 26, 2006 County Board Room, Bayfield, WI Attending: Phil Gordon, Patricia DePerry, Mark Abeles-Allison, Dee Kittleson Members Absent: Thomas Gordon, Leo LaFernier Others Present: Paul Lundberg, Kristine Kavajecz Meeting called to order by Dee Kittleson at 10:10am. Motion Regarding Minutes of the July 18, 2006 Tribal Studies Committee Meeting; Motion by DePerry, Phil Gordon to approve the minutes of the July 18 , 2006 meeting. Motion Carried. DePerry provided an update that Tim Funk with the Tribal Planning Department is working on an MOU regarding the Zoning issues discussed at the last meeting. Discussion regarding access for County Timber Sales.-Paul Lundberg: Lundberg reviewed a plan for harvesting timber on county land within the Tribal Boundary and requested access over tribal land to access the county land. DePerry request formal letter to her, which she will forward to the Tribal Council for consideration. It is anticipated that the harvest would take place in the winter of 2007. Update Regarding Zoning Memorandum of Understanding: Previously discussed. Discussion and Possible Action Regarding Property Tax Issue.: Abeles-Allison reviewed a letter from a tribal member protesting taxes assessed. The citizen is a tribal member that owns private property within the tribal boundary. The county will respond to the citizen that only properties owned by the Tribe are tax exempt. Discussion and Possible Action Regarding County-Tribal Law Enforcement Agreement: Both the Tribal Council and County Board will be considering and reviewing the on-going law enforcement agreement during October. Discussion of any other items pertinent to the tribe or county as presented by committee members. a) Update on Mishomis House: No specific items were discussed related to Mishomis House. Tribal Studies 092606 Page 2 of 2 DePerry expressed that continued discussions need to be held regarding Human Services programming and funding. Abeles-Allison asked for feedback on programming currently being offered in and in lieu of the Bayfield County Jail. Very positive feedback was received on programming and continued efforts in this area. Abeles-Allison invited the Red Cliff Tribe to join with the County on a multi-jurisdictional Comprehensive Planning Grant application. Information on the grant application will be mailed to the Tribe as well as all municipalities in the county. Motion by DePerry, second by Phil Gordon to adjourn. Motion carried. Meeting adjourned at 11:10am. Next meeting November 14, 10:00am at the Red Cliff Bingo Hall.
