Minutes of the Bayfield County Tribal Study Committee Meeting
10:00am, Wednesday, August 13, 2008
Red Cliff Fire Hall, Red Cliff
Attending: Leo LaFernier, Phillip Gordon, Dave Good and Dee Kittleson

Meeting called to order by Gordon at 10:00am.
Motion Regarding Minutes of the March 28, 2008 Tribal Studies Committee Meeting;
Motion Good, LaFernier, to approve the minutes of the March 28, 2008 meeting. Motion
Carried (3-0).
Good made the motion to amend the agenda to add a report on barrels in Lake Superior as item
5d, seconded by LaFernier, motion carried (3-0)
Introductions were made around the table.
Discussion Regarding UW Extension:
4H
Ian Meeker and Donna Ganson provided an overview of 4H youth programming. They
discussed the format of adult leaders involvement in the direction of 4H groups and Extension’s
responsibility to provide oversight, capacity building and general support of the club’s program
and development.
LaFernier noted that there was a 4H club in Red Cliff many years ago. He brought up the Aiken
farm and the Orchard there that might be a project for a club. Several youth contacts including
Charlie Basina, George Newago and Charlie Gordon were mentioned in addition to contacts at
the Prevention Center. Ganson discussed the importance of structured activities with adult
supervision. Joe Bresette raised the topic of a lack of social and education development
programs and suggested that this could be a focus area. The Indigenous Games program was
mentioned.
Donna and Ian will follow up with the above three contacts and see if there is interest in 4H
activities and how they could facilitate.
COMMUNITY DEVELOPMENT
Tim Kane discussed his involvement with the Tribe in the past in a wide range of areas including
Land, Housing, Economic Development and Community Development planning and other
activities. Specific work with the First American Prevention Center, evaluations of programs,
combined efforts for a library needs assessment with UW Madison Students were mentioned.
Extension is always willing to assist in diverse projects.

Joe Bresette praised Kane for his long standing and continued efforts with Red Cliff.
Ganson inquired about how best to promote programming. Tom Gary is in charge of the Cable
TV programming located at the Tribal Admin building. Information should be sent to Phil
Gordon, tribal vice chair, who will forward to Gary. Postings at the gas station, Petersons Store,
Clinic and Admin Offices were other key sites for advertising local programs.
Joe Bresette raised the issue of the library and there was considerable discussion about ongoing
developments, temporary suspension of activities this Summer, etc.
A general review of Family Living and Ag programming was provided.
LICENSE PLATE UPDATES
Phil Gordon provided an update on the license plate program. After years of work Red Cliff
license plates were approved, draft designs are being prepared now. It is estimated that a roll out
of Red Cliff plates could occur in the next six to 12 months. The Tribal Counsel approved the
Chapter 50 Motor Vehicle Code last week and is currently posting the code in Red Cliff for the
required 30 days. Gordon estimated that 300-500 plates would be issued over the next several
years.
BARREL UPDATE
LaFernier updated the Committee on the ordinance barrels dumped into Lake Superior off of the
Duluth Shoreline in the 1960’s. The barrels started floating to the surface years ago. Red Cliff is
the contracting agent on this project and is involved in the cleanup with the Department of
Defense beginning back in 1990. Mapping is currently underway of the 1500 barrels.
The remaining reports will be put on the next meeting agenda for Charlie Bresette to cover.
Next meeting to be held tentatively on October 15 at 10:00am in Washburn at the Courthouse.
