HomeMy WebLinkAboutTribal-County Relations Committee - Minutes - 3/18/2009Tribal Studies 031809 Page 1 of 3 Minutes of the Bayfield County Tribal Study Committee Meeting 10:00am, Wednesday, August 13, 2008 Red Cliff Fire Hall, Red Cliff Attending: Leo LaFernier, Dee Kittleson, Rose Gurnoe-Soulier, Mark Abeles-Allison Others Present: Charlie Bresette, Sue DePerry, Jeff Benton, Randy Hilla, Larry Balber Meeting called to order by Call to order by Gurnoe-Soulier at 10:05. LaFernier made an opening prayer, giving thanks and recognizing Phillip Gordon for his activities on the committee. Motion Regarding Minutes of the March 28, 2008 Tribal Studies Committee Meeting; Motion Kittleson, LaFernier, to approve the minutes of the August 13, 2008 meeting. Motion Carried (3-0). Animal Control: Sue Deperry initiated discussion regarding animal control in Red Cliff. Sue posed the question why does the county animal control officer not come to Red Cliff? Background regarding licenses was provided. Red Cliff collects their own licenses. Wardens currently handle animal control. Bresette estimated there were about 50 calls a year, with around 5 bites. Year to date three calls were recorded. Soulier and Bresette will talk to the tribal council about options as it relates to selling county dog tags at $5 and $12 each and about the county providing animal control services. Deperry noted the benefit for the Humane Society was this coming weekend. Comprehensive Planning Survey: A hardcopy listing of tribal addresses was received. An inquiry about an electronic copy was made. Benton suggested contacting emergency government. It was noted that once collected breakout information could be provided for tribal responses. The Town of Russell was working on their own comprehensive plan, separate from the other Towns. Russell’s results will be incorporated into the county plan as well. Law Enforcement Report: Bresette summarized year to date statistics, with three charts • Year to date calls were 398 of which Bayfield County was attributed to 28. Bresette noted that between five and ten of these were responded to by Bayfield County, the rest were called off or accompanied by Red Cliff officers. • Of the 398 calls, 283 Red Cliff, 73 Ambulance, 28 Bayfield County, City of Bayfield: 1, Ashland 1. Since beginning of year. • Bresette reported on a COPS TRG grant; the possible joint purchase of equipment was discussed. Grant deadline is April 10, Charlie has spoken with Dan Clark about purchase issues. Funds can be used for training and equipment. Their ceiling is $200,000 they have $179,000 designated with $21,000 remaining. Tribal Studies 031809 Page 2 of 3 • COPS hiring grant, Red Cliff is applying for funds for 3 officers, grant deadline is early April, maximum grant is $600,000 for a term of 3 years with the fourth year paid by the tribe. • Operation Stone Garden: Red Cliff is submitting an application including Overtime and assisting the Border patrol working the water and Hwy 13. Only agencies eligible are the 4 northern counties, Red Cliff and Bad River. Red Cliff is cooperating with DNR, possibility of equipment and boat as well. This is a three year grant totaling $219,000. • Bresette inquired about what the county was applying for. • Bresette reported on an existing COPS grant for vests in the amount of $1500 and a recent application for a six wheel ATV for search and rescue through Polaris. • Abeles-Allison reported on the Second Chance grant and upcoming meeting with DOC. Brenda should contact Lynn Basina or Laura and cc Rose on time and date. • Abeles-Allison noted the Sheriff’s appreciation for Red Cliff’s assistance on a recent water rescue. Numerous calls to staff. Stimulus Projects: Randy Hilla discussed tribal projects: • Highway 13 project, Jeff Benton discussed a streetscape project on Highway 13 from Bayfield to the gas station in Red Cliff on Highway 13. A new MOU was signed with a possible timeline of 2010-2011. Abeles-Allison noted the Highway Department’s interest in local force accounts where possible. Tom Toepfer will contact Jeff. • Hilla noted an upcoming safety analysis of Highway 13. Concerns about highway safety for walkers. • Discussion regarding Scenic Hwy funds and BIA contacts regarding this. Tom at Bureau of Indian Affairs, Red Cliff has an application for a scenic hwy. • Stimulus Projects considered by Red Cliff o Youth detention Facility, strong support o DARE program and officer in the School o Roads o Red Cliff Master plan for Marina o Community Library o Commercial Strip Mall o Cell Tower, broadband o Health Center o ECC: Early Childhood Center o Tribal transit needs ▪ No transit plan right now, but part of BART ▪ Current stimulus is for capital equipment / other dollars allow for operations ▪ BART, Transit Authority and Feeder Routes were discussed. Tribal Studies 031809 Page 3 of 3 Red Cliff Library; Larry Balber • Appointed members to Library Board • The library is scheduled to re-open, April 14; current collaborative work between Bayfield Library (Roberta) and Northern Waters is underway. • Consideration of new construction, 600-700 square feet. The new building would also have a classroom and will work together with community learning center. • UW Grant award was received for continued efforts on the tribal library, students will be coming up April 2 and 3; to meet with community. • J Steward Roberts, Architect, Chicago office, doing pro-bono for grant applications, plus co-partner with UWS IMLS grant; • Must have 20 hours a week of certified librarian to be considered a library. • Future mailings to Larry Balber. Other Items: A note was made by Abeles-Allison that $500,000 for tribal sewer/water projects was approved through the Army Corps of Engineers Section 154 Environmental Infrastructure program. Abeles-Allison gave a brief summary of the Town of Russell tax chargeback case. Motion LaFernier, Kittleson to adjourn. Motion Carried. Meeting Adjourned at 12:14pm.
