Legendary Waters Resort, Bayfield, WI Members Present: Nathan Gordon, Beth Meyers, William Bussey Absent Members: Marvin DeFoe Others Present: Mark Abeles-Allison (Bayfield County Administrator), Bill Mertig (Red Cliff Police Chief), Sheriff Paul Susienka, Bonnie Chivers (Bayfield County Child Support) Meeting called to order by Gordon at 10:07am. Minutes of June 5, 2013: Motion Meyers, Bussey to approve the minutes of the June 5, 2013 Motion Carried. Child Support discussion: Gordon noted that the Tribe would be operational April 1, 2014. Three full time staff and an attorney will be appointed. Other Tribes are thinking about doing this also. Chivers updated the Committee on how the process is going. She noted that the judge wants to make sure the transfer goes smooth. Gradual transfer, 12-15 cases per month. The County has to have all of the cases reconciled prior to transfer. Participants will be noticed by mail. Some participants may contest others will not. Currently there are approximately 709 cases. 122 cases will be eligible for transfer. Out of nine warrants out approximately four are tribal. Chivers raised the issue of a possible MOU between the County and Tribal Child Support. This item will be included on the next agenda. Tribal Law Agreement: Chief Mertig noted the Tribal / County agreement was approximately $49,000. Red Cliff was awarded CTAS funds for one officer for 3 years. Their budget includes $153k from BIA, providing for an officer and admin assistance. Current staffing is 4 FTE officers and an admin assistant. Current budget for officers is $300k. Last year we fell down to 3 FTE. The agreement is due November 1. The County will consider this on October 29, the Tribe will consider Oct 7, 2013. Discussion about re-entry funding for tribal members leaving the Bayfield County jail. Gordon noted that Red Cliff Legal-Dave Ujke will be in contact with County to discuss in more depth. Criminal Justice Update Mark and Paul updated the Committee on CIT/CIP training taking place this week organized by Brenda Spurlock. Ashland and Bayfield Counties together with Pierce County sent staff. This was a DOJ funded grant, $70,000. Other Criminal Justice activities underway include the various treatment courts, (Risk Reduction and Domestic Violence and Veterans), together with TAD programming. Chivers noted she is working with Karen Johnson on child support cases. Communications Update: Communications, continue to share information, agendas, etc. Bayfield County to send to Jeannie Gordon for distribution. Sustainable Economic Jobs: Add to next agenda. Health Clinic is under construction now, estimated completion is May, 2014 with pharmacy, PT, Dental, X-Ray. Change title to Economic Development, continue for next meeting. Include supportive housing topic. Meyers inquired about housing rehab project, Marvin was hired as Project Coordinator and will be doing this work, moving 5 families out at a time for a period of 3 months. Project completion two years. Other Department Issues and Updates: Meyers shared information on the Red Cliff Health Department program, Fair Whether Friends. What can we do to checkup on seniors during inclement weather (hot and cold). Meyers shared information on first responders recognition program, 6pm, November 1 at Steak Pit. Abeles-Allison updated the Committee on hazard mitigation funding due October 8. Gordon noted the energy fair taking place next door.
