Minutes of the Bayfield County Tribal Relations Committee Meeting
11:00am, Thursday, October 23, 2014.

Public Comment: None
Minutes of the August 7, 2014 County-Tribal Relations Committee Meeting:
Motion Bussey, Meyers to approve minutes of the August 7, 2014 meeting. Motion Carried.
Tourism Topics: Presented by Mary Motiff
a. Discussion regarding Ice Cave Planning in 2015: Motiff provided an update on planning
in the event that the Ice Caves are accessible again in 2015. Bainbridge will be the
contact for the tribe on this topic. National Park Service has proposed to collect an access
fee for the ice caves to cover the costs associated with the event. Nov 12 will be an ice
cave planning/coordination meeting at the County Annex Building. Comment was shared
that the ice caves are evidence that eco-tourism works and a master plan should be
developed to promote it. Suggestion that the Scenic Byways funding issue be added to
the list of Superior Day topics.
b. Discussion regarding snowmobile trail access to Legendary Waters: Bainbridge will be
the tribal contact regarding trail access. Legal easements are being negotiated with
landowners to provide access to the Casino/Convention Center. Signage is available at
the casino and will be reinstalled on the trail by casino staff once the easements are
secured.
c. Discussion regarding Scenic Byway Map: Coastal Management Grant was received to
create a map highlighting certain points along the Byway. Input is needed from Red Cliff
and the Town of Russell on points of interest to be included on the map. Nov 17 is the
next Scenic Byway meeting, schedule to be held in Red Cliff. Motiff handed out a form
to collect suggestions for points of interest and requested that the form be returned to
Motiff within a month. Applying for a new Coastal Management Grant to implement
kiosks along the byway with information on the byway as well as local information.
Handout of potential kiosk sites was provided to the group. 50/50 match for materials and
labor.
d. International Paralympic Event: Will occur in January in Cable. Encouraging surrounding
areas to create packages and include the event in promotional materials. Goslin explained
that Red Cliff will be developing a visitor guide, which will highlight various tribal
events, facilities, and organizations. Paulette Livingston will be the tribal contact for

winter event promotions.
e. Bayfield County Fair: Motiff suggested that she would like to discuss having the Hoop
Dancers involved with the county fair and would also like to discuss transportation
to/from the fair to Red Cliff. Connection on this topic for the tribe will be Patty Deragon.
Tribal Gaming Memorandum of Understanding: Abeles-Allison reported that proposed
language for the MOU is still being reviewed. This topic to be added to the next agenda for
further discussion.
Forestry Land Memorandum: This topic is still being reviewed at the tribal level before further
discussion will take place with the county. This topic to be added to the next agenda. Abeles-
Allison reiterated that the County Forestry Committee would be the primary entity to discuss this
topic, however, the full County Board would ultimately take action on the topic. Bainbridge
expressed that the tribe prefers to discuss with the full board rather than working through the
committee first (decision-makers to decision-makers).
Motion Bussey, Meyers to make a recommendation to both the County Board and Tribal Council
to hold a joint meeting. Motion Carried.
Tribal County Law Agreement: Abeles-Allison reported that the Red Cliff Police Department,
County Sheriff’s Department and Tribal Council have approved the agreement. It will go to the
county board next week for final approval. The agreement had only minor modifications this
year, with all funding going to Red Cliff.
CCS Program: Handout was provided outlining a timeline of events related to the program.
This is a fully funded program. Six areas of concern are being addressed, with anticipated
resubmittal of the grant application anticipated by the end of October. Significant support for this
program was voiced by many of the meeting participants.
Child Support: Memorandum of understanding has been implemented. The first 2 cases for the
Red Cliff office have been initiated. Transfers of county cases will be about 10 per month
beginning in January.
Cell Tower Coverage: Intergovernmental cellular cooperative agreement proposal that was
introduced a couple of years ago is being revisited. Norvado is proposing to contribute $125,000
per tower (estimated total cost $250.000). $523,000 being requested from the state to offset
additional costs for 3 proposed towers. Intergovernmental Cooperative would need to be created
and would then own the towers.
Motion Bussey, Meyers to support the grant application. Motion Carried.
Future Agenda Items: Updates on existing agenda items. Next meeting scheduled for December
8, 11:00am at Bayfield County. Agenda to include an update on the joint County Board/Tribal
Council meeting.
