Legendary Waters Casino, Bayfield, WI Members Present: William Bussey, Bryan Bainbridge, Nathan Gordon, Kathy Wendling Others Present: Mark Abeles-Allison, Chad Abel, Patricia Stewart, Fred Strand, Dave Ujke, Mary Motiff, Brenda Spurlock, Kathleen Haiden, Bill Mertig, Crystal Topping, Laura Gordon, Jim Rodgers, Tara Prochow, Wayne Williams. Called to order at 10:00am by Bainbridge. Motion Bussey second by Gordon to approve the agenda. Motion Carried. Minutes of November 16, 2015: Motion Gordon, Bussey to approve minutes of the November 16, 2015 County-Tribal Relations Committee. Motion Carried. • Criminal Justice Council Update: • Treatment Court 5 years; in lieu of jail or after jail • Working on Treatment implementation • Community Treatment • 60 graduates so far. • Recidivism results of participants good; similar to state/national treatment standards • Newest initiative with jail, intensive 120-day treatment program in the jail featuring four core programs. Individuals on the verge of prison, as an alternative. • Recently hired Jim Schanadore to help with Cognitive Behavioral Treatments in jail. Member of Leach Lake Tribe. • Also Joe Bodo, providing treatment services in the jail. • Working on community services initiative • Additional issues, Meth and Heroin have changed. • Focus on keeping people local and treatment. • Current numbers for the program, 11-12. Several are court ordered into the program • The new Intensive program can work with other community treatment programs after release. Bainbridge asked for details on the new programs. He noted it is fortunate for those in jail to receive this treatment. Would like to share this with the Tribe’s providers to make sure all are aware of this and encourage the possibly that treatment could continue afterwards. Bainbridge is interested in program details and how it works. He asked that this be shared with Chris Boyd. Spurlock noted the strong relationship with the tribe. The tribe has three providers in addition to AODA counselor, Chris Boyd. Bainbridge wants to make sure the Tribe and County coordinate so the tribe can get help to members. Fred Bourg, DA. Tribal Relations Minutes 2016-01-2810 Page 2 of 4 Discussed process of CJ system. Begins with law enforcement, review of referrals to CJ program at the same time DA is reviewing. Bourg discussed evidenced based sentencing philosophy, focused on outcomes. Working with individuals on the verge of going to prison. Many cases involve serious AODA and mental health issues (Dual Diagnosis). Work begins with AODA issues. Participants in Jail Program are determined in part by input from DA, CJC, Human Services and Jail staff. Recent findings are that meth addiction are different than others. Profound differences. Finding that it may take nine months of separation from meth for it to work. Jail is a good setting for this. Letting out too early results in higher levels of recidivism. Success stories of individuals with work, carrying for their kids and continuing treatment. Work continues after release, drug testing and treatment programs, this is through court order and contracts. Individuals are brought back to court regularly to hear progress and if violating can put back in jail if relapse occurs; sanctions occur as necessary. Source of services is a key topic. Spurlock successful at raising state and federal funds. Now that funding is declining may be necessary to increase county funds. Partnerships will be increasingly important. Other grants, ie: TAD are very helpful but there is a limit on what can be funded. Ie: State TAD funds cannot be used for violent offenders even though these individuals would benefit greatly from this type of treatment. Bourg asked all to examine programs and consider what services we are willing to pay for. Bainbridge noted that Red Cliff is planning to have an office in the North Lakes Mental Health Clinic in Washburn. Questions: Are we being effective? Do we have the necessary resources for our community members? Please keep Red Cliff in the loop. With the jail in Washburn it makes sense for the tribe to have services in Washburn. Bourg offered for a tribal member to join the committee in the case review process. Spurlock invited tribal representatives to the CJCC Core Group meeting Bourg stressed increased involvement helps ensure success. Bainbridge noted the growing size of Red Cliff and the increased services, law enforcement, health, etc and their impact on the community as a whole. Topping inquired about Red Cliff process. Spurlock noted Red Cliff (Darla and Staff) Re-Entry Program involvement at the jail and providing resource information made available to offenders released. More intersection / connection, at point of release is important between county and tribe. Bourg stressed the importance of tribal community involvement early. Tribal Relations Minutes 2016-01-2810 Page 3 of 4 Mertig: Initially was skeptical, now noted that the focused efforts are working better. Need to focus programs on individuals. We are heading in the right direction. Bainbridge asked that the tribe be informed of future meetings. Bourg noted that Chief Judge Needham, regional chief judge, is supporting these efforts, specifically talking with the community to gain widespread report. Jail Programs: Captain Haiden reported that end of 2015 figures, searched for arrests by zip code. For this zip code 218 bookings in the jail. Of the 218 Bayfield City booked 17 of these. The remaining 201 were from Town of Russel and Town of Bayfield and Red Cliff. In comparison with the rest of the county these are very high booking number. In general 1/3 of the population in the jail is from the tribe. Topping wanted this information to see what type of funding could be captured. Total bookings in 2015 700+. Haiden presented the information and noted her concern with the high numbers and is considering what the jail can do to assist high Native Americans numbers in the jail. Haiden asked for Tribal input on what can be done. Expressed concern that if the community is not involved, failure rates increase. Separation/incarceration may be critical for a certain amount of time in meth and other addiction cases. Bainbridge noted that they have to get past some of the barriers and suggested that Red Cliff be at the table. Haiden noted that the role of the jailer now is more of a mentor. Bainbridge supported that the efforts beginning in the jail are helpful, in addition to re-entry follow through. Mertig asked if 1/3 of the members are native American, how many are from Red Cliff? Mishomis house to reopen this Spring with an intensive day treatment program. Wendling suggested that a sponsor/mentor was important for inmates. Abel noted that the cycles of poverty were important to consider. Withdrawal protocols, limited funds. Bainbridge stressed increased communication. Potential for cost savings with Tribe. In the previous Vivitrol has been used prior to release. New Northlakes in Ashland will have meth clinic. Commitment to funding is critical. Note was made to keep the Criminal Justice Update / Sharing topic on the agenda for future meetings. Tribal Relations Minutes 2016-01-2810 Page 4 of 4 Tourism Report Motiff reported on the snowmobile trail opening again to Legendary Waters. This is a cooperative effort between forestry who maintains funded trails and casino trail managed by casino. The Apostle Islands Club takes care of funded trails. Next meeting agenda item, ACCESS MANAGEMENT PLAN. County Fair: Discussion about Tribal presence at the Fair. Cultural, Drum and Dance. August 11-14. Future discussion and planning still needed. Scenic Byway: Shared new map showing communities and resources that are in each area. Extra copies are available at tourism office. Grants have helped fund map and soon to be constructed kiosks. Each school to help with kiosk construction. Other topics touched on: • Wisconsin Department of Tourism advertises for all communities. If you have an event share with BC Tourism and they will forward to the State Tourism Department. • Mary will forward link to BC web site for event listings. Discussed scenic byway Kiosk signs. • Partnerships with the casino. Trying to get up to date with new staff. Have not worked together this winter. New winter video is out. • Red Cliff Days: Date to be determined • Tara discussed advertising Red Cliff as a destination. • Coordination of classes in the region, increased discussion with Red Cliff. Item 8: Dave Ujke reviewed history of Land topics: o Tribal Lands: get one transaction done. o Renew MOU: NEXT AGENDA ITEM.
