Bayfield County Tribal Relations Committee Meeting
1:00pm, Wednesday, April 13, 2022
Meeting was held in the Bayfield County Board Room, Washburn, WI
& Virtually via Microsoft Teams
Members Present: Supervisor Jeff Silbert, Supervisor Steve Sandstrom, Tribal Chairman Chris Boyd, Tribal
Vice-Chair Rick Peterson
Others Present: Bayfield County Administrator Mark Abeles-Allison, Assistant Tribal Attorney Wade Williams,
Bayfield County Public Health Nurse Holly Weber, Bayfield County Health Director Sara Wartman, Red Cliff
Planning Administrator Nicole Boyd, UW Extension Community Development Outreach Specialist Kellie
Pederson, County Board Supervisor Mary Dougherty, and Bayfield County Clerk III Paige Terry.
Called to order at 1:03 p.m. by Tribal Chair Chris Boyd.
2. Introduction:

3. Public Comment: None.
4. Motion to Approve Minutes of April 13, 2022, County-Tribal Relations Committee Meeting:
Motion by Silbert, seconded by Sandstrom to approve the minutes of the April 13, 2022, County-Tribal
Relations Committee Meeting. Motion carried, 4-0.
5. Tribal/County Housing Opportunities: UW Extension Community Development Outreach Specialist,
Kellie Pederson, gave a history of the affordable housing problem in Bayfield County. Planning
Administrator, Nicole Boyd, informed the committee that the tribe has been working on the land use
plan and will bring forth that information to the county. The tribe is reviewing the current strategic plan
for housing and is comparing how this plan overlaps the county’s housing goals. Sandstrom questioned
if there were legal barriers that would prevent the two entities from collaborating on housing. Pederson
stated that there were previous attempts at collaboration between the two entities and found that there
were some incompatibilities between the two entities. Discussion took place regarding moving forward
with collaborative efforts.
Motion by Sandstrom, seconded by Silbert to authorize the Bayfield County-Tribal Relations Committee
to form a Study Committee to explore the possibility for housing collaborations between Red Cliff and
Bayfield County. Motion carried, 4-0.
Discussion regarding members of the study committee. The study committee members will be: Ray
DePerry, Nicole Boyd, Mark Abeles-Allison, Kellie Pederson, Chris Boyd, Rick Peterson, Jeff Silbert,
Steve Sandstrom, Wade Williams, and John Carlson.
6. Lands Update, Tribal/County: The committee discussed possible next steps that may be taken after
the repatriation of lands to the Red Cliff Tribe are complete. Silbert suggested some modifications be
made to the Lands MOU moving forward. Discussion regarding making changes to the MOU. The
committee decided to add the review of the Lands MOU to a future agenda.
7. Broadband Updates, Tribal/County: N. Boyd informed the committee that the tribe has not yet heard
on the status of an award for the NTIA application but is currently engaging in pursuing digital equity
planning funding. The tribe is discussing infrastructure for broadband and cellular expansion. Abeles-
Allison stated that the county is willing to assist the tribe in collaboration efforts to achieve broadband
and cellular expansion. Abeles-Allison reported that the county did not receive any state funding for the
submitted broadband projects for this round of funding.
8. Substance Abuse and Mental Health, follow up from June 8 meeting: Bayfield County Public
Health Nurse, Holly Weber, gave a report on the county’s mental health initiatives. The initiatives
include a review team to review suicide cases and overdose fatalities to identify system gaps, the
investment of a mobile clinic to provide the same services as the Bayfield County Health Department,
and the ADRC’s willingness to utilize their transportation services to transport residents to out clinics
throughout the county. Weber informed the committee that she is currently working towards getting the
coalition back together and is reforming the coalition as a prevention coalition rather than an AODA
coalition. Weber reviewed changes being made to the process for handling cases of traumatized
children. Abeles-Allison asked if there were any specific actions that the Bayfield County Health
Department may need help coordinating with Red Cliff or vice versa. Chairman Boyd explained that the
tribe is currently in a transitional period, but the tribe is applying for a grant that will fund similar
services to the drug treatment programs provided by Bayfield County.
9. CAFO Ordinance: County Board Supervisor, Mary Dougherty, informed the committee that county
CAFO ordinance is under revision and will be brought before the County Board for approval.
Discussion regarding the impacts of CAFOs on Bayfield County.
10. Future Joint Tribal / County Meeting Dates: Tentative Wednesday, April 12, 2023
11. Future Committee Meeting Date and Time: Tentative, October 12, 2022, at 9:00 A.M., Red Cliff
Chairman Boyd extended an invitation to Sandstrom to attend the Tribal Council’s next quarterly
retreat.
12. Adjournment: There being no further business to discuss, motion by Sandstrom, seconded by Silbert to
adjourn the meeting. Motion carried, 4-0. Meeting adjourned at 2:26 p.m.
