Dear Committee Members:
This letter is written to inform you of the Bayfield County Executive Committee
Meeting scheduled for Thursday, September 12, 2019, 4:00pm, at the
Emergency Operations Center (EOC), Bayfield County Annex Building, Washburn,
WI. The agenda for this meeting is as follows:
Notice is hereby given that in the event the standing committee does not have a quorum the County
Board Chair or Vice Chair may act as an ex officio member (County ordinance, Chapter 3, section 2-
3-1 (c)). Notice is hereby given that a majority of the Bayfield County Board may be present at the
meeting to gather information about a subject over which they have decision-making responsibility.
This constitutes a meeting of the Bayfield County Board pursuant to State ex rel. Badke v.
Greendale Village Bd., 173 Wis. 2d 553, 494 N.W.2d 408(1993), and must be noticed as such,
although the County Board will not take any formal action at this meeting.

Exec committee Narrative:
Item 4: Mary Motiff attended the UW Extension Leadership program over the past six months.
Mary will share what it involved and the benefits.
Item 5. MMC is planning on a $47 million-dollar surgical facility expansion in 2019 and 2020.
They qualify for tax exempt conduit bond financing with sponsorship through a county or city.
They are working with Ashland County and will ask Bayfield County to assist with the
sponsorship also.
Tom Mayfield with National HealthCare Capital will be present. The attached letter
summarizes the request for Bayfield County involvement. Bayfield County was a participant in
this in 2011 as well. This program does not involve any liability for the county.
They are tentatively looking for $14 million over two years, approximately $7 million each year.
Item 6: UW Extension is coordinating a housing assessment project with Bayfield and Ashland
County municipalities. Kellie Pederson has coordinated multiple meetings involving state and
local housing officials, regional planning and local elected officials. The group is considering
application for a Housing Assessment through WHEDA. Northwest Regional Planning has
volunteered to write the grant at no cost. Attached please find background on the efforts. The
project cost is proposed to be split amongst six entities in Bayfield and Ashland Counties. $6900
is requested of Bayfield County. This is currently in the 2020 budget proposal.
Item 7: We are planning a county wide training day on January 20, 2020. This is Martin Luther
King Day, a National Holiday. With State and Federal Offices closed, this is an opportunity for
departments to have a variety of in-service day trainings with a lesser impact on public served.
We would like to have the Executive Committee’s approval to close the building to the public
that day with a focus on staff training.
Item 8. The Sheriff’s Committee has recommended that the Executive Committee consider
issues the jail is having hiring part-time jailers. Excessive turnover, training requirements and
costs are issues the jail is struggling with. Attached is a summary prepared by the Jail Captain.
Also attached is a resolution forwarded by the Human Services Board with a recommendation
that Social Worker wages and benefit package be reviewed.
Item 9. Financial Policies:
We would like to recommend consideration of a new fixed assets level for 2020. Our current
level is $250, we recommend increasing this to $500. All fixed assets receive a county tag,
allowing inventory to be taken annually. Attached is a letter from the county clerk’s office and a
proposed modification in county equipment purchase policy.
Item 10: We will have 2020 budget books ready at the meeting. The Committee usually
schedules three to four additional meetings to dig into the details. Here is a listing of proposed
times and days. Please review this with your calendar. Modified start times are highlighted, due
to committee meetings at 4pm that same day.

Item 12:
• The August Financial report shows Revenues and expenditures. All major funds are
within expected 8th month / 66% revenue / expenditure parameters.
• The Treasurer’s Report is attached. It shows cash balances of $21,522,039 down about
$700,000 from the previous year. This is consistent with tentative audit reports showing
a $524,000 overall fund balance reduction for the county between 2017 and end of year
2018.
• A Cash report from our financial system will also be produced as a balance.
• CWD efforts are underway with interns working both locally and in Madison. The focus
is on outreach, testing and adopt a dumpster programs.
