The agenda for this meeting is as follows: Notice is hereby given that a majority of the Bayfield County Board may be present at the meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the Bayfield County Board pursuant to State ex rel. Badke v.Greendale Village Bd., 173 Wis. 2d 553, 494 N.W.2d 408(1993), and must be noticed as such, although the County Board will not take any formal action at this meeting. AGENDA 1) Call to Order 2) Public Comment 3) Discussion and Possible Action Regarding Minutes of Jan 4, 2017 4) Discussion and possible action on RFP for Road Design and T Grant. 5) Discussion and Possible Action regarding DOT Turn Lane Discussions on US 2 and T Grant. Mike Bebeau, Leo Carlson Members Excused: None Others Attending: None Sandstrom called the meeting to order at 1:30pm PUBLIC COMMENT: None The committee discussed moving future meetings to Ashland Ford. Minutes of November 2, 2016: Motion Rondeau, Bohl to approve minutes of the November 2, 2016 meeting. Motion carried. Motion Rondeau, Bohl to Table action on the September 7, 2016 minutes until the next meeting. Motion carried. Item 4: Discussed adding footages to the proposed plan with the note that the footages are flexible and can be increased or decreased based on need. Sandstrom will have Cedar Corp. update the map. Item 5. Sandstrom discussed marketing document utilization and showed mapping of business parks in the county on the WEDC web site. Sandstrom shared “AS I SEE IT” Economic Development Site Selector document. Take always: 1. Must stress WHY the Bayfield County Business Park is right for you. 2. Be specific as to what kind of business / industry is right for your site. 3. Web site must both target and be specific about industry and companies best. Key Focus Areas: Agriculture: food processing, aqua culture Bio Mass: fuel / chemicals Technology / Backoffice / Data Center Telecommuting / Fiber backbone Manufacturing: Metals. Specific Ideas discussed included: -Wood based manufacturing. Truss works. Cabinet maker. -Manufacturing: opportunities with new administration, i.e.: Polaris. -Must be able to tell a story. Unlimited growth potential. Wood. Communications. Share the unique aspects of the entity. Sell the uniqueness. -Water based. Boat manufacturer. Equipment used on water. I.e.: Milwaukee Water Council. Water Sports. -Research and Development. Abeles-Allison to send out Sandstrom's comments for end of year. Item 6. Update on US 2 and State Farm Rd improvement, DOT to get back to us in mid-January with conceptual and figures. Should we consider the 4 lane push with new WisDOT leadership at Superior Days? Involvement of Bewley and Meyers in US 2 improvements with Secretary Ross. State focus on looking "outstate" for transportation funding. Item 7. The Committee discussed the road design proposal submitted by Cedar Corp. The committee supported further investigating design of the road in addition to grant funds through WisDOT. Check with WisDOT on funding. Check with Highway Commissioner. Motion Rondeau, Carlson to recommend to proceed with Park Road Design to the Executive Committee. Motion carried, (6-0). Item 8. Recommended next steps in the business park. #2: Dedicate ROW: Abeles-Allison to check with Bob Mick, County Surveyor #3: Work with Town on Rezone: Table this for now #4: Prelim design road: discussed above. #5. Percolation Tests: Talk with KV Tech / Planning and Zoning / Table #6. Sanitary: Table #7: Intersection: WisDOT discussion underway #8: Cell Tower: Use Moqua Tower #9: Stormwater. Done #10. Wetland: On hold #11. Seek Funding: underway BeBeau exited the meeting at this time. Item 9. Next Meeting Date and Time: Feb 8, 1:30. Meeting Adjourned: 2:53pm.
