Discussion and Possible Action - Review/adoption of minutes from September 12, 2023, meeting: Motion by Lampson, seconded by Paulson to approve the September 12, 2023, meeting minutes. Motion passed. Committee Binders:  Review of Sections: Plan, and Confidentiality of Records o Plan Highlights:  Submit a 5-year plan with annual updates. The last plan was completed in 2016 before the Health Pandemic went into effect, with an annual update last completed in 2020.  A child without citizenship but living in Bayfield County would not qualify for the CLTS program but would qualify for CCOP.  The question was proposed, “Do we prioritize child/children w/no citizenship in the next few years if needed?” A discussion was had amongst committee members and a decision was made that we should prioritize by pure need instead of demographics if there comes a time, we need to prioritize services. o Confidentiality of Records Highlights:  Bayfield County’s specific Confidentiality of Records policy for Human Services.  HIPPA  Methods to ensure information is kept safe.  Weyers stated at the next meeting we will go over the sections for Consumer Grievances and Department Budget and Resources. Committee Participants:  Enrollment Report: Two kids disenrolled, however, multiple kids were enrolled, so we have 43 active enrollments and 2 active referrals which appear very much eligible for the programs.  Lampson asked if we are close to an enrollment capacity. Weyers stated that all kids are considered fully funded at this time. There is no cap on funds at the state level.  A new position has been posted due to the restructuring of the CLTS, CCOP and Birth to 3 programs moving to the Family Services Department in 2024. This position will split time between a small active case load and supervisor duties. This Transition is only an interoffice change and no change in policies.  Lampson asked if participants who have aged out of the CLTS/CCOP program are eligible to serve on the CCOPAC and if they would fill the requirement as a parent/consumer. Weyers thought this was a good idea and that the former participant should be able to fill the consumer requirement. Next meeting is January 9, 2024 in conference room A.
