Comprehensive Planning Committee Meeting
January 18, 2023 10:00 a.m.
Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI
& Remotely
The meeting of the Comprehensive Planning Committee was called to order at 10:02 a.m. by Committee
Chairman, Steve Sandstrom.
Members Present: Steve Sandstrom, Mary Dougherty, Charly Ray, Jim Crandall, Ruth Hulstrom, Ben
Dufford, Jason Bodine, Douglas Smith, Cole Rabska, Jake Benson (on behalf of Bob Anderson), Kellie
Pederson, Mark Abeles-Allison, Keith Koenning, Nicole Boyd, Jason Laumann, Emily Nelson, Megan
Mader, and Paige Terry
Members Excused: Lynn Divine, Barb Thorpe, and Bob Anderson
Others Present: Kim Bro-Town of Washburn Planning Commission, Bruce Moore- Member of the
Chequamegon Chapter of the Citiezens’ Climate Lobby,
2. Introductions: Introductions of the committee members were made.
3. Public Comment: Bruce Moore, City of Bayfield, read a prepared statement to the committee
praising Bayfield County for efforts to move towards renewable energy and on the importance of
climate change and its impact on the Comprehensive Plan.
4. Discussion and Possible Action, Minutes November 16, 2022:
Motion by Ray, seconded by Pederson to approve the minutes from the November 16, 2022,
Comprehensive Planning Committee meeting with the recommended change. Motion carried.
Motion by Nelson, seconded by Ray to move ahead to item 7 on the agenda due to the
importance of the item and its possible time constraints. Motion carried.
5. Discussion and Possible Action Regarding Future Land Use Classification and Coordination
with Towns / Matrix Discussion: Laumann reviewed the three mapping options that were
previously presented to the committee and recommended that a decision be made regarding the
mapping at this meeting due to time constraints. Ray mentioned that it was agreed at the
previous meeting that the towns be included in the mapping decision, but the towns remain
unaware and uninvolved. The committee discussed the mapping options and the impact of
involving the towns.
Motion by Ray, seconded by Hulstrom to move forward with second mapping option
“Countywide future land use is a compilation of maps developed and approved by each town.
Towns would develop a new future land use map using standardized future and use
classifications.” Motion carried.

Laumann recommended that the committee establish a plan on how to handle communities that
do not complete their future land use mapping exercise. Kim Bro, Town of Washburn Planning
Commission, suggested that the committee hold three meetings throughout the county to inform
communities on the comprehensive planning process and progress that has been made so far.
Laumann explained that the committee did not have the necessary time available to hold these
meetings. The committee discussed the options available for handling communities that do not
complete their mapping exercise.
Motion by Abeles-Allison, seconded by Crandall to adopt a plan to include the Comprehensive
Planning Committee proposal/decision into the Comprehensive Plan should a community fail to
complete the future land use mapping exercise. Motion carried.
Dougherty asked if someone would be designated to reach out and communicate with the towns
on the progress of the updates. Abeles-Allison answered yes. Laumann suggested that the review
of the map classification system be added to the next meeting’s agenda before anyone reaches
out to the towns.
6. Discussion and Possible Action Regarding Workgroup Visioning (Vision Statement, Goals,
Objectives) Recommended Revisions for Inclusion in the Draft Plan: The Utilities &
Community Facilities and the Hazard Mitigation work groups presented their draft
recommendations. The Hazard Mitigation work group is still currently working on the vision
statement, but the group has had difficulty meeting. Ray encouraged the subgroup to include
provisions regarding wildfires in their draft. Dufford explained that he would reach out to Smith
with the USFS to discuss the topic further.
Motion by Crandall, seconded by Pederson to approve the presented drafts as a working draft
that may be reviewed and edited in the future. Motion carried.
7. Discussion Regarding Workgroup Strategy (Action) Review: Nelson informed the committee
that the workgroups will need to meet to provide recommendations for the strategies and actions
portions of their drafts. Nelson recommended that the workgroups review the previous plan’s
actions and determine whether the groups want to carry the actions forward in the new plan,
revise the actions, remove any actions, or add any new relevant strategies and actions. Koening
asked that a visual guide be provided to the workgroups so they can better understand what is
expected from them. Laumann clarified that there are no strict guidelines the work groups need
to follow.
8. Resources: Abeles-Allison reviewed the available resources. Hulstrom stated that she would take
the lead to send the land use mapping tool resource to the town clerks and chairpersons to ask for
their input.
9. Comprehensive Planning Calendar: Nelson reviewed the calendar with the committee. The
workgroups will be providing a progress report at the next meeting in February and will be asked
to present their strategy/action review in March.
Ray suggested asking for an extension in the grant to allow enough time for public input and to
add the topic to the next agenda. Laumann stated that a grant would be possible but is not
guaranteed.
10. Next Meeting: Wednesday, February 15, 2023 at 10:00 AM.

There being no further business to come before the Bayfield County Comprehensive Planning
Committee, Chairman Sandstrom adjourned the meeting at 11:51 p.m.

Preferred Future Land Use Mapping Exercise
Intent: Define town desired future land use using the nine basic categories provided. This
information will be used to depict preferred future land use for your town within the Bayfield
County Comprehensive Plan. NOTE: This exercise is NOT intended to be an official future land
use map for your town or replace that which currently exists within your comprehensive plan.
Town maps within existing comprehensive plans or future plan updates will still be recognized
as the official future land use map for the town. If your town has an existing comprehensive
plan, please attempt to crosswalk your plan categories into the nine general categories being
used at the county level as best you can.
What is needed: Existing Land Use reference map, Existing Future Land Use Map for your
town (if available), colored pencils or markers, blank Preferred Future Land Use map
How: Color code desired future land uses on the blank Preferred Future Land Use map. Please
use colors which most closely correspond to the MAPCODE reference chart. If other colors are
used, please create a KEY. Areas you color code can be general in nature and need not directly
correspond to parcel boundaries. Only use preferred future land use classes which apply to your
town. If your community does not desire to allocate any additional land within one of the
classes, please check the “Copy from EXISTING LAND USE” box in the PDF form. We will then
pull the data from that class over from the Existing Land Use map into the Preferred Future
Land Use map.
Process:
Step 1: Identify your community by selecting your town using the “PLEASE SELECT TOWN”
drop down menu at the top.
Step 2: (OPTIONAL) Consider the preferred minimum lot sizes for each of the relevant classes.
Please note that conservation is considered a non-development class. Please use the slider in
the PDF form to identify the preferred minimum lot size for each class. These sizes can come
from an existing comprehensive plan or may be determined locally in any manner you choose.
Step 3: Draw preferred future land use pattern on the map “Bayfield County Comprehensive
Plan Future Land Use Reference Map, Town of XXX”. Please use colors which most closely
correspond to those in the MAPCODE graphic, otherwise please create a KEY which relates
MAPCODE

the specified use in the Bayfield County Land Use Inventory, 2023 will be used in the final map
product for the area depicting your town.

Good afternoon,
The Bayfield County Comprehensive Planning Committee continues to work on the County
Comprehensive Plan update. As noted in the letter sent by the Planning and Zoning Department, dated
11/1/2022, see attached. Below is an outline of how to access the mapping tool developed to assist with
capturing the existing land uses throughout the County.

Land uses are denoted by the legend off to the right.
Individuals can click on different parcels within the map and obtain the ID number and current identified
existing land use. If the town determines that there is a discrepancy between what is shown on the map
and what the town believes the existing land use to be, they can submit a change by clicking on “Click
here to request an Existing Land Use change” at the top of the page and filling out the google form.
Note that the ID number is the “Existing Land Use ID” number that pops up when you click on an
individual parcel within the map.

mapping tool.

As for the land use categories, no list/breakdown exists, but I can give you a quick description of the
classes:
• Not Classified - I’m working on these, no land use assigned yet
• Agriculture Improved (AGR-IMP) – AG field with an improvement value of $5,000 plus, but not a
residential structure
• Agriculture Residential (AGR-RES) – A home on land that is primarily Ag
• Agriculture (AGR) – Farm Field/orchard/etc.
• Airport/Airfield (AIR) – Airport/Airfield
• Bayfield County (BAY) – County-owned Lands
• Cemetery (CEM) – Cemetery
• Commercial (COM) – Commercial business
• Coastal (CST) – A vacant parcel that shares shoreland with Lake Superior
• Coastal Improved (CST-IMP) – A coastal parcel with improvements greater than $5,000
• DNR Managed Lands (DNR) - DNR Land
• Extraction (EXT) – Non-metallic mining/Sand pit/gravel pit
• Forested (FOR) – Unimproved parcel. Can be landlocked or shoreland
• Forest Residential (FOR-RES) – Residential (Home) in a non-shoreland Parcel, improvement value
over $20,000
• Forest Improved (FOR-IMP) – Improved non-shoreland parcel, with an improvement value less
than $20,000. Likely to be a seasonal cabin/camp
• Government Land (GOV) – Town-owned property
• Institutional (IST) – Churches/youth camps/non-profits/museums/etc.
• Marina (MAR) – Marina
• Open (OPN)– Vacant, unimproved, un-forested, improvement value less than $5,000
• Open Improved (OPN-IMP) - Vacant, unimproved, un-forested, improvement value greater than
$5,000
• Red Cliff Reservation (RCR) – Lands held in trust by Red Cliff
• Recreation (REC) – Park, Ski hill, golf course, etc.
• Residential (RES)– Homes in close proximity to one another, likely to be in a rural hamlet, ie.
Cable, Grandview, Cornucopia
• Shoreland Improved (SHO-IMP)– Any improved property bordering an inland water body.
• Undeveloped (UND)– Lands that have been subdivided and cleared ready for development
• Federal Lands (USA)– Property owned by the Federal Government/USFS/etc.
• Utility (UTL)– Cell towers/substations/power plants/bulk propane storage/etc.
• State Land (WI) - Lands owned by the State of WI (But not managed by DNR)
• Rural Residential (RUR-RES)- See Forest Residential. These 2 classes will be combined in final
map

Dear Bayfield County Towns, Cities and Village:
In April 2022, Bayfield County was granted Wisconsin Coastal Management Funding to update the county
comprehensive plan. On May 31, 2022, the Bayfield County Board of Supervisors created a Comprehensive
Planning Committee (Committee) comprised of the following individuals:
The Committee held their first meeting on July 20, 2022, supported by Northwest Regional Planning
Commission staff. The Committee has met monthly since the initial meeting in July. Access to the minutes and
agendas related to these Committee meetings are located on the Bayfield County website,
https://www.bayfieldcounty.wi.gov/1280/2022-Comprehensive-Planning-Committee. To date, the Committee
has reviewed demographic data, started the visioning process, and identified anticipated issues and concerns.
Additionally, the Committee has split into work groups related to the following areas of the comprehensive plan:
Land Use, Transportation, Housing, Economic Development, Community Facilities, Agriculture and Natural
Resources, Intergovernmental Cooperation, and Hazard Mitigation. A mapping tool has been developed to
verify existing land uses throughout the county. It can be accessed from the same website as above. In the
next month, the county will be sending an email to all the town clerks encouraging the Town Boards and/or
Town Planning Commissions to review the existing land uses in their area and confirm or recommend a
change via this mapping tool.
As noted in a previous letter sent by the Bayfield County Administrator’s office, dated April 29, 2022, the
initiation of an update to the county plan provides a strategic opportunity for local units of government who are
considering updates to their town plans. If your community is interested in partnering with Bayfield County in
this project, there are economy of scale benefits which could lower the costs of your plan update versus
updating your plan independently through a separate process.
If your community is interested in learning more about updating their town plan through this partnership
approach and how it may benefit your community, please contact Jason Laumann, Deputy Director, Northwest

If time allows and a local community is interested, a Planning and Zoning Department staff person is willing to
attend a future community meeting to provide an update on the county comprehensive planning process.

Bayfield County began updating its Comprehensive Plan as required by State Statute. Attached
please find some important background information and action steps Bayfield County Towns
should be aware of.
Please share this information with your town officials and planning committees.
1. The following representatives were appointed to the Planning Committee.
2. The Committee has met five times and anticipates five more meetings February – June.
Meetings are open to the public. The following information is available online:
a. Meeting agendas, minutes and resource materials. Bayfield County
Comprehensive Planning Web Site. Click this link or go to the Bayfield County
web page and type Comprehensive into the upper right search field for the
Comprehensive Planning page.

b. Northwest Regional Planning Commission is contracted to develop the Plan with
Committee approvals. They have established an online page with Draft Plan
Elements listed. The Committee is in the process of finalizing these documents.

3. Committee Action Items to date:
a. Prepared Draft Plan Elements. These are still draft. The plan elements are
important as they baseline background information to support plan development
and implementation.
b. Decision to utilize county future land use classification system. Most all towns
utilize the county future land use classification system, ie: Forestry, Residential,
Agriculture, Commercial, etc. Some towns use their own classification system,
ie: Woodlands, Housing, Business. The County asks that all towns use the same
classification system as the county for continuity. If this is not possible, the
County requests that the Town prepare a chart showing what the Town’s
classification falls under using the county’s system. Ie: Housing may fall under
residential. These future land use classifications are utilized by both Town and
County Planning decisions.
County will be mapping PREFERRED future land use as required in a
comprehensive plan. The committee-approved method will involve each town
being asked to provide a map depicting the preferred future land use for their
community. Towns may provide either a map from a current plan or complete an
exercise to map preferred future land use. The exercise will utilize a standardized
set of general future land use classes in order to preserve consistency across the
county. Towns will also be given an opportunity to define the preferred density
within these classes. This activity does not supersede or alter any other
preferred future land use map created by the town; it simply provides
guidance to Bayfield County in establishing a generalized preferred future
land use framework across the county. Detailed instructions and timeline will
be provided with the packet of information sent to each town.
4. Upcoming Action Items:
a. Development of implementation strategies, including programs, policies and
actions.
b. Presentation of Existing Land Use map and data. Northwest Regional Planning
will be preparing a comprehensive county wide map describing how lands are
currently used, ie: Forestry, Agriculture, Commercial, Residential. Towns should
verify current uses. Note this is distinct from zoning.
c. Town updates on future land use plans. This is one of the most important aspects
of the Comprehensive Plan. The County will ask all towns for future land use
plans. Plans can be prepared by towns using colored pens, or any other
designation method, the county will update these into the county mapping
systems. These maps become the county future land use plan and are used for
decision making by Planning Committees. 100% participation is requested.
