Comprehensive Planning Committee Meeting
June 21, 2023 10:00 a.m.
Meeting Held in the Bayfield County Board Room, Courthouse Building, Washburn, WI
& Remotely
The meeting of the Comprehensive Planning Committee was called to order at 10:01 a.m. by Committee
Vice-Chairman, Jim Crandall.
Members Present: Jim Crandall, Emily Nelson, Mark Abeles-Allison, Bob Anderson, Ben Dufford, Steve
Probst (on behalf of Jason Bodine), Cole Rabska, Kellie Pederson, Keith Koenning, Mary Dougherty,
Jason Laumann, Nicole Boyd (virtually), Charly Ray, and Paige Terry
Members Excused: Megan Mader, Lynn Divine, Steve Sandstrom, Jason Bodine, Douglas Smith, and
Barb Thorpe
Others Present: Clem Larson- Northwest Regional Planning Commission GIS Specialist, Kim Bro- Town
of Washburn Planning Commission, Kim Tregilgas, Fred Strand- Bayfield County Board Vice-Chair, Mike
Garnich-Bayview
Introductions: Introductions of the committee members were made.
Public Comment: Mike Garnich, Bayview, stated that he previously saw a copy of the future land use map for the Town of Bayview and noted some parcels located near the lakeshore designated as
lakeshore which is incorrect. Garnich explained that the incorrect designation may make it extremely
difficult or impossible to build on those parcels in the future and he would like to know the true
intention of the future land use map. Larson informed Garnich that he will review the parcels in question
to ensure they are listed correctly. Ray stated that he would forward the current future land use map to
Garnich and explained that he recently reviewed the parcels and noted that they appear to now be listed
correctly. Laumann reminded the committee that the plan, along with the map, are intended to be
advisory rather than regulatory.
Discussion and Possible Action, Minutes May 17, 2023: Motion by Rabska, seconded by Ray to
approve the minutes from the May 17, 2023, Comprehensive Planning Committee. Motion carried.
Existing Land Use Map Amendments/Corrections Update: Northwest Regional Planning
Commission GIS Specialist, Clem Larson, informed the committee that he did receive some more calls
regarding updating the existing land use map and believes the map to be nearly complete.
Future Land Use Map Status and Updates: Larson reviewed the updates to the future land use map
and explained that the Towns of Orienta and Port Wing are currently blank as they did not have an
existing future land use map and previously relied on the county’s zoning maps. Larson explained that
the Northwest Regional Planning Commission recommends utilizing the Towns’ existing land use map
to fill in the map. The Town of Russell is currently working on their future land use map, but the
NWRPC will utilize the Town’s existing future land use map if an updated map is not received. Town of
Washburn Plan Commission Chair, Kim Bro, asked if the Towns of Orient and Port Wing were more
willing to be involved in the process. Terry explained that the Town of Orienta provided no additional

information aside from stating they had no changes, and the Town of Port Wing is in the process of
updating their map and will submit later but is overall showing more cooperation. Ray asked if the
future land use map is intended to be the final document or if it will be reviewed and voted upon. Larson
stated that the map is intended to be the final document. Abeles-Allison clarified that any documents
received from the town would not be changed. Discussion regarding the updating of the future land use
map. Abeles-Allison asked if a citizen may notify the NWRPC if they notice a discrepancy in the map
they might want to change. Larson stated that he would be able to make the change. Crandall asked if
any changes may need to be processed through the town process before they can be acted upon.
Laumann answered that the changes would need to go before the town board first. Ray suggested that a
line be included throughout the comp plan that states the future land use map was developed based on
feedback from the towns and the towns may update their future land use maps at their own discretion.
Probst asked if a town would need to follow the formal public hearing process if they would like to
update their future land use map. Nelson answered yes.
Discussion and Possible Action Regarding Action Plan Review:
a) Housing: Pederson reported that the work group made changes based on comments that
were previously received. Pederson expressed concerns regarding tracking the
document as a living document moving forward. Laumann stated that those concerns
would be addressed in the implementation section of the plan.
b) Transportation: Anderson informed the committee that the transportation work group
received a recommendation that morning and did not have time to incorporation the
recommendation. Anderson asked the deadline to incorporate final revisions. Nelson
replied the July meeting would be the deadline. Anderson stated that the workgroup
would have a new draft by the July meeting.
c) Utilities and Community Facilities: Dougherty reviewed the updates to the section and
stated that a primary change involved incorporating trails into community facilities.
Dougherty stated that she is struggling with the target timelines for each of the actions
and questioned the purpose of the timelines. Laumann stated that the action timelines
would not be obligated to any department head or individual to act upon but would be
a guide to determine how each of the goals best into the workflow of the county.
Discussion regarding the purpose of setting target timelines throughout the action
plans. AA stated that if there are inconsistencies with the timelines compared to the
timelines outlined by individual departments, the discrepancies need to be brought
forward.
d) Agricultural, Natural, and Cultural Resources: Dufford reviewed the changes to the
section and stated that some sections would be updated and presented at the July
meeting. Pederson stated there is no mention of people, access, or equity throughout
the section and the workgroup may be missing and opportunity by not including those
topics in the section. Pederson encouraged the group to consider the topics and
informed the group that she would be willing to help with incorporating those topics
into the section. Bro explained that the workgroup was having difficulties
determining where to include the topics and making sure the topics are not being
duplicated throughout the document. Dougherty reiterated the importance on the
interconnectedness of each of the plan elements, stating that themes of each element
should be present in all the other elements. Discussion took place regarding carrying
themes from one element to the others.
11:01 a.m. – Kellie Pederson left the meeting.
Ray suggested that the introduction of each plan element include language recognizing
the history of Bayfield County.
e) Economic Development: Rabska reported that the workgroup cleaned up the action
items and reviewed the timelines for the section.

f) Intergovernmental Cooperation: Abeles-Allison reported that the workgroup will have
a more complete presentation at the next meeting.
g) Land Use: Ray reported that minor revisions were made. Ray explained that comments
were received regarding water conservation and stated that a category regarding water
acquisition and water access have not been incorporated into the document as the
county has a history of water prioritization.
h) Hazard Mitigation: Dufford reported that no changes were made to the section. Bro
suggested that a high fire risk map be included in the section of introduction that
would list all high fire risk areas throughout the county. Dufford stated he would
reach out to Meagan Quaderer, Bayfield County Emergency Management Director,
regarding including the suggestion in the section and asked Bro to reach out to
himself if he had any specific suggestions pertaining to its inclusion. Laumann
suggested that the committee review the Barnes-Drummond Community Wildfire
Protection Plan as it would provide a basic outline for including a section on wildfires
in the plan. Laumann stated he may be able to send a copy of the CWPP to anyone
that would like one.
Review Proposed Committee Timeline Through End of Year: Nelson reviewed the proposed
timeline. Nelson stated that the workgroups need to have action plans complete by the July meeting. The
committee was given July 12, 2023, as the deadline to submit all workgroup revisions. August 15, 2023,
as target deadline to post full draft plan. Ray asked if the introduction for the comp plan was available.
Nelson replied that the introduction is now available on the NWRPC website.

Resources
Laumann presented a build out map to the committee that displayed a visual of maximum density in
Bayfield County using the current zoning code. Laumann stated that he wanted to show the committee
that the tool is available. Abeles-Allison stated he would be interested in seeing a max build out map of
the utility districts in Bayfield County.
Abeles-Allison reported that Nancy Moye, Bell, worked closely with Nelson on the town’s future land
use exercise and wanted to thank Nelson for her help and involvement.
Abeles-Allison announced that he officially received a resignation from Barb Thorpe from the
committee as health issues prevent her from continuing on the committee. Abeles-Allison asked if the
committee would want to look into replacing her position on the committee. The committee felt that
they were far enough into the process that replacing her was not necessary.

Adjournment:
There being no further business to come before the Bayfield County Comprehensive Planning
Committee, Vice-Chairman Crandall adjourned the meeting at 11:35 a.m.
