Dear Committee Members:
Please be advised that the monthly meeting of the Bayfield County Comprehensive Plan Committee will be held on
Wednesday, August 30, 2023 at 10:00am. This meeting will be held in-person in the Bayfield County Bayfield
County Board Room meeting room, at 117 E 6th St Washburn, WI. Supervisors and the public will be able to
participate in the meeting in-person or remotely via voice either by using the internet link or phone number below.

Comprehensive Planning Committee Meeting
July 19, 2023 10:00 a.m.
Meeting Held in the Bayfield County Board Room, Courthouse Building, Washburn, WI
& Remotely
The meeting of the Comprehensive Planning Committee was called to order at 10:01 a.m. by Committee
Chairman, Steve Sandstrom.
Members Present: Steve Sandstrom, Emily Nelson, Megan Mader, Mark Abeles-Allison, Bob Anderson,
Ben Dufford, Jim Crandall, Cole Rabska, Kellie Pederson, Keith Koenning, Mary Dougherty, Charly Ray,
Steve Probst (on behalf of Jason Bodine), Jason Laumann (virtually), Melis Arik (virtually on behalf of
Nicole Boyd), and Paige Terry
Members Excused: Lynn Divine, Nicole Boyd, Jason Bodine, Douglas Smith, and Ruth Hulstrom
Others Present: Kim Bro- Town of Washburn Planning Commission, Fred Strand- Bayfield County Board
Vice-Chair, Jeff Silbert- Bayfield County Board Supervisor
Introductions: Introductions of the committee members were made.
Public Comment: None.
Discussion and Possible Action, Minutes June 21, 2023: Motion by Rabska, seconded by Ray to
approve the minutes from the June 21, 2023, Comprehensive Planning Committee. Motion carried.
Discussion and Possible Action Regarding Action Plan Review:
a) Housing: Pederson reported there were no major changes made.
b) Transportation: Anderson reported that an additional action item was added to Goal 1,
Objection 1. Action item 5 reads, “Enhance the ability for older adults and adults with
disabilities to travel within and between communities to maintain independence, health, and
social connections.”
c) Utilities and Community Facilities: Dougherty reported no major changes were made.
d) Agricultural, Natural, and Cultural Resources: Dufford reported that some target timelines
were cleaned up.
e) Economic Development: Rabska reported no additional changes were made.
f) Intergovernmental Cooperation: Abeles-Allison reported a number of changes were made with
the addition of months to the timeline throughout the plan as most of the items are annual
activities. Additionally, more responsibilities were added to different departments. Board
Supervisor, Jeff Silbert, asked if language could be included in the plan to recognize relations
with the Red Cliff Tribe. Abeles-Allison replied that an additional objective could be added that
would be specific to Red Cliff. Abeles-Allison asked if Silbert would be willing to review the
edits. Silbert replied yes.
g) Land Use: Ray reported that comments were made at a previous meeting regarding the
prioritization of water protection; however, the work group was seeking input from a proper
audience on how to properly include the subject in the section before including it. No other

major changes have been made. Silbert asked if the language regarding farmland from the
previous plan has been included in the draft. Ray replied yes.
h) Hazard Mitigation: Dufford reported no changes.
Motion by Abeles-Allison, seconded by Ray to approve the presented action plans with the suggested
changes to be included in the final draft document that will be subject to public comment. Motion
carried.
Discussion and Possible Action Regarding the Finalization of the Draft Comprehensive Plan:
Nelson reviewed the implementation section of the comprehensive plan with the committee. Pederson
asked if there was a section pertaining to conflict resolution. Abeles-Allison and Nelson reviewed the
conflict resolution section included in the intergovernmental action plan of the comp plan. Pederson
suggested reviewing the list included in the intergovernmental section to reflect more of a process.
Abeles-Allison answered that the list will be reviewed. Discussion took place regarding the conflict
resolution process. Sandstrom asked if the action item relating to the implementation program should be
more specific regarding who is on the committee. Discussion took place regarding the composition of
the Implementation Committee.
Laumann, some formalization action will need to be taken to appoint members to the committee.
Consider if it needs to be formalized or not. Appointed by county board. Abeles-Allison recommended
that the county board appoint the members to the Implementation Committee.
Ray suggested that the Towns Association Representatives of the Implementation Committee members
be changed to Towns Representatives.
After discussion and amendment, a motion was made by Abeles-Allison, seconded by Ray to approve the
finalization of the preliminary draft comprehensive plan. Motion carried.
The Committee agreed on the following members for the Implementation Committee:
• County Board Members (2)
• Planning & Zoning Director
• County Administrator
• Towns Association Representatives (3)
• Red Cliff Representative
Discussion and Possible Action Regarding Public Participation, Hearing and Adoption
a) Dates and Times: September 13, 20, and 27 at 5:00-7:00 p.m.
b) Presenters: The committee agreed that at least 2-3 committee members should be
present for each open house but agree to wait until the August meeting to finalize the
details.
c) Formats: The committee agreed that a hybrid model with a short presentation and Q&A
session would be preferred.
August 15, 2023 was set as the deadline for each of the work groups to submit their Assessment of
Future Needs and Policies portions of their elements to Nelson. August 15 is also the deadline that a full
Comprehensive Plan document will be available to the committee for review.
August 30, 2023 at 10:00 a.m. was scheduled for the next committee meeting.
10:58 a.m. – Mary Dougherty left the meeting.
