Fifth Street, PO Box 878, Washburn, WI 54891 Minutes of the: Comprehensive Planning Committee Meeting August 30, 2023 10:00 a.m. Meeting Held in the Bayfield County Board Room, Courthouse Building, Washburn, WI & Remotely The meeting of the Comprehensive Planning Committee was called to order at 10:02 a.m. by Committee Chairman, Steve Sandstrom. Members Present: Steve Sandstrom, Mary Dougherty, Keith Koenning, Kellie Pederson, Cole Rabska, Paige Terry, Bob Anderson, Ben Dufford, Steve Probst (on behalf of Jason Bodine), Mark Abeles-Allison, Emily Nelson, Jim Crandall, and Melis Arik (on behalf of Nicole Boyd) Members Excused: Charly Ray, Ruth Hulstrom, Jason Bodine, Douglas Smith, Jason Laumann, Megan Mader, and Lynn Divine Others Present: Kim Bro- Town of Washburn Planning Commission, Fred Strand- Bayfield County Board Vice-Chair Introductions: Introductions of the committee members were made. Public Comment: None. Discussion and Possible Action, Minutes July 19, 2023: Koenning pointed out a typo on the second page of the minutes where the phrase “towns association representatives” needs to be changed to “towns representatives.” Motion by Abeles-Allison, seconded by Rabska to approve the minutes from the July 19, 2023, Comprehensive Planning Committee as amended. Motion carried. Discussion and Possible Action Regarding Draft Plan Finalization: Nelson informed the committee that the full draft plan is now available online. Nelson reported that the Intergovernmental Cooperation workgroup has added Objective 4 with five corresponding actions to their action plan based on feedback from the previous meeting. All town future land use maps also appear in Appendix B at end of plan and some towns have been split up for better map readability. Committee members recommended some changes to be made to the plan with included noting the three listening sessions in the Public Participation and Transparency section of the Introduction, a write up on the ongoing EMS struggles in the community, and various other typos. Action 5: Encourage innovations in efforts that protect the environment and water resources including but limited to clean energy projects. Rabska asked if the committee should meet in between public open houses to review the plan or review all changes after the public open houses. The committee agreed to hold a meeting after the open houses to review all changes. Motion by Dougherty, seconded by Dufford to approve the draft plan. Motion carried. 2 The committee set September 6, 2023, as the deadline for minor plan revisions. Nelson stated that more substantive revisions can be submitted, but they will need to be discussed at the next committee meeting. Abeles-Allison asked if the county would be able to advertise the draft plan along with the open house schedule. Nelson replied yes and the committee discussed putting together a press release. Pederson recommended that an online public comment form be created for citizens to offer their public input. Discussion and Possible Action Regarding Public Participation, Draft Plan Distribution, Hearing and Adoption a) Public Open House Dates and Times: a. September 13, 2023 at 5:00-7:00 PM: County Board Room b. September 20, 2023 at 5:00-7:00 PM: Iron River Community Center c. September 27, 2023 at 5:00-7:00 PM: Cable Community Center b) Presenters: 2-3 for each event. Northwest Regional Planning will assist with the first open house in the County Board Room. c) Formats: Hybrid Model with Presentation and Q&A Session. The first session in the board room will be the only session that allows a remote attendance option. Nelson informed the committee that she is working on a PowerPoint presentation for the sessions that is approximately 30 minutes in length. Pederson ask that Nelson keep the presentation closer to 20 mins in length. 10:28 a.m. – Melis Arik left meeting. 10:30 a.m. – Jim Crandall left meeting. The committee discussed who would be presenting at the open house sessions. Pederson volunteered to draft a sign-up sheet that committee members could fill out and volunteer to present at the sessions. Abeles-Allison suggested each session have one main presenter with at least two to three support members. Northwest Regional Planning will take the lead at the first session, Pederson will take the lead at the second session, and Abeles-Allison and Anderson will tag team the last session. Nelson reviewed the update process timeline for after the open house sessions are held. The committee reviewed the posting requirements for a public hearing notice. Motion by Pederson, seconded by Rabska to approve the following schedule: the County Board will set the Public Hearing Date for November 14 at their September 26, 2023 board meeting; the Comprehensive Plan Committee will meet on October 4, 2023 at 10:00 a.m. to finalize the plan and approve a resolution recommending the plan’s adoption; and the full County Board will hold a public hearing on November 14, 2023 at adopt the final Bayfield County Comprehensive Plan. Motion carried. DIVINE Bayfield County Clerk LMD/pat Resolution No. Comp-2023-01 Recommending Adoption of the Bayfield County Comprehensive Plan 2023-2043 WHEREAS, §66.1001(4), Wisconsin Statutes, establish the required procedure for a local government to adopt a comprehensive plan, and §66.1001(2) identifies the required nine elements of a comprehensive plan; and, WHEREAS, the Bayfield County Comprehensive Planning Committee has the authority to recommend that the County Board adopt a "comprehensive plan" under §66.1001(4)(b); and, WHEREAS, the County has prepared the Bayfield Comprehensive Plan 2023-2043, containing all maps, approved comments and changes, and other descriptive materials, to be the comprehensive plan for Bayfield County under §66.1001, Wisconsin Statutes; NOW THEREFORE BE IT RESOLVED, that the Bayfield County Comprehensive Plan Committee, assembled this 4th day of October, 2023 hereby recommends the adoption the Bayfield County Comprehensive Plan 2023-2043 as Bayfield County’s comprehensive plan under §66.1001(4); and, BE IT FURTHER RESOLVED, that the Bayfield County Comprehensive Planning Committee hereby recommends that the County Board adopt an ordinance, which will constitute its adoption of the Bayfield County Comprehensive Plan 2023-2024 as Bayfield County’s comprehensive plan. By Action of the: Bayfield County Comprehensive Plan Committee ____________________________________________ Steve Sandstrom, Chair Notice of Public Hearing Bayfield Comprehensive Plan Update A public hearing to discuss the proposed revised Bayfield County Comprehensive Plan shall be held November 14, 2023 at 6:00 PM at the Bayfield County Courthouse, County Board Room located at 117 E. Fifth Street, Washburn, WI 54891. Written comments will be accepted until 4:00 PM, November 14, 2023. The proposed Comprehensive Plan revision in summary contains the following items and information: issues and opportunities, housing, transportation, utilities and community facilities, natural, agricultural and cultural resources, economic development, intergovernmental cooperation, land use, and implementation. The Comprehensive Plan is a guide for public officials and private citizens to use in making informed decisions affecting the community. Emily Nelson, Community Development Planner with the Northwest Regional Planning Commission (NWRPC) may be contacted to provide additional information on the proposed comprehensive plan revision at 715-635-2197 or by email at enelson@nwrpc.com. October 31, 2023 xxx Subject: Bayfield County Comprehensive Plan – Public Hearing Dear xxx: On behalf of Bayfield County, this letter is being forwarded to you in accordance with Wisconsin Statute 66.1001(4)(e) which identifies that governmental units who are considering enacting an ordinance to adopt or amend a comprehensive plan must, at least 30 days before the public hearing on the comprehensive plan is held, provide notice to the following: 1. An operator who has obtained, or made application for, a permit that is described under s.295.12(3)(d); and 2. A person who has registered a marketable nonmetallic mineral deposit under s.295.20; and 3. Any other property owner or leaseholder who has an interest in property pursuant to which the person may extract nonmetallic mineral resources, if the property owner or leaseholder requests in writing that the local governmental unit provide the property owner or leaseholder notice of the hearing. It has been determined that you qualify to be notified as per Wisconsin Statute 66.1001(4)(e). A public hearing on the comprehensive plan and ordinance will be held on November 14, 2023 at 6:00 PM at the County Board Room located at 117 E 5th Street, Washburn, WI.
