MEETING MINUTES
Courthouse Conference Room A & Remote
Wednesday, October 11th, 2023, at 4:30 pm
Committee Members Present: Darlene Neff, Bev Lindell, Lona Schmidt Bev Patterson, Mary
Dougherty, Nancy & Dale Johnson (via Telephone).
Others Present: Tom Croteau (Behavioral Health and Community Services Manager), Mary
Anich (Family Services Section Manager) Elizabeth Skulan (Human Services Director), Jamie
Allen (Behavioral Health Case Manager), Hailey BeBeau (Behavioral Health Case Manager),
and Nina Bucher (Support Staff).
Introductions and Call to order: Croteau called the meeting to order at 4:35 and
introductions made.
Minute Approval: Croteau asked if there were changes or a motion to approve the 4/12/23
FSAC meeting minutes. None were cited so Schmidt made the motion to approve and
Dougherty seconded. Motion carried.
Public Comment Opportunity: No public comment.
Section Updates:
Family Services-Anich relayed that a Foster Care event is planned for Trunk or Treat
on the Courthouse lawn on 10/27/23 from 4-5:30pm; Bayfield County is fortunate to have
Ashland County cover on call supervision for her when she is on vacation; in 2024, the
children’s programs of Long Term Support, Community Options, and Birth to Three will be
added to the Family Services Section along with a mid-level manager; and the current Family
Services vacancy will now be for a Coordinated Services Team (CST) Coordinator to manage
the CST grant starting in 2024. (the CST program is like CCS for children/families).
Behavioral Health-Croteau stated that Behavioral Health Case Manager Jamie Allen
has been in her position for a year and Hailey BeBeau for six months; with available time,
services are being prioritized so that mandated services (like emergency detentions (EDs)) and
the most emergent needs are covered; A productive Bayfield County focused meeting of those
involved with the chapter 51 process (ED) was held on 9/25/23 and included BH staff,
Corporate Counsel, Law Enforcement, Hospital staff, Judge, and others; and Allen and BeBeau
attended a Crisis Conference in the Dells last month.
Presentation: Allen described “A Day in the Life of a Behavioral Health Case Manager” to be
different every day, prioritizing pieces of the process of taking a person from the point of crisis
to stability. This can include de-escalation, arranging local supports, skill/routine building and
usually involves travel as transportation is a common barrier to services in our region. BH
workers: must respond to all EDs; help ensure those under settlement agreements meet their
goals for satisfaction; make connections/develop relationships with those who have needs but

may have fallen through the cracks (needs not exactly matched/reached with available
programs); participate in community events to have more of a presence for awareness that
they are in a position to help; and address many other behavioral health issues that arise.
Struggles include a shortage of Psychologists (especially for children) in our area and
transportation.
2024 Budget: Skulan said the 7.1 million Human Services 2024 budget had been approved
by the HS Board and was now with the Executive Board at the County level. It is a tight
budget with little room for high cost placements due to no increase in the levy assigned to
Human Services for many years. There is $635,000 in the risk reserve account. The budget
includes three new positions: the mid-level children’s services manager and CST Coordinator
described earlier in the meeting, and a mid-level manager for elderly nutrition in the Aging and
Disabilities Services section. The planned rearranging of programs will allow Family Services to
focus on services to children and families with children and Aging and Disabilities to focus on
services to adults and those with disabilities.
Committee membership: Anich thanked Bev Lindel for reapplying for an additional term
with the FBHAC committee which was approved at the August Human Services Board meeting.
Patterson and the Johnsons had also expressed interest in renewing their terms so Anich will
re-send them the link to the application after the meeting.
Future Meetings: 2024 meetings will continue quarterly on the second Wednesday of the
month: January 10, April 10, July 10, and October 9.
Adjournment: The meeting adjourned at 5:25 pm.
