Committee Members Excused: Lona Schmidt, Mary Dougherty. Committee Members Absent: Nancy & Dale Johnson. Others Present: Mary Anich (Family Services Section Manager), Tom Croteau (Behavioral Health and Community Programs (BHP) Section Manager), and Nina Bucher (Support Staff). Introductions and Call to order: Mary Anich started the meeting in Schmidt’s absence at 4:35. Minute Approval: Due to lack of a quorum, approval of the 4/12/23 FSAC meeting minutes will be acted on at the next meeting. Public Comment Opportunity: No public comment. New Committee Name: Anich explained that although behavioral health services moved sections last year, they will still be covered under this advisory committee. The new name of this committee will now be the Family and Behavioral Health Services Advisory Committee overseen by Anich and Croteau. Presentation: Croteau explained the three programs in his section: Community Support Program (CSP) which serves clients with severe and persistent mental illness, is sub- contracted out to Northland Counseling to administer, and currently has 10 clients; Comprehensive Community Services (CCS) which serves people who have a mental health or substance abuse diagnosis, are Medicaid eligible, and are assessed/found to need psychosocial rehabilitation services; and Behavioral Health Program (BHP) which serves County residents with behavioral health issues. The voluntary CCS program currently has 45 active clients and is growing. The purpose of this program is to arrange services that help participants develop skills/achieve goals so they can live independently and “graduate” from the program. The majority of CCS services except case coordination are contracted out by the County. Referrals for all programs come from in house (within Department and County offices), hospitals, law enforcement, providers, schools, and community. Behavioral Health workers process all Chapter 51 (72 hour emergency detentions) in the County. The BHP section’s focus is to be proactive and address potential issues before they exacerbate, intervening when individuals need help. Section Updates: Anich said there are currently three case managers in Family Services addressing juvenile justice, child protective services, along with a foster care/kinship coordinator, family specialist, and social worker aide. The two Behavioral Health workers housed in the FS hall are helping with intake/coverage as well. 2024 Budget Discussion: 2023 started with a high cost placement of a youth in a State correctional institution, which shows it is hard to predict who will walk in the door/need services next year. Emergency detentions are mandated that Bayfield County pay. Croteau said they are shifting to use the American Society of Addiction medical level of care where the state will pay for AODA inpatient services through MA when a level three or four. There is also currently a room & board grant reimbursing providers for certain services. Informational Items: Anich said the Family Services section retreat will be on Friday 7/21 in Delta. Future Meetings: Meetings will continue quarterly on the second Wednesday of the month with the last of 2023 being held on October 11, 2023 Adjournment: The meeting ended at 5:15 pm.
