BAYFIELD COUNTY
BOARD OF HEALTH MEETING
Tuesday, June 13, 2023 – 5:00 PM
Present: Jeremy Oswald, Madelaine Rekemeyer, Jeffrey Silbert, Terri Kramolis, Fred Strand, Mary
Dougherty, Dr. Deborah Dryer (on at 5:06 pm), Kathleen Carlson, Dr. Kathryn Stolp

1. Call the Meeting to Order: The meeting was called to order at 5:00 p.m. by
Chairman Oswald.
2. Welcome New Board of Health Members & Summer Interns
3. Approval of April 11, 2023, Board of Health Meeting Minutes: A motion to
approve the April 11, 2023 meeting minutes was made by Stolp; motion seconded by Kramolis.
Motion carried.
4. Approval of April 18, 2023, Board of Health Meeting Minutes: A motion to
approve the April 18, 2023 meeting minutes was made by Kramolis; motion seconded by
Strand. Motion carried.
5. Public Comment: No Public Comment.
6. Presentation of Public Health Tax Levy Across the Years: Sara Wartman
presents a brief overview of county tax spending across Bayfield County and
Wisconsin. Reference Public Health Tax Payer Dollars Across the Years
7. Presentation of Strengthening Rural Immunity – The “Tour de Vaccine”
Campaign: Michelle Crowell, Public Health Nurse Manager, presented a Power Point
presentation on “Strengthening Rural Immunity”, which is an overview of the outreach
efforts during the fall months of 2022 and how that has spurred efforts to increase
vaccination efforts in 2023 using the mobile clinic services pilot program.
8. Review and Possible Action Regarding YTD Health Budget: To date, the
budget stands at around 39% (thirty-nine percent) expenditures which typically should
be around 42% (forty-two percent), which puts the department under budget.
Revenues stand at around 15% (fifteen percent) due to a delay in reimbursement from
the state, which is typical.

9. Discussion and Possible Action Regarding
Resolution to Accept the Immunize Wisconsin Grant:
The Bayfield County Health Department has received grant funding in the amount of
$50,000.00 from the Wisconsin Chapter of the American Academy of Pediatrics to help
improve vaccination rates and enhance public health in Wisconsin. The Health
Department plans to continue to offer immunization clinics in office as well as expand
out-clinic sites. The Health Department will collaborate with each school district in
Bayfield County to improve immunization rates among school age children and help
reduce vaccine hesitancy. Grant start date is May 4, 2023. Total award to be expended
by June 1, 2024. A motion to accept the resolution and present to the full County Board was
made by Silbert; motion seconded by Rekemeyer. Motion carried.
10. Review & Discussion of Organizational Chart: Discussion regarding possible
additions of limited term employees including an EMR/Mobile Services Coordinator
and Lab Technician. Suggestion of job retitle for Office Manager, Public Health
Educator working in Environmental Health/DNR programs, and Clerk II. Suggestion of
addition of permanent positions for the Environmental Health program including an
Environmental Health Water Lab Manager and a Zoning/RS-in-Training position.
11. Update on Health Department Staffing: The department continues to have a
vacancy for the 0.6 FTE (full time employee) Reproductive Health/Public Health Nurse
for the Family Planning Program. This position has been posted several times with no
recent forward movement. Considering contractual services with a nurse practitioner
if we cannot hire a permanent part-time employee for this vacancy. Several health
department staffing suggestions, as from previous agenda topic, including a combined
position between Zoning and Public Health for short-term rental inspections, a Lab
Technician LTE (limited term employee), EMR (electronic medical records)/Mobile
Services Coordinator LTE, and Environmental Health & Water Lab Manager 1.0 FTE.
12. Update on Health Department Programs and Services: Wartman gave a
general office update, pointing out the ongoing work to upgrade the HVAC and
electrical systems going on in the department. Some staff have been working remote
due to the construction and safety issues. The upcoming remodel project plans were
shown and discussed.

14. Next Meeting Date
Next scheduled Health Board meeting for Tuesday, August 8, 2023, 5:00 pm, in-
person in the EOC Room of the Annex Building and/or remotely via Teams or phone-
in option.
15. Adjourn: The meeting adjourned at 6:37 p.m.
