Box 403 - Washburn, WI 54891 Phone: 715/373-6109 Fax: 715/373-6307 Sara Wartman, BSN, RN, CLS Director / Health Officer BAYFIELD COUNTY BOARD OF HEALTH MEETING Tuesday February 13, 2024 – 5:00 PM Present: Jeremy Oswald, Madelaine Rekemeyer, Jeffrey Silbert, Fred Strand, Mary Dougherty, Dr. Deborah Dryer (online at 5:11 pm), Kathleen Carlson, Dr. Kathryn Stolp (5:08 pm) Staff: Anne-Marie Coy, Amy Jarecki, Michelle Crowell 1.Call the Meeting to Order : The meeting was called to order at 5:01 p.m. by Chairman Oswald. 2.Approval of December 12 , 2023, Board of Health Meeting Minutes : A motion to approve the December 12, 2023 meeting minutes was made by Strand; motion seconded by Rekemeyer. Motion carried. 3.Public Comment : No Public Comment. 4.Review and Possible Action Regarding the Resolution to Accept the 2023 Health Department Budget Amendments : The discussion highlighted the need to revise the 2023 budget for the Health Department due to unanticipated grants and costs. The speaker mentioned the specific coverage of these amendments, including the beach monitoring and the blood drive grant adjustments. A motion was proposed to move the Health Department budget amendments to the full county board for the 2023 budget amendments with a recommendation for approval. Motion to recommend the new fee structure to the county board was made by Dougherty and seconded by Rekemeyer. Motion carried. 5.Discussion Regarding the Upcoming 140 Review: An explanation was provided regarding the Chapter 140 review process and its implications for the Health Department's alignment with state statutes and programming needs. The board discussed the upcoming full review and the importance of meeting diversity and quarterly meeting requirements for board composition. 6.Discussion and Possible Action Regarding the Environmental Health Fee Schedule: The board reviewed proposed changes to the Environmental Health Fee Schedule aimed at aligning charges with the cost of provided services. Concerns about the impact of fee increases on businesses were addressed, emphasizing the necessity for these adjustments to cover operational costs. Box 403 - Washburn, WI 54891 Phone: 715/373-6109 Fax: 715/373-6307 Sara Wartman, BSN, RN, CLS Director / Health Officer Motion to recommend the new fee structure to the county board was made by Stolp and seconded by Dougherty; Motion carried. 7.Update on Health Department Staffing: Updates were given on new hires within the Health Department, including the hiring of Margaret LaMothe as an Environmental Health Specialist and Desi Niewinski as a Short Term Rental Specialist. Their backgrounds and the expected impact of their roles were discussed. 8.Update on Health Department Programs and Services : Extensive updates on various health programs and services were provided, ranging from mobile health services and vaccination efforts to opioid settlement programs and efforts to address STI (sexually transmitted infection) rates. Challenges, such as COVID cases reporting and vaccination hesitancy, were also discussed. 9.Discussion and Possible Action regarding 202 4 Board of Health Schedule: It was recommended to postpone the discussion on the 2024 meeting schedule until after the new committee is seated. 10.Committee Input : None. 11.Next Meeting Date : Next scheduled Health Board meeting for Tuesday, April 9, 2024, 5:00 pm, in- person in the EOC Room of the Annex Building and/or remotely via Teams or phone-in option. 12.Adjourn : The meeting adjourned at 6:06 p.m. Respectfully Submitted, Amy Jarecki Amy Jarecki, Office Manager
