The Bayfield County Department of Human Services Aging and Disability Services
Advisory Committee will meet on Tuesday, September 24, 2024, at 3:00 p.m. In-
person and Remote access to this meeting will originate from Conference Room A, lower level
of the Courthouse in Washburn. Public participation remote access is available via phone,
715-318-2087, at the start of the meeting and entering participant code 130 928 817 followed
by the # sign. ADAC members will receive an invitation via Microsoft Teams.
Notice is hereby given, in the event the standing committee does not have a quorum, the
County Board Chair or Vice Chair may act as an ex officio member (County ordinance,
Chapter 3, section 2-3-1(c)).

Goal statement:
Provide advocacy training and educational opportunities for older adults, caregivers, and
community members by creating an advocacy web page, providing advocacy training and
hosting meeting sessions with local and state legislators.
Community engagement efforts show that 75% of survey respondents are either somewhat
comfortable or not comfortable with contacting their elected officials. Reasons cited include
not knowing contact information and feeling as if the elected officials either do not care or
understand the issues. Respondents were asked for suggestions to help them feel more
confident. Feedback included information on how to contact elected officials, actual contact
information for elected officials, and opportunities to meet with them at planned community
events.
Aging and Disability Services will provide educational opportunities for county residents to
help them feel more confident to advocate for themselves and others. By educating older
adults to work together, they can have an even greater impact. This can help elected officials
understand the needs of their constituents.
Plan or strategy:
We will create and keep current and “Advocacy” page on the county website. It will include
information on basic Advocacy, local, state and Federal legislators, voting, and current issues.
We will work with the GWAAR Advocacy & Public Policy Coordinator to host training sessions
locally for purposes of assisting older adults overcome the lack of confidence they have in
speaking with legislators and local officials.
We will host opportunities for legislators and local officials to get to know their constituents
and understand the issues they face in Bayfield County.

Goal statement:
Create a coali on of non-governmental individuals dedicated to comba ng social isola on
and loneliness among older adults through awareness materials, social media and
community gatherings.
Feedback from all community engagement efforts clearly indicated social isola on and
loneliness is of concern to and being experienced by many older adults. Survey results
indicated that 44% of respondents live alone.
Respondents would like to see more senior meals, more community meals, more social
gatherings, more opportuni es for games, and other ac vi es such as dancing, gardening,
computer classes, cra ing, etc. Some even suggested loca ons in which to hold ac vi es and
they include libraries, senior centers, churches or clubs.
To address the health effects of social isola on and loneliness, we will (1) create a coali on of
community representa ves, agencies and county residents, (2) develop an awareness
campaign, and (3) pilot a Repair Café in the Cable area.
By crea ng a coali on, a group of non-governmental individuals will become educated and
empowered by understanding what is at stake and what needs to be done to engage people.
The awareness campaign will bring to light the need of awareness and ac ons that need to
occur at the community or grass roots level. The pilot project will be a way to engage
individuals around a par cular project, vs. a gathering or social event which can be hard for
those who find it difficult to engage socially.

Due to a lack of staffing and financial resources, never has this amount of effort been able to
be put toward social isola on and loneliness. A grant has been secured by WIDHS, which
allows for hiring a facilitator to iden fy partners invested in working on this issue, develop a
coali on, host mee ngs, and create an ac on plan.
We will raise public awareness of loneliness as a public health issue and share strategies to
improve connec ons and create a feeling of purpose. We will develop awareness materials
and conduct a social isola on and loneliness campaign using social media, print, and radio
and local outlets.
The coali on will host at least 5 community gatherings in three communi es for the purpose
of increasing awareness of social connec ons and create direct opportuni es for individuals
in Bayfield County to connect.
We believe the increased meaningful connec ons among older adults will reduce the health
effects of loneliness.

Goal statement:
Explore different ways to provide congregate meals to par cipants in underserved areas of
Bayfield County.
Geographically, Bayfield County is a large, rural county with pockets of older people sca ered
throughout. Plan survey results and conversa ons with seniors show that seniors feel more
socially isolated in the winter months and would like to a end a meal site closer to where
they live. Adding permanent congregate meal sites is difficult because of lack of funding and
food vendors. Food vendors may be willing to partner with us in less-busy winter months or
to partner with us for special events.
With this in mind, staff and the Nutri on Advisory Council (NAC) would like to explore
different ways to provide congregate meal opportuni es around the county to increase
outreach, improve social connectedness, prevent malnutri on, and introduce the ADRC and
Aging Unit services to new people. Addi onally, partnering with other county and community
organiza ons will be explored to offer “more than just a meal” and give seniors added
incen ve to par cipate.
Exploring different ideas and pilo ng them will provide informa on about how people want
to par cipate in the congregate meal program and will honor what is valuable to them. If we
combine meals with addi onal community resources, seniors will get more out of their
experience. Obtaining feedback from par cipants about each type of congregate meal
offered plus par cipa on data will let us know if seniors have benefited from these efforts.

Determine how to solicit informa on from older people who are eligible to a end congregate
sites, but don’t currently par cipate.

Generate a list of ideas of other ways to provide congregate meals a er receiving input from
seniors

Goal statement:
Expand op ons for caregivers to support their caregiving roles by providing caregiver
specific advocacy training, exploring opportuni es for self-care, crea ng e a specific
caregiver resource guide and advoca ng for crea ve ways for caregivers to hire non-
professional support.
Community engagement efforts found that 28% of respondents care and/or support another
person and that 60% of the care recipients were older adults. Addi onally, the survey shows
that when asked to rank issues that were most important for older adults, support for
caregivers was ranked 55% as “more important”.
When asked what would be helpful to caregivers, the top 4 concepts included: advocacy for
care recipient and healthcare issues, opportuni es for self-care, a caregiver resource guide
and financial assistance.
To address the needs of caregivers, we will expand op ons so they will have increased
opportuni es to support their caregiving roles. We will provide caregiver specific advocacy
training, explore opportuni es for self-care, create a specific caregiver resource guide and
advocate for crea ve ways for caregivers to hire non-professional support.
Plan or strategy:
We will incorporate a specific track of advocacy training for caregivers when focusing on
hos ng general advocacy training for older adults.
Seflf-care is an important aspect for a caregiver to be their best and remain healthy. We will
research and gather ideas on what will be appropriate ways to encourage self-care. We will
determine how the NFCSP grant can help to meet this need. We will then create a lis ng of
self-care ideas for caregivers

Due to the lack of professional caregivers available for hire, it is impera ve we become
crea ve is suppor ng caregivers in more crea ve ways. We will educate county
administra on and policy makers about the importance of respite and lack of professional
respite providers. We will recommend policy to allow caregivers to hire non-professionals to
be reimbursed for providing respite This model will essen ally provide caregivers with a
voucher to employ their own workers.
Lastly, we will adapt the current resource guide to include a specific caregiver sec on.

Goal statement:
Due to a growing older popula on, outdated policies and procedures, and finite funding,
we will implement the GWAAR Person-Centered Meal Priori za on Process over the next 3
years.
Bayfield County has a Meal Priori za on policy and a Wai ng List policy. Both need to be
updated to reflect new informa on and resources available. Staff reorienta on and
orienta on regarding both processes is also necessary. By u lizing the GWAAR Person-
Centered Meal Priori za on Process, we can implement a standardized process to assess
individual needs and offer resources to best meet personal goals.
Plan or strategy:
Staff will implement the GWAAR Person-Centered Meal Priori za on Process to op mize the
delivery of meals and related services within the OAA Nutri on Program. This will ensure that
individuals with the highest nutri onal needs are being served within the means of program
resources while also offering person-centered services to those with moderate to low needs
that meet the individual where they are to op mize their nutri on status and enhance their
quality of life.
Nutri on resource op ons will be tailored to meet individual needs, providing appropriate
nutri on and suppor ve services that are grounded in person-centered prac ces and
equitable to all by ensuring transporta on needs and financial burdens are met.

is working and if referrals have been completed and addi onal programs/services
started.

Goal statement:
Focus on maintaining and enhancing current programs by streamlining procedures and
providing focused outreach strategies.
Staff have worked hard to implement programming that is of interest and benefit to older
adults in Bayfield County. We currently offer Tai Ji Quan: Moving for Be er Balance, Powerful
Tools for Caregivers, Strong Bodies and Mind Over Ma er. Both Strong Bodies and Mind Over
Ma er were implemented in 2024 using IIID ARPA funding to get the programs up and
running. These programs are being led by 8 different community volunteers who have
invested in these programs and believe in their value for older adults. Programs are currently
being offered in 8 different communi es through Bayfield County.
With expanding and crea ng programming, we have had growing pains. We must take me
to improve current procedures, implement consistent outreach prac ces, collect appropriate
data and ensure consumer sa sfac on. This will allow for streamlined prac ces and
improved experiences.
Plan or strategy:
Current outreach efforts are minimal and not tracked. We will review current prac ces,
record what is being done, and determine what other techniques can be added.
By doing this, we can understand where we may increase efforts to reach those more prone
to isola on, such as caregivers, homebound par cipants and rural areas of the county.
Based on informa on gathered, we will look for ways to market programs to external
partners, such as health care facili es.
