MINUTES
Monthly Meeting of the Bayfield County Board of Supervisors
June 25, 2024
Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI
Call to Order: The monthly meeting of the Bayfield County Board of Supervisors was called to
order at 6:00 p.m. by Chairperson, Dennis Pocernich. Roll Call was taken by County Clerk, Lynn
Divine, as follows: Steve Sandstrom - present; Mary Dougherty - present remotely; Larry
Fickbohm - present; Charly Ray - present; Jan Lee - present; Jeff Olsen – present remotely; Dennis
Pocernich - present; Fred Strand - present; Rich Nemitz - present; Marty Milanowski - present;
Madelaine Rekemeyer - present; Jim Crandall - present; Sue Rosa - present. Total: 13-0, 0 absent.
A quorum was present to conduct business.
Others Present: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine;
Kelly Westlund; Mary Pardee; Anne Marie Coy; Andy Mika; Bob Anderson; Angela Stroud and
members of the public.
Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance.
Presentation by Wisconsin Department of Workforce Development Secretary, Amy
Pechacek. Strand introduced Pechacek with a brief history of her education and past and present
employment. Pachacek spoke on Wisconsin’s evolving work force and the challenges we are
facing.
Agenda Item 17 – Bayfield County Resolution 2024-84; In Recognition of the Bayfield
County Highway Department for the June 19, 2024, Flood Response. Crandall moved to
approve Resolution 2024-84, seconded by Milanowski. Bob Anderson spoke of the work done
and thanked the Board for the recognition.
Public Comment: Pocernich explained the three minute limit to those present. He indicated
that after the normal 15 minute maximum he would confer with the Board to see if they would
like to suspend the rules to allow for a longer comment period. The speakers and their topic

Introduction to 73rd Assembly Seat: Angela Stroud introduced herself as a candidate for
Representative to the 73rd Assembly District. Stroud discussed issues she hopes to address if
elected, including the protection of Lake Superior, public school funding, health care and
affordable housing.
UW-Madison Extension Bayfield County 2023 Annual Report: Mary Pardee gave the 2023
annual report for Bayfield County’s UW-Madison Extension. The report is available on the
Bayfield County UW-Extension Department’s web page.
Minutes from April 16, 2024: Motion by Milanowski to approve the May 28, 2024, Minutes,
seconded by Rekemeyer. Motion carried, Yes-13, No-0, Absent-0.

Bayfield County Amendatory Ordinance No. 2024-06; Petition to Amend Sections 13-1-
43(d)(a) and 13-1-62 regarding Mobile Towers: Ray made a motion to adopt Bayfield County
Amendatory Ordinance No. 2024-06, seconded by Sandstrom. Motion carried, Yes-13, No-0,
Absent-0.
Bayfield County Resolution No. 2024-81; Authorizing Fee Schedule Update in the Planning
and Zoning Department: Ray made a motion to approve Resolution No. 2024-81, seconded by
Crandall. Motion carried, Yes-13, No-0, Absent-0.
Bayfield County Amendatory Ordinance No. 2024-07; Petition to Add Section 16-3,
Artesian Flowing Well Ordinance: Rekemeyer made a motion to adopt Bayfield County
Amendatory Ordinance No. 2024-07, seconded by Fickbohm. Motion carried, Yes-13, No-0,
Absent-0.
Zoning Code Rewrite RFP for Consultant Selection: (Discussed in Closed Session.)
Library Appointments: Nemitz gave a brief history of what has led the public to request that a
County Board Supervisor be appointed to the Evelyn Goldberg Briggs Memorial Library board.
Nemitz then made a motion to table the issue. There being no second to the motion, the motion
died. Crandall made a motion that the county board appoint a supervisor to the Evelyn Goldberg
Briggs Memorial Library board, as permitted by law, seconded by Fickbohm. Motion carried,
Yes-11, No-2, Absent-0.
Pocernich then opened the floor for discussion before nominating a representative. Milanowski
spoke in opposition to appointing a representative. Rekemeyer, Strand, Dougherty, Crandall and
Olsen spoke in support of the appointment. There was also confusion as to when the term of the
representative begins, and Corporation Counsel will be contacted to answer that question.
Pocernich nominated Jan Lee to be the Bayfield County Supervisor appointee and to start in that
capacity on the date confirmed by Corporation Counsel. Rekemeyer made a motion to confirm
the nomination of Jan Lee to begin on the date confirmed by Corporation Counsel, seconded by
Dougherty. Motion carried, Yes-11, No-2, Absent-0. Lee accepted the appointment. Lee and
Nemitz mutually agreed to work together for the betterment of the library.
Bayfield County Resolution 2024-82; Formation of the Bayfield County Broadband and
Telecommunications Advisory Committee: Sandstrom made a motion to approve Bayfield
County Resolution 2024-82 with the amendment that the number of committee members be
change from eleven to twelve to include EMS/Fire representation, seconded by Ray. Motion
carried, Yes-13, No-0, Absent-0.
Bayfield County Resolution 2024-83; Bayfield County Disaster Declaration for June 19,
2024, Flooding: Ray made a motion to approve Bayfield County Resolution 2024-83, seconded
by Lee. Motion carried, Yes-13, No-0, Absent-0.

Closed Session: Motion by Milanowski, at 8:35 p.m., to enter into Executive Session, seconded
by Ray.. Motion carried, Yes-13, No-0, Absent-0.
Return to Open Session: There being no further business to conduct in Executive/Closed
Session, a motion was made by Sandstrom, seconded by Rosa to return to Open Session at 8:48
p.m. Motion carried, Yes-13, No-0, Absent-0.
Adjournment: There being no further business to discuss, Pocernich adjourned the meeting at
8:50 p.m.
