MINUTES
Monthly Meeting of the Bayfield County Board of Supervisors
July 30, 2024
Meeting Held in the Bayfield County Board Room, Courthouse, Washburn, WI
Call to Order: The monthly meeting of the Bayfield County Board of Supervisors was called to
order at 6:00 p.m. by Chairperson, Dennis Pocernich. Roll Call was taken by County Clerk, Lynn
Divine, as follows: Steve Sandstrom - present; Mary Dougherty - present; Larry Fickbohm -
present; Charly Ray - present; Jan Lee - present; Jeff Olsen; Dennis Pocernich - present; Fred
Strand - present; Rich Nemitz - present; Marty Milanowski - present; Madelaine Rekemeyer -
absent; Jim Crandall - present; Sue Rosa - present. Present -12, Absent -1. A quorum was present
to conduct business.
Others Present: County Administrator- Mark Abeles-Allison; County Clerk- Lynn M. Divine;
Kelly Westlund; Sheldon Johnson; and Ruth Hulstrom.
Pledge of Allegiance: The Pledge of Allegiance was recited by all in attendance. There was a
moment of silence in remembrance of John Bennett, a former board member and employee of
Bayfield County.
BEAD (Broadband Equity Access and Deployment Program) Presentation by Sheldon
Johnson, Director of Northwest Regional Planning Commission: Johnson explained the
program which is primarily available for unserved and underserved communities and individuals.
He indicated that the newly created Bayfield County Broadband Committee will play an
important role in this program.
US Economic Development Administration Presentation by Tom Baron: Tom introduced
himself as being a representative from the Chicago District. He explained that they are a grant
making agency that can offer grants to entities such as the Northwest Regional Planning
Commission. Two examples of projects they partner with are business incubators and business
parks.

Northern Lights Budget Amendment
Ray made a motion to approve the items in the Consent Agenda, seconded by Crandall. Motion
carried, Yes – 12, No – 0, Absent – 1.
Rekemeyer arrived at 6:50 p.m.
Amendatory Ordinance 2024-10 to Add One Route to the All-Terrain Vehicles Designated
Routes in the Bayfield County Code of Ordinances: Sandstrom made a motion to adopt
Amendatory Ordinance 2024-10 to Add One Route to the All-Terrain Vehicles Designated
Routes, seconded by Milanowski. Roll Call vote: Sandstrom – Yes, Dougherty – No, Fickbohm
– No, Ray – Yes, Lee – Yes, Olsen – Yes, Pocernich – No, Strand – Yes, Nemitz – Yes,
Milanowski – Yes, Rekemeyer – No, Crandall – Yes, Rosa – No. Yes – 8, No – 5, Absent – 0.
Motion carried.
Bayfield County Resolution 2024-90; Approving Bids and Amending the Budget for Sheriff
and Human Services Office Expansion 2024: Lee pointed out that the low bid amount in
paragraph seven is incorrect and should be changed from 281,186 to $306,186. Milanowski
made a motion to approve Bayfield County Resolution 2024-90 subject to the low bid amount in
paragraph seven being corrected from $281,186 to $306,186, seconded by Ray. Roll Call vote:
Sandstrom – Yes, Dougherty – Yes, Fickbohm – Yes, Ray – Yes, Lee – Yes, Olsen – Yes,
Pocernich – Yes, Strand – Yes, Nemitz – Yes, Rekemeyer – Abstain, Milanowski – Yes,
Crandall – Yes, Rosa – Yes. Yes – 12, No - 0, Abstain – 1, Absent – 0. Motion carried.
Appraisal and Possible Sale of Parcels of Property Near the Fish Hatchery to the Wisconsin
DNR: Strand made a motion to sell the three parcels of land to the DNR for the highest of either
taxes owed plus expenses or the appraised value, seconded by Ray. Motion carried. Yes – 13,
No – 0, Absent – 0.
Bayfield County Resolution 2024-91 Authorizing Bayfield County to Enter into the
Settlement Agreement with The Kroger Co. and Agree to the Terms of Addendum Two to
the MOU Allocating Settlement Proceeds: Lee made a motion to approve Bayfield County
Resolution 2024-91 and agree to the terms of the Memorandum of Understanding (MOU),
seconded by Milanowski. Motion carried, Yes – 13, No – 0, Absent – 0.
Reports:
a. Future County Board Meetings: August 27th; October 1st at Legendary Waters at 5:00
p.m. and October 29th.
b. Apostle Islands National Lakeshore Legislation Update: Abeles-Allison gave an update
on the issue.
c. Washburn Housing Project: Abeles-Allison and Kelly Westlund gave updates on the
project.
Supervisors’ Reports: Sandstrom attended a meeting of the WI Counties Agriculture,
Environment and Land Use Committee recently. The primary purpose of the meeting was to
approve the resolutions that will be presented at the state conference in September. Of the 10 or
11 presented, six were from Bayfield County and five were approved and one was put on hold.
Pocernich attended the semi-monthly meeting of the Wisconsin Towns Association. Jeneene
Rydberg, a representative for WTA is proposing to prepare a Resolution for the Federal
Representatives to support a change in the definition of rural from 200,000 to 20,000. Price and
Barron Counties have passed similar resolutions and Bayfield County plans to pass one at the
August County Board meeting.
Closed Session: At 7:55 p.m., Milanowski made a motion to go into Closed Session, seconded
by Fickbohm. Roll Call vote: Sandstrom – Yes, Dougherty – Yes, Fickbohm – Yes, Ray – Yes,
Lee – Yes, Olsen – Yes, Pocernich – Yes, Strand – Yes, Nemitz – Yes, Milanowski – Yes,
Rekemeyer – Yes, Crandall – Yes, Rosa – Yes. Yes – 13, No – 0, Absent – 0. Motion carried.
Return to Regular Session: The board returned to Open Session at 8:10 p.m.
Confirmation of Appointment of Bayfield County Highway Commissioner: Crandall made
a motion to confirm the appointment of Jake Benson as the new Bayfield County Highway
Commissioner, seconded by Sandstrom. Motion carried, Yes – 13, No – 0, Absent – 0.
Adjournment: There being no further business to discuss, Pocernich adjourned the meeting at
8:15 p.m.
