Box 403 - Washburn, WI 54891 Phone: 715/373-6109 Fax: 715/373-6307 Sara Wartman, BSN, RN, CLS Director / Health Officer BAYFIELD COUNTY BOARD OF HEALTH MEETING Tuesday May 14, 2024 – 5:00 PM Present: Jan Lee, Madelaine Rekemeyer, Jeff Olsen, Fred Strand, Mary Dougherty, Kathleen Carlson, Dr. Kathryn Stolp , Terri Kramolis Staff: Anne-Marie Coy, Amy Jarecki, Michelle Crowell, Nathan Hauber, Desi Newinski 1.Call the Meeting to Order : The meeting was called to order at 5:0 p.m. by Strand. 2.Committee Member Introductions: Introductions were conducted as there were new Board of Health members present. 3.Election of Chairperson: Madeline Rekemeyer was nominated for Chairperson by Dougherty; nomination seconded by Kramolis. No further nominations; nominations were closed and Rekemeyer was elected Chairperson. 4.Election of Vice Chairperson: Fred Strand was nominated for Vice Chairperson by Dougherty; nomination seconded by Kramolis. No further nominations; nominations were closed and Strand was elected Vice Chairperson. 5.Approval of February 13, 2024, Board of Health Meeting Minutes: A motion to approve the February 13, 2024 meeting minutes was made by Rekemeyer; motion seconded by Kramolis. Motion carried. 6.Public Comment: No Public comment. 7.Discussion and Possible Action on Renewing Committee Member Stolp: Motion was made to recommend to the County Board Chairman to renew committee member Stolp’s application. Motion was made by Kramolis; seconded by Lee. Motion carried. 8.Discussion and update on ensuring tribal representation on Board of Health committee: This item has been tabled and will be an action item for the next meeting. 9.Review of Annual Report: Anne-Marie Coy, Public Health Director shared the Annual Report which is an outline of the programs and services provided by the Health Department. The Wellness on Wheels program was highlighted which has brought our services to many of the rural communities as some residents have transportation barriers to medical facilities. Opoid/harm reduction was another big initiative that was worked on with the purchase of two (2) public health vending machines, one (1) of which has been delivered to Red Cliff. The other vending machine will be placed at the front door of the Health Department once the construction is completed on the Annex building. Holly Weber, Public Health nurse has been working with the local schools on opoid/harm reduction. Weber is bringing in a training course that will expand on the training/programming that is already in place in the schools. Coy talked about the various Environmental Health programs that are run in the health department. The number of facility licenses for county lodging establishments are rising every year. The beach sampling program could possibly be expanding depending on what direction Northland College takes with its water lab this summer. The Health Department water lab could possibly be running the samples for Red Cliff as well as Ashland County this year. The Health Department has hired Desi Niewinski who was previously in charge of running the beach sampling program at Northland College as well as UW-Superior. There are also two (2) interns for the beach sampling work this summer. The WIC (Women, infant, children) nutrition supplement program is back to in-person clinics as well as starting to travel to out clinics around the tri-county area. Tick prevention was discussed as there is a new tick- borne disease discovered in our area. The health department will be searching for more grants to provide outreach into the community. 10.Report on DHS 140 Review state visit and findings: The 140 report has not been received from the state as at the time of this meeting. 11.1st Quarter budget review: No questions from the Board of Health members on the first (1st) quarter budget. Coy mentioned that the health department is still waiting on some grant funding that had been entered into the budget. 12.Review and Possible Discussion Regarding Artesian Well Ordinance: The discussion highlighted the proposed ordinance regarding any and all public flowing artesian wells in the county. The ordinance is a best-practice document as the Health Department currently enforces the current state codes on public water supplies. The Health Department would do any type of enforcement instead of the Zoning Department as it aligns more with the type of programming the Health Department is currently doing. Numerous Board of Health committee members voiced their support for the new ordinance and the role the Health Department would play in enforcing the ordinance. 13.Update on Community Wellness Grant Selection progress: Coy shared descriptions of the projects around Bayfield County being funded by the Community Wellness Grant program. This program is funded through County funds and not solely from the Health Department budget. Bayfield County Health Department 117 East Sixth Street - P.O. Box 403 - Washburn, WI 54891 Phone: 715/373-6109 Fax: 715/373-6307 Sara Wartman, BSN, RN, CLS Director / Health Officer 14.Update on Health Department Programs and Services: The Health Department is working with the Human Services Department on a project to increase the number of elderly residents who will be able to receive vaccinations. This project targets those residents who are home- bound or have transportation issues. The wellness trailer will be set up at the senior meal sits sites throughout the summer along with working with the local transportation company to provide rides to those who need assistance. 15.Update on Health Department Staffing: Summer interns will be starting soon; Two (2) will be assisting with the Beach Sampling program and one (1) will be working through the NEHA (National Environmental Health Association) program. The NEHA intern will be working remotely from Texas on a project that focuses on working with local municipalities to identify risks to municipal sewage and municipal water supply due to climate change. 16.Committee Input : Discussion regarding limits to Tourist Rooming House occupancy as there have been numerous complaints about excess occupants at local rental properties. Coy explained how the occupancy limit is set and the fact that the Zoning Department is the department to set the limit. 17.Next Meeting Date : Next scheduled Health Board meeting for Tuesday, July 9, 2024, 5:00 pm, in- person in the EOC Room of the Annex Building or possibly in the County Board room due to the EOC being occupied and/or remotely via Teams or phone-in option. 18.Adjourn : The meeting adjourned at 6:40 p.m. Respectfully Submitted, Amy Jarecki Amy Jarecki, Office Manager
