Minutes of the:
Bayfield County Sheriff’s Committee Meeting
February 19, 2024, 4:00 p.m.
Meeting Held in the Bayfield County EOC, Washburn, WI
The meeting of the Bayfield County Sheriff’s Committee was called to order at 4:00 p.m. by
Bayfield County Vice Chair Larry Fickbohm. A roll call was taken by Vice Chair Larry Fickbohm as
follows: Dennis M. Pocernich - present; Jeff Silbert – present; Chair Jeremy Oswald – present
virtually. Total: 4 present. A quorum was present to conduct business.
The following were also present for today’s meeting: Emergency Management Director- Meagan
Quaderer; Emergency Management Assistant- Maria Renz; Child Support Director- Michelle Alexy;
Sheriff- Tony Williams; Chief Deputy- Andy Runice; Citizen attendee – Shawna.
2. Approval of Minutes of January 15, 2024
Motion by Pocernich, seconded by Silbert to approve the Minutes of the Monthly
Bayfield County Sheriff’s Committee Meeting held on January 15, 2024. Motion carried.
3. Public Comment: None.
4. Child Support Office
a. The Budget Summary was presented by Child Support Director, Michelle Alexy. She
reported that the budget is on track with no needed changes.
b. The Department Overview was presented by Michelle Alexy. Included in the packet
was the performance overview. Alexy reported that 2024 is doing well, and their
numbers are strong. She will be attending a conference in March in Appleton along with
others from the county. The case worker that replaced Alexy just finished the state
required training, and the department is currently fully staffed.
5. Emergency Management
a. The Budget Summary was presented by Meagan Quaderer, Bayfield County
Emergency Management Director. Quaderer reported that the only affected budget
item will be the towers.
b. Quaderer shared on the Meraki Marketing report. The report was provided in the
packet and showed that the EM social media pages, on both Facebook and
Instagram, had fans primarily in Ashland and Washburn. A lot of the post’s focus on
EMS, other posts are on and fire. The weekends have the most engagement. The

marketing company does all the work, creating the content, collecting pictures and
information from the EMS and Fire agencies, and posting several times a week. We
pay monthly. The committee would like the marketing company information
provided to them. It is suggested to check on the status of comments from the
company, and how open records pertain to the posts.
c. Quaderer reported that the BRIC grant application has been submitted. The grant is
used to start a new hazard mitigation plan. It takes about a year and a half to create
a new plan. Though our plan doesn’t expire until 2026, the state encouraged us to
apply for this grant.
d. Quaderer reported that she finished the RFP today and sent it to Abeles-Allison to
review. It will then be reviewed and approved by the EMS Ad Hoc Committee. The
first meeting is scheduled for Monday, February 26th at 5pm. The goal is for the
study to be completed by the end of June. The previous committee was created to
identify critical issues. This committee will now focus on what it is going to take to
be successful for the next 10 years. This committee will take this report and consider
the recommendations and provide recommendations to the full county board. It is
also a document that can be provided to our legislators because the state of
Wisconsin continues to support career law enforcement and fire departments, but
not volunteer fire departments or EMS services. Quaderer reported that there is
currently a bill going in that supports PTSD for workman's comp, for EMS services
and Volunteer Fire departments. Right now, it's approved for law enforcement and
career fire department. However, it's not available for part time or volunteer status,
and there is nothing for EMS. The state views EMS as a sub section of fire and that's
not the case, especially in our area because it's all rural, they're standalone EMS
agencies and they don't recognize them.
e. Quaderer gave an update on the PSAP consolidation. She reported that the PSAP
CAD and records management system RFP is posted and expected to close in March.
Xybix won the furniture contract and will be here tomorrow. The next RFP is for
room modifications. No director has been chosen but there is movement to select
two leads, one from each county. This will be a promotion now and will continue
into the consolidation. One goal is to combine policies and procedures before
physical consolidation. Dispatchers have been working four-hour blocks in the other
center to see the differences. Quaderer is requesting new workgroups that will focus
on employee transfer, operations, and others. Ashland is having input in the whole
process, and dispatchers will not see a decrease in pay. Fickbohm reports that the
board is still in the process of hiring a director.

6. Sheriff’s Office
a. Budget Summary: Budget Report included. Sheriff Williams reported that the 2023
budget is good and the Fleet account is being worked on. They are awaiting the
income from the cars sold and they still need to sell five cars. The budget will still be
down but plan to be good by summer.
b. Department Overview: Sheriff Williams reported that both himself and the Chief
went to a conference last week. Deputy Ryan Miller started K9 training last week.
The training is 15 weeks long. The two K9s will be opposite of each other. K9s are
insured by the county. Sergeant Renz helped with an Ashland operation which
resulted in 30 grams of meth and fentanyl. The Chief Deputy worked with the
deputies to create a new evaluation form with 50 questions and more detail. The
Chief has received a lot of good feedback on it. Pocernich asked for a copy of the
evaluation. The patrol officers have divided the county into quarters to focus on
spreading out. Sheriff Williams presented a document showing the 2023 County
Crash Statistics compared to the previous two years. The report shows more traffic
stops in 2023 and lower traffic crashes along with many lower numbers. These
results could be attributed to more visible patrol and new equipment. Sheriff
Williams reported that the jail is short by one employee. Missy got promoted to
Sergeant. The jail averaged about 38 inmates. Burnette County is taking inmates
back, with the anticipation of mid-March no longer boarding from them. Oswald
recommends holding a jail tour for the new board members in April.

Veterans, Child Support Committee of the Bayfield County Board of Supervisors, Vice Chairman
Fickbohm adjourned the meeting at 4:52 p.m.
