Box 100 Washburn, WI 54891-0100 FROM: Carrie Linder, Aging and Disability Services Manager DATE: September 13, 2021 RE: Meeting Notice The Bayfield County Department of Human Services Nutrition Program Advisory Council Committee will meet on Monday, September 20, 2021 immediately following the Aging and Disability Services Advisory Committee Meeting. Due to COVID-19 and the pandemic, remote access to this meeting will originate from Conference Room A, lower level of the Courthouse in Washburn. Public participation remote access is available by phone by calling 1-715-318-2087 at the start of the meeting and entering participant code 229542145 followed by the # sign. Notice is hereby given, in the event the standing committee does not have a quorum, the County Board Chair or Vice Chair may act as an ex officio member (County ordinance, Chapter 3, section 2-3-1(c)). Any person wishing to attend who, because of a disability, requires special accommodations should contact the Department of Human Services at 715-373-6144, at least 24 hours before the scheduled meeting time so appropriate arrangements can be made. Staff Present via Conference Call: Carrie Linder, Jane Cook, Alannah Belanger, Elizabeth Skulan Call to Order and Introductions Linder called the meeting to order at __3:47__p.m. No introductions were made. Discussion and Possible Action-Review of December 7, 2020 Meeting Minutes Motion by to approve the December 7, 2020 Minutes, was table to the next meeting due to a lack of quorum. Discussion and Possible Action-Congregate Reopening Status, RDN, CD Older Americans Act Consultant – Nutrition Specialist Greater Wisconsin Agency on Aging Resources Pam VanKampen, GWAAR shared ideas and options for purposes of reopening congregate meal sites. VanKampen noted that a few counties have already opened back up at 25% capacity and noted that Grab & Go meals are allowable until the end of the calendar year under the federal emergency mandate. Linder shared that Grab & Go in Iron River, Wi started April 1st and has already seen growth in participants, and she believes the growth has come primarily from word of mouth with hopes it will continue to grow. VanKampen and Linder discussed multiple ideas regarding ways to provide more meals, items discussed were “My Meal My Way”, rotating days and restaurants throughout the county. This could allow for more congregate meal options, and ways to better serve isolated areas with little nutritional resources. Nutrition Program Updates A. Reviewed number of meals served in the 4th Quarter of 2020 – Brief discussion. – When comparing January 2020 and 2021 there was a 70% increase in the number of home delivered meals served. B. Home Delivered Meal Rerouting Project Update – Linder stated that she is currently researching ways to decrease the length of the routes. Linder is reaching out to civic groups to see if there is interest in volunteering to deliver meals in certain areas. Currently participants are getting their home delivered meal anywhere between 9 am and 3 pm. C. Grab and Go in Iron River Update – Linder stated startup has gone well and is working on getting Grab & Go meals set up in the Port Wing area. D. 2021 ENP participation survey- Linder stated all participants will be surveyed on the ENP this year. Discussion and Possible Action-Review of December 7, 2020, April 12, 2021 Meeting Minutes Motion to approve the December 7, 2020 and April 12, 2021 minutes was table to the next meeting due to a lack of quorum. Nutrition Program updates A. Reopening of meal sites: C. Linder traveled to 9 Bayfield County communities to gather input on congregate meal sites and concerns for growing older in those respective communities. Sessions were held in Barnes, Cable, Drummond, Washburn, Bayfield, Cornucopia, Herbster, Port Wing and Iron River. One key take way was older adults wanted time to socialize and not be rushed through a meal in a restaurant setting. A soft opening occurred at the Barnes Congregate meal site on August 2; there was low attendance the first week. Linder plans to provide more outreach to help raise the number of participants. The next goal is to open congregate meals in Port Wing; the town hall was suggested, and members of the town board are supportive. Chartwells will provide the meals for the Port Wing location, but it will not be sustainable long term. Iron River and Washburn are sites where were congregate meal sites will also reopen. Linder states that they are looking for new vendors to provide meals for the sites. Chairman Kemmer proposed three restaurants for the Cornucopia area, Linder agreed they were great options but with it being tourist season and a shortage of workers, new contracts with already established vendors are difficult at present time Other (Informational Items) A. Budget Request: C. Linder state that there has been a 60% increase in Home Delivered Meals over the past year. State standards for delivery time indicate between 2-4 hours and Bayfield County is currently at 6+ hours. Participants can get their lunch anywhere from 9 am to 3 pm. Linder has requested funds to purchase additional vehicles to split up the routes to shorten the delivery time. There is too much land area to cover and keeping the integrity of the food is a top priority. Linder commented on volunteers. When working with volunteers there is a lot of responsibility to cover if a volunteer is unable to do their route, the Bayfield County office staff must fill in. Linder has also asked for funding to staff another position with the Aging and Disability unit to focus solely on the Aging Services and allowing the department to be more proactive vs reactive with serving the older population. The hope is for the board to pass the budget requests to help decrease the routes and fulfill the need for additional staff time for aging services.
