Item 4: The Request For Proposal (RFP) for the console furniture is ready for approval. The DMA sent
an email with clarifying questions regarding our FY24 application, the questions have been
addressed. The contract with DSC for radio equipment has been signed. We are scheduling a
meeting with Motorola to discuss the 9-1-1 call taking equipment contract, which we anticipate will
be signed by the end of the month. The logo used for documents related to the Ashland – Bayfield
Consolidated PSAP has been modified to include the new name as well as adding the State of
Wisconsin with an outline of Ashland and Bayfield Counties until a new logo is designed.
Item 5: 2023 finances for the project include a 70/30 split of two dispatchers. 2023/2024 budgeted
funds include the grant funds, $700k, 10% from each county ($70k) to meet the 20% match
requirement plus a 50/50 split of the Director’s salary (about $110), these equal $55k each.
Item 6: The job description and wage are included with this packet. This position is ready to be
advertised with an anticipated hiring date of January 1st, 2024.
Item 7: The application for the Field Services Advisory Committee has been created. It is suggested
to have a representative from each county for the following disciplines: EMS Agencies, Fire
Departments, Law Enforcement, and Emergency Management on the committee as well as a
member from the PSAP Board of Directors.

The meeting of the Ashland - Bayfield Consolidated PSAP Board of Directors was called to order
at 1:30 p.m. by Ron Sztyndor. A roll call was taken as follows: Ashland County Administrator –
Dan Grady; Bayfield County Administrator – Mark Abeles-Allison; Ashland County Board
Member – Ron Sztyndor; Ashland County Sheriff – Brian Zupke (virtual); Bayfield County Sheriff –
Tony Williams. Total: 5 present. A quorum was present to conduct business.
The following were also present for the meeting: Bayfield County Human Resources Director -
Kris Kavajecz; Bayfield County IT – Paul Houck; Bayfield County Chief Deputy – Andy Runice;
Bayfield County Lieutenant – Tristan Kern; Bayfield County Emergency Management Director –
Meagan Quaderer; Bayfield County Lead Dispatch - Gwen Christenson; Present Virtually:

1. Approval of the Minutes
Mark Abeles-Allison made a motion to approve the minutes from the July 11th, 2023, meeting.
Dan Grady seconded the motion. Motion carried.
2. Project Manager Status Report
Quaderer reports on July 21st, 2023, the State DMA gave final approval for the project and
advised all of the special conditions listed in the grant award have been met. We have been
approved to begin purchases. She advised we will have to do a grant budget modification,
which is standard, however because parts of the projects were now allowed to be funded, we
will have to address the new budget through a modification. The Project Manager costs are
being evaluated by the DMA to be sure they can be used as match funds for the grant.
Two resolutions will be presented to the Bayfield County Board for approval on 7/25/23. The
first supports the FY24 PSAP grant applications and the second approves a budget amendment
for grant-related purchases. (See attachments.)

3. Discussion and Possible Action regarding the FY24 PSAP Grant Application
Two FY24 grant applications have been completed. The supplemental grant application included funding
for a new CAD system, the cost for the first year of the NEOGOV training portal, and continued consulting
services from Mission Critical Partners. Quaderer advised that the PSAP grant should be available in FY25
provided it is funded by the legislature, however as this application is a supplemental request from FY23,
it should be applied for in FY24. Quaderer advised that the purchases must be made and the system in
the building within a year and a half of grant award. Andy Runice asked if the board should consider not
including CAD in the FY24 supplemental grant application and to pursue the DOJ grant which allows each
applicant to apply for $125,000 to go towards a new CAD system. Quaderer explained that the amount
allowable in the DOJ grant is not sufficient to cover the cost of purchasing a CAD, and the DOJ grant may
not allow agencies to combine their applications to purchase one system between them. The deadline is
in two days, which would not be enough time to create an application. Sheriff Williams advised he
prefers to put the CAD request in the FY24 supplemental grant application. The second FY24 grant
application is for integration with ESInet as a 9-1-1-line service provider. Mark Abeles-Allison made a
motion to include $150,000 hardware refresh in the FY24 supplemental grant application. Tony Williams
seconded. Motion carries.
4. Discussion and possible action approving the proposed PSAP Budget, Request for
Proposals, and Purchases
Kim Mattson advised Bayfield County Board approved and passed a resolution regarding the PSAP
budget. The resolution approved the project amount awarded in the FY23 grant in the amount of
$833,330. Mark Abeles-Allison advised the budget approved only includes grant project costs. It does
not include wages or purchases not included in the grant application. Quaderer requested the EMD
software, and the Console Furniture be considered to go through the RFP process. The rest of the
purchases would go through the sole-source purchasing process. Mark Abeles-Allison makes a motion to
approve the grant budget in the amount of $833,330. Dan Grady seconds. Motion carries. Dan Grady
makes a motion to approve putting the furniture and the EMD software out for RFP. Mark Abeles-Allison
seconds. Motion carries. Dan Grady makes a motion to move forward with the quotes with Motorola
CallWorks and DSC quotes for radios – but does not include the Ashland County backup radios at this
time. Tony Williams seconded the motion, motion carried.
5. Discussion and possible action regarding the PSAP Director Job Description and Hiring
Process
Dan Grady advises he feels comfortable with the job description presented. Kris Kavajecz
advised she gathered similar job descriptions from around the state. The qualifications from
the different descriptions varied greatly. Supervisory experience is a requirement of the
position due to the enormity of the position. The TIME system requirements were suggested
to be moved to be completed within a year of hire instead of six months due to scheduling

with the State of WI for training. Additionally, the physical requirements should include
eyesight to be able to see graphics. Mark Abeles-Allison states they would like to see the
consolidation happen within a year with an anticipated “go live” date of July 1st, 2024. Mark
advised the director position is expected to be advertised in the fall of 2023 with an
anticipated hire date of January 1, 2024. Quaderer asks to clarify that the director would not
be expected to run either of the current PSAPs as far as taking on managerial tasks. The
director will be dedicated to merging the policies, procedures, and systems as well as
creating schedules for the consolidated PSAP. The director will answer to PSAP Board of
Directors and not to be supervised by either sheriff. Kim Mattson asked if the Director
position wages would be covered under the PSAP grant, Quaderer advised it would not be
covered. Mark Abeles-Allison makes a motion to include the PSAP Director position to be in
the 2024 budget for both Ashland and Bayfield counties effective January 1st, 2024, and to
begin the hiring process in the fall of 2023. Dan Grady seconds, motion carries.
6. Discussion and possible action regarding Field Services Advisory Committee
Quaderer explained that the field services such as EMS, Law Enforcement, and Fire
Departments will want to have a place for input regarding the consolidated dispatch center.
Quaderer also stated Mission Critical Partners strongly encouraged the board consider creating
the FSAC to allow field services to provide input related to dispatch. Mark asked Quaderer when
this committee should be expected to be created. Quaderer answered that after the director is
hired the committee should be formed, hopefully within the first quarter of 2024. Quaderer will
work with Kris Kavajecz to create an application to be presented at the next meeting for
approval.
7. Discussion and Possible Action Regarding PSAP name and logo
Tony Williams suggested the name be recognizable and easy. Gwen Christenson suggested
Ashland Bayfield Communications instead of using the term “dispatch” so it encompasses
more than dispatch. Dan Grady suggested ABC Dispatch, Tony Williams advised that
sounded like a private sector company instead of an emergency communications center.
Quaderer advised that input received from dispatchers maintained that Ashland Bayfield
County Dispatch was the most common suggestion. Quaderer advised that the phone
greeting does not need to be restricted to the name of the PSAP and the director will be
able to decide what is best for phone greetings. Dan Grady makes a motion to adopt
Ashland Bayfield County Dispatch as the official PSAP name, Tony Williams seconded,
motion carried. Mark Abeles-Allison suggested a public contest for the logo for the new
PSAP. It was decided that the rules for the contest to be discussed at the next meeting.
8. Next meeting and agenda items
Next meeting will take place on September 20th, at 1:30pm in the Ashland County Board room.

Overview
In May of 2023, Ashland and Bayfield Countfes received grant funding from the State of Wisconsin
Department of Military Affairs through the Office of Emergency Communicatfons to consolidate both
county emergency 9-1-1 communicatfons into one PSAP.
Both Ashland and Bayfield Countfes operate 24/7 with two dispatchers on duty. The Bayfield County
facility was constructed in 2004 and the existfng consoles were installed as part of the facility.
Background
The host-agency for the consolidated PSAP will be Bayfield County. The existfng Bayfield County PSAP will
be outiitted to host five (5) consoles on the work floor and one (1) in the supervisor’s office.
This RFP aims to receive quotes to outiit the Bayfield County PSAP for five (5) full workstatfons and one
(1) supervisor’s office configuratfon. In additfon to the workstatfons, adequate personal and professional
storage spaces are needed for records management and employee personal items. These are in the
specificatfons below.
Currently, the Bayfield County PSAP hosts three (3) complete workstatfons on the floor and a
supervisor’s office with storage space for records management, employee personal items, and
equipment.

Scope of Services
The Respondent shall work with the Project Manager and the Ashland-Bayfield County Dispatch Board of
Directors to redesign the layout of the furniture consoles located at the Bayfield County PSAP to
include:
• A total of five (5) workstations with monitor racks and grounding bars
• One (1) supervisor’s office furniture configuration
• Sixteen (16) personal lockers
• Six (6) lateral file drawers
• Five (5) sliding CPU cabinets
• Six (6) under-station storage cases
The new design should:
• Allow for heightened awareness of 9-1-1 staff activities to reduce noise while still allowing
adequate communication between staff.
• The supervisor’s office will require secure storage space for confidential records and extra
equipment.
The Respondent Shall:
• Remove and replace existing consoles with new consoles and storage units.
• Coordinate installation of new consoles and storage units with the communications director and
project manager.
• Provide setup and installation services that are performed by trained professionals experienced
with the working environment of a PSAP.
• Provide for removal and disposal of all packing material.
• Once the assembly is complete, a post-installation walk through shall be required with the
installation foreman, communications director, and project manager to ascertain full
compliance to the floor plan, console design, and materials specified.
• Product training shall be provided to the communications director and project manager upon
completion of the installation.
• Assist with teardown of existing consoles - Technology will be previously relocated to a
neighboring room during transition.

Response Requirements
For ease of comparison and evaluatfon, please format responses in the following order:
1. Cover Letter
2. Bid Documents – Including RFP, test certifications, and published addenda.
3. Itemized quotations
4. Layout Drawings – Including overall view, typical station details, 3-demensional views,
shop drawings of product of installation details.
5. Line by line compliance response.
6. References – provide 3 references of similar size projects with agency contact
information including the client’s name, address, contact name and title, phone number,
email address, and installation date, preferably in Wisconsin.
7. Warranty – Describe the warranty support that is proposed with the product.
8. Testimonials
9. Project Manager/Team contact information.

Selection Process and Evaluation Criteria
Examples of evaluation criteria by which each firm’s submitted proposal will be evaluated
are as follows:
a. Fee Schedule, including reimbursements.
b. Technical content of the proposal, methodology, understanding of, and approach to
the project.
c. Previous background and experience of the firm relevant to this RFP
e. Consultants who will work on this project.
f. Experience of staff assigned to this project.
g. Estimated time required for completion of the project. Proposed installation date.
h. Location of offices
i. Three References, include contact names and phone numbers.
Information submitted by the vendor should be in the order as outlined in the RFP.
Requirements and must clearly address each item. Each item listed in the RFP Requirements
will be given a numeric weight and will be evaluated and scored independently by each
Evaluation Committee member.
Short List
The Evaluation Committee may short-list the firms whose proposals are considered to be
in the best interest of the PSAP. Those firms may be scheduled for an interview with the
committee and/or site visits to other 911 centers using the firms console furniture for
further evaluation.
Negotiations
The contract terms and conditions will be reviewed, discussed, negotiated, and finalized for
recommendation for approval by both County Administrators, and PSAP Board of Directors.
In the event a contract cannot be negotiated with the first firm selected, the Evaluation
Committee will select a second firm to repeat the negotiation process, and a third firm, if
necessary.

AWARD
A Notice of Award will be issued to the successful design/build team. Any final documentation
necessary to complete the contract requirements will be requested at that time (i.e.,
Performance Bond, original Certificates of Insurance) and the firm will be given ten (10) days
from date of the Notice of Award to acknowledge and comply with these requirements. Final
negotiation of the contract must occur within ten (10) days of issuance of a Notice of Award.
Failure to comply with the requirements of the Notice of Award may result in the termination
of the contract. The contents of the proposal by the successful firm will become a part of the
contractual obligation if a Notice of Award action ensues. Failure by the successful firm to
accept the obligations specified in a purchase order, contract or similar acquisition instrument
shall result in cancellation of the award and loss of any Bid Security. Such a firm may be
restricted from future solicitations for a minimum period of one (1) year.
Once all required documentation is received, a fully executed copy of the contract will be sent
to the successful firm.

3. POSITION TITLE: Emergency Communications Center Director
4. POSITION PURPOSE: Responsible for planning, directing and administering the
overall operation of the Ashland-Bayfield County Emergency Communications Center
(ECC). This consolidated center is governed by the Ashland-Bayfield County Emergency
Communications Center Board and serves all law enforcement, fire and EMS agencies in
Ashland and Bayfield counties. This is not a law enforcement position.
5. QUALIFICATIONS:
• Bachelor’s Degree in Criminal Justice, Public Administration or related field with at least
two (2) years recent full-time experience in a Telecommunication/911 center -OR-
Associates degree and at least five (5) years of recent, full time experience in a
Telecommunication / 911 center -OR- High School diploma and at least ten (10) years of
recent, full time experience in a Telecommunication or 911 center required.
• Minimum of two years of supervisory experience. Supervisory experience in a
communications center or public safety answering point preferred.
• A valid driver’s license required.
• Must be eligible for and achieve certification in Emergency Medical Dispatch (EMD) and
Transaction Information for the Management of Enforcement (TIME) system within one
year of employment. Current certification preferred.
• Successful completion of ICS-100, 200, 300 and 700 within one year of employment.
Current completion of applicable ICS series preferred.
• Ability to type a minimum of 40wpm.
6. KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of federal and state constitutions, state law, and county ordinances, and FCC
rules and regulations.
• Knowledge of policies and procedures governing the operation of the Communication
Center.
• Knowledge of law enforcement, fire and EMS techniques and procedures.
• Knowledge of general management principles.
• Knowledge of office record keeping and CAD systems, Microsoft operating systems and
applications.
• Knowledge of Ashland and Bayfield County radio and radio tower systems.
• Ability to read maps (computer and/or paper) and quickly identify locations.
• Knowledge of the 9-1-1- system and all equipment involved.
• Working knowledge of computers, door, camera controls, and other equipment used in
the Communication Center.
• Ability to understand and follow oral and written instructions.
• Ability to perform data entry proficiently.
• Ability to prepare accurate and complete reports.
• Ability to work under pressure, exercise good judgment, and make sound decisions in
emergency situations while effectively dealing with irate citizens.
• Ability to deal courteously and communicate effectively with public, officers, and staff.
• Ability to interview and gather facts from complainants and/or victims in an appropriate
manner.
• Ability to read and interpret statutes, ordinances, and regulations.
• Ability to use county office equipment and programs, including but not limited to: email,
telephone, computer, photocopier, printer, fax and Microsoft Office programs
• Ability to maintain regular, consistent and reliable attendance.
• Ability to learn and become familiar with the geographic layout of Ashland and Bayfield
Counties.
7. EXAMPLES OF DUTIES:
A. Information Systems/Technology/Infrastructure
1. Utilize a wide variety of specialized computer systems and equipment.
2. Access authorized State and National law enforcement computer systems. Coordinate
National Crime Information Center (NCIC) and Crime Information Bureau (CIB) training
and certifications.
3. Serve as subject matter expert on all communications systems, including radio, towers,
data, phone, VoIP, and other methods of communications.
4. Act as primary point of contact for service provision equipment/system problem
resolution.
5. Manage all follow up with any service providers to ensure any automatic number
identification / automatic location identification (ANI/ALI) issues are resolved.
6. Make needed changes to Graphic User Interface (GUI) for the Communication Center.
7. Regularly review the 9-1-1 system data for unusual calls, such as abandoned, misrouted,
wrong agencies in the Emergency Services Number (ESN) etc.
8. Work with County GIS personnel to ensure databases, mapping system, and related
infrastructure is properly maintained and updated.
9. Ensure that the equipment and communication systems in the primary ECC (Bayfield
County) and back-up ECC (Ashland County) locations are functional.
10. Responsible for the maintenance of all 911 telecommunication lines.
11. Coordinate with Ashland and Bayfield County Emergency Management Offices related
to radio, repeater, tower and related infrastructure to ensure the efficient operation of
the ECC.
12. Assist with RFPs, Contracts, MOUs and other agreements related to equipment and
technology utilized by the ECC.
B. Personnel Administration
1. Foster a positive organizational culture through behavior, demeanor and example.
2. Provide coaching, leadership, and mentorship to ECC staff.
3. Coordinate training, certification, recertification, and development of ECC staff including
new employees, short-term, and long-term training needs.
4. Develop and monitor the ECC shift schedule ensuring proper coverage.
5. Ensures personnel understand policies and procedures.
6. Participate in the hiring, promotion, evaluation, discipline, or discharge of ECC staff in
accordance with current county policy and procedures.
7. Manage quality control and ensure dispatcher proficiency.
8. Attend training programs as required to keep current on issues affecting ECC operations.
C. Interagency Awareness/Public Relations
1. Coordinate public education and public relation appearances.
2. Record and research all complaints from citizens and user agencies. Use independent
judgment in making recommendations to effectively resolve the complaints.
3. Serve as liaison with law enforcement, fire/EMS user agencies.
4. Work with user groups to review and recommend changes in policies and procedures.
5. Coordinate with other agencies to ensure necessary exchange of information for
maintaining 9-1-1 system.
6. Attend meetings as required to represent the Communications Center.
D. Administration
1. Develop and recommend operational policies and procedures for the ECC and forward
them to the Ashland-Bayfield County ECC Board for review and approval.
2. Manage the daily dispatch operations of the communication center according to
policies, procedures, and regulations.
3. Recommend, develop, implement and review standard operating procedures including
training protocols.
4. Prepares, submits and administers the annual budget for the ECC. Work collaboratively
with county administration and the Communications Center Board regarding the ECC
budget.
5. Prepares operational reports and records as requested.
6. Assist in writing grants for additional funding and improvements.
7. Compile statistics on ECC activity. Utilize this information and data to plan, organize,
and implement program changes in the ECC as required.
8. Maintains complete and accurate records of all 9-1-1 systems transactions, adjustments,
resolutions, etc. as necessary and appropriate.
9. Monitor and forecasts trends in dispatch and industry operations, developments, and
needs. Make recommendations for improvements or changes.
E. Dispatching
1. Receives calls of need or distress and dispatches necessary agencies, manpower, and/or
equipment needed to handle the complaint or report.
2. Receives emergency calls, determines the nature and location of emergency and
services provided.
3. Coordinates emergency responses and personnel to include fire department, first
responders, rescue vehicles, wrecker services, and ambulance.
4. Responds to inquiries and complaints from the public.
5. Provides motor vehicle checks as requested by officers.
6. Provides information to officers and other law enforcement agencies on records of
stolen autos and wanted fugitives.
7. Coordinates sirens and public alert systems as needed.
8. Monitors closed circuit cameras and alarms located in the Communication Center.
9. Dispatches other personnel as needed to assist with inmate problems or disturbances
and other duties as assigned by a supervisor. Monitor all system equipment and resolve
system alarms.
10. Records all services on CAD (Computer Aided Dispatch) and enters information in the
Records Management System.
11. Records radio communication transmission on the CAD.
12. Records other communication received or dispatched as appropriate.
13. Enters warrants, articles, and missing persons into the CIB (Crime Information Bureau)
computer system.
14. Monitors and answers incoming telephone lines.
15. Monitors and answers 911 telephone lines.
16. Monitors and operates CAD and the Records Management System.
17. Operates the TIME computer system on criminal and traffic information.
18. Serves as Time Agency Coordinator (TAC) Administrator.
19.Complete audits as required by CIB and the FBI
20. Coordinates the warrant management program.
