Item 5: The FY25 PSAP Grant announcement has been released and applications are due August 1st,
2024. This grant has received more funding than previous years and the FY25 application is set to
reimburse at 90% with a 10% local match.
The following are expenses to be approved for the FY25 grant application:

Item 8: FY25 PSAP Operations Budget
The FY25 PSAP operations budget is expected to total approximately $1.6 million with wages making up
$1.4 million in the budget.
Item 9: Lumen lack of response and Action regarding the Rice Lake Selective Router and its impact on
the transition to ESInet
For the transition from Brightspeed to AT&T ESInet to occur, SS7 Trunks (for 9-1-1 call routing) must be
created between the Rice Lake selective router and AT&T ESInet. Lumen owns the Rice Lake selective
router. Since February of 2024, AT&T has tried to reach out and work with Lumen to create the necessary
SS7 trunks but has not received adequate response.
The expected transition date originally was April 30th, but it has since been pushed back several times
and stalled by Lumen. At this time, AT&T is unable to set a cutover date because Lumen has not been
responsive and will not provide a circuit installation date. Brightspeed owns the 9-1-1 lines and Lumen
owns the selective router, these two agencies have expressed confusion between each other on how to
accomplish the circuit ordering between them.

Bayfield County has reached out to Lumen and received an email response from Sherri Ranger
advising them they are making incremental progress, and they will follow-up with Brightspeed
to get an updated status.

The meeting of the Ashland - Bayfield Consolidated PSAP Board of Directors was called to order
at 1:00 p.m. by Larry Fickbohm. A roll call was taken as follows: Ashland County Board Member –
Ron Sztyndor; Bayfield County Administrator – Mark Abeles-Allison; Bayfield County Board
Member – Larry Fickbohm; Bayfield County Sheriff – Tony Williams. Present Virtually: Ashland
County Administrator – Dan Grady; Total: 5 present. A quorum was present to conduct business.
The following were also present for the meeting: Bayfield County Emergency Management
Director and Project Manager – Meagan Quaderer; PSAP Director – Jaime Moore; Ashland Fire
Chief – Stuart Matthias; EMS Liaison – Laurie Gucinski; Ashland County IT – Taylor Foley; Bayfield

3. Approval of minutes from the previous meetfng
Motion by Abeles-Allison, seconded by Sztyndor to approve the Minutes of the Ashland -
Bayfield County Consolidated PSAP Board of Director’s Meeting held on May 14, 2024.
Motion carried, 5-0.
4. New Director Welcome
Jaime Moore was introduced as the new consolidated PSAP Director and given a formal
welcome.
5. Discussion regarding dispatcher wages
Mark Hill asked permission for dispatchers to give their input on this topic. Fickbohm
granted permission. Hill shared that the consolidatfon would bring new training
requirements and double the workload. He is concerned that the PSAP would be
understaffed. Quaderer shared that dispatch has increased in call volume and will
contfnue to increase with the growth of technology, without taking anything away. The

dispatchers would like the board to consider wages and benefits to make sure they are
being adequately compensated for the responsibilitfes that contfnue to grow. Other
discussions included the fact that dispatch is at the lower end of the responder pay
scales. Mental health showed be considered. Dispatching here is not just answering
phone calls but also includes dispatching the various responders, animal control, handling
calls on road closures, contacts with the towns, warrants, and orders and has increased
over the years. Matthias asked the board to remember that dispatchers should be
recognized as career professionals. Quaderer suggested that Jaime Moore works with
Rance Duffy to determine natfonwide what is comparable for wages and benefit
packages. She also recommends the board do a wage study for similar two-county PSAPs.
Mark Abeles-Allison asks that updates to the wage and benefit chart be given.
6. Discussion and Possible Actfon regarding the FY25 PSAP Grant Applicatfon
Quaderer reported that the PSAP Grant Notfce of Funding Opportunity was included in
the packet and the suggestfons of what to apply for are in the narratfve. She would work
with Jaime Moore to apply for this grant. There is a 90%/10% match with this grant. Right
now, the applicatfon total would be $67,306.02.
Larry Fickbohm left the meeting at 1:32pm. Ron Sztyndor continued as Chair.
Moore and Quaderer will discuss what qualifies with Goudos-Weisbecker and Galetka.
Motion by Williams, seconded by Grady to move forward with applying for the grant.
Motion carried, 4-0.
7. Grant Budget Update
The current software does not integrate with CAD so the EMD software will need to be
updated. The EMD Software quote was more than what is needed and has decreased.
Quaderer suggests going with an RFP for next year with the new CAD while expanding
Ashland County’s positfons to use for now. The rest of the budget is doing well. It would
be better to purchase the large tv’s now.
8. Workgroup Reports:
• IT Workgroup: Houck reported that dispatch has moved into the EOC. The electrical
has been removed and new lighting is in. The circuit has been put in at Ashland
County to begin tying in. The new window in the director’s office is cut out. Weekly
meetings with Callworks and ESInet. Lumen and Brightspeed are currently the
hangup. The reroute from Ashland to Bayfield will be determined by the phone

companies four to eight weeks out. The timeline is tentatively the last week of August
or first week of September.
• GIS Workgroup: Goudos-Weisbecker reported that the workgroup has been meeting
every two weeks. They have been working individually to get the data ready in
GeoCom for ESInet. The goal is to meet with Motorola in two weeks for hardware and
software quotes and timelines. Both counties are working in the GIS grants for FY25.
There will be an influx of work for the first two years with the new Motorola map.
• Operations Workgroup: Quaderer shared that the workgroup had two good meetings
with outside agencies. They worked well together and worked on policies. Hill and
Larson shared on the amount of work it has been consolidating, reviewing, and
updating materials and policies. The hope is to slowly start implementing new policies
in both counties.
• HR Workgroup: Kavajecz stated that the probable effective date for the actual
transition of staff for payroll will be January 1st for benefits. Ashland County
employees will continue being Ashland County employees while co-locating until the
new year.
9. Updated Timeline
The goal is to be consolidated between September and October, with no later than the end
of the year.
10. Innovatfon grant discussion
Grady is researching this grant opportunity to see if the consolidated PSAP would qualify. The
rules will probably not be in place untfl the end of the year.

Section 2: Project Narrative
A. Provide a summary of the proposed grant project(s) to be funded during the grant period.
B.Provide a proposed timeline for your project(s), including proposed start/end date, anticipated purchasing
process plan and implementation schedule. Timeline should not exceed June 1, 2026.
C. Describe any planned NG9-1-1 coordination between the applicant and the Land Information Office within the
applicant’s county. Coordination between PSAPs and GIS personnel will be essential to successful NG9-1-1 buildout.
The Ashland-Bayfield County Emergency Communications Center aims to establish a base training
standard for the newly consolidated PSAP. Training will cover critical topics such as Active
Threat/Shooter Training, Certified Training Officer (CTO) Training, Cybersecurity Training,
Communications Center Manager Training, Emergency Number Professional (ENP) Training, Basic
Life Support (BLS) Training, First Aid CPR AED Training, Emergency Mental Health Dispatch
Training, Crisis Intervention Team (CIT) Training, Leadership Training, and Supervisor Training.
Hardware and Software Budget:
- New EMD software to be compatible with new CAD system integration in 2025
- Server upgrade to accomodate new 9-1-1 mapping software
- Equipment upgrade for off-site Back-up Center in Ashland County
- Memory upgrade for 9-1-1 mapping server
- Furniture necessary for staffing the off-site Back-up Center
- Sound-proofing panels to reduce noise volume in the consolidated PSAP
Most items listed will be purchased within Q1 of 2025, including training, furniture and other
hardware. The EMD software contract is expected to be signed in Q1 of 2025, with an expected
implementation in Q3 of 2025, and full project completion expected by 01 November 2025.
Ashland and Bayfield Counties are working concurrently with county Land Records and GIS coordinators on the GIS
NG9-1-1 buildout. Currently, Land Records is field verifying addresses and updating the 9-1-1 Master Street and
Address Guides.
Both Land Records Departments applied for and were awarded NG9-1-1 GIS grants. The counties are in the process of
updating 9-1-1 databases, and will continue to work to combine and integrate over the next 4 months.

Section 3: Proposed Project Budget
A.Provide a narrative for the proposed budget. The detail provided in the narrative must be sufficient so that
reviewers can interpret what each identified cost is and how costs were estimated or calculated in the budget
details in Section 3B based on the vendor quotes provided. The narrative must also identify the source of the local
match required. The budget may include multiple projects. Grant funds cannot be used for existing contracts or
costs beyond the grant performance period.
B. Budget Details. Based on the narrative provided in Section 3A, enter the grant costs into the associated cost
categories below. The total in the last row should reflect the entire amount to be funded with both the state share
and any required local share/match. The state and local share are automatically calculated based on the required
percentage and total cost of the grant project(s). The budget may include multiple projects.

Section 4: Grant Project Sustainability Plan
A. Provide a narrative for the proposed sustainment and maintenance of any grant-funded activities after the grant
period has ended. Applicants must demonstrate that any projects that extend beyond the grant period will be
sustained.
B. Provide a narrative that demonstrates your regular operating budget will not decrease as a result of receiving this
grant award.
All projects that extend beyond the grant period will be sustained with tax levy funds. (**See

Both Ashland and Bayfield Counties allocate funds into the Ashland-Bayfield PSAP Consortium
today. This will continue in the future.
Ashland and Bayfield Counties are committed to continued, enhanced NG9-1-1 Dispatch services.
Both counties commit to supporting our regular operating budgets, and confirm that the budgets will
not decrease as a result of receiving grant funding.

may establish a 911 system. Most counties operate their own Public Safety Answering Point (PSAP) to
meet the needs of their citizens; and,
WHEREAS, the 2017-19 Wisconsin state budget required DMA to create an emergency services IP
network to be provided to all PSAPs. This digital network is essential in transitioning the state’s 911
system from the old and outdated analog system to a current and advanced NextGeneration 911 system;
and,
WHEREAS, 2019 Wisconsin Act 26 created a much needed PSAP grant program aimed to provide grant
dollars for advanced training of telecommunicators; equipment or software expenses; and incentives to
consolidate some or all of the functions of two or more PSAPs; and,
WHEREAS, 2019 Wisconsin Act 26 requires that only one PSAP per county receive the grant funds. The
Ashland-Bayfield County Board of Directors will determine the grant recipient except for Milwaukee
County where the Intergovernmental Cooperation Council will make the determination; and,
NOW THEREFORE BE IT RESOLVED, That the Ashland-Bayfield County PSAP Board of Directors
assembled this day, July 26th, 2024,does hereby designate the Ashland-Bayfield County Public Safety
Answering Point for the purposes of 2019 Act 26 grant dollars or federal grant opportunities.

WHEREAS, On May 1st, 2024, the Department of Military Affairs released the FY25 NG911 PSAP
Grant Announcement and PSAPs are allowed to apply for funding for FY2025 projects; and,
WHEREAS, The Ashland-Bayfield Emergency Communications Center requires additional funding for
training, equipment, and consulting; and,
NOW THEREFORE BE IT RESOLVED, That the Ashland-Bayfield County PSAP Board of Directors
assembled this day, July 26th, 2024, is in support of the FY2025 PSAP Grant Funding Application and
recognizes the grant requires a 10% match of local funds.
