BAYFIELD COUNTY
Agriculture and Extension Education Committee
Meeting Wednesday, May 8, 2019– 4:00 PM
Minutes
Committee members Fred Strand and Jeff Silbert were present at 4:00 pm. Since there was not a
quorum present at 4:00 pm to take action on any agenda items. The following reports were given.
• Public Comment – There were no public comments
• 2019 UW-Extension Budget Update Report – The update was included in the meeting packet.
• 2018 Annual Report Update – Expecting to turn this in to the County Board in June
• Staff Reports
o Ian Meeker:
▪ Updates on Potential Adventures, which will now be called Superior Adventures.
Brianna Oliphant will be starting in Mid-May.
▪ The Bike Club is working on plans for trips and membership
o Liz Lexau:
▪ Jail Literacy Link
• Working with the Washburn Library.
• Went to National Incarcerated Parents Conference- presented the Literacy
Link Program.
▪ Taught a CESA 12 workshop on ACES- next step,
▪ Taught a two-day home ownership workshop in Red Cliff at Housing Authority with
Cindy Butterfield.
▪ One-on-one financial coaching
o Jason Fischbach:
▪ Finalized position description. Agricultural livestock forage emphasis.
▪ Dairy meeting last month- Focused on recruitment and incentive for dairy-processing
based business with forage crops as an alternative.
▪ Nutrient management plans- 45 plans in the county.
▪ Hay Forage Council discussion with farmers working on Nutrient management plans
o Kellie Pederson:
▪ Transportation Summit was successful and is working on follow up.
▪ Senior Housing conversation continues.
• Next Friday will be the third meeting with elected official.
▪ Edible Ventures – 4 out of 6 classes have been completed
▪ Clean Sweep – Only one per county will be held this year. This change is due to
funding constraints.
o Donna Ganson:
▪ Dairy breakfast and farm & garden show went well.

▪ Cultural arts festival will be held in Drummond soon.
▪ 4-H Camp – will be held at the end of June through the first part of July. It will be a
Hawaiian theme this year.
▪ 4-H Newsletter deadline is approaching.
▪ Clothing & Foods Revue to be held on May 18th.
o Stephanie Bakker:
▪ UW-Extension onboarding, training and networking.
▪ Working on the FoodWise grant. The budget year runs from October to October.
• Getting agreements from partners
▪ Taking the Cornell University Policy System & Environment class
• Changing the environment to bring change
▪ Bayfield wrestling and Birth to 3 play group education are finishing up
▪ New FoodWIse educator position is still waiting for Madison approval.
▪ Jill Sanders, Regional FoodWise Director, can handle any questions, while Stephanie
is on leave.
o Mary Pardee:
▪ Planned and attended the Area 1 & 2 Meeting on March 21st at NGLVC.
▪ July 1st is the official UW-Cooperative Extension transition date to the University of
Madison
• County support staff is losing access to many software programs provided by
Extension at no cost. These software programs include: Qualtrics, Adobe
products, MS Suite and others.
• Wisconsin Association County Extension Committee (WACEC) is dissolving
due to the transition. WACEC has asked the Wisconsin Counties Association
to assume the administrative responsibilities associated with WACEC,
and to create a new organization, Wisconsin Extension Association (WEXA).
Information will be sent to the Committee members regarding this matter.

Fred Strand, Chair, called the meeting to order at 4:40 p.m.
Committee members present: Fred Strand, and Jeff Silbert. Jim Crandall arrived at 4:38 pm.
Committee members absent: Larry Fickbohm, and Tom Snilsberg
Others present: Stephanie Bakker, Donna Ganson, Jason Fischbach, Theresa LaChappelle,
Liz Lexau, Kellie Pederson and Mary Pardee.

2. Approval of Minutes of March 13, 2019 Meeting (action item)
Motion (Silbert, Crandall) to approve the minutes of March 13, 2019. Motion approved.
3. Out-of-State Overnight Travel Requests (action item)
There were no out-of-state overnight travel requests.
4. 2019 UW-Extension Budget Amendments (action item)
a. Hazelnut Pork Finishing Grant revenue and expenses. New Grant in Assoc with UW-
Platteville. The extra small nuts will be used as a finishing product with pork. UW-
Platteville will run the actual feeding trials.
Motion (Crandall, Silbert) to approve the 2019 UW-Extension Budget Amendment for
the Hazelnut Pork Finishing Grant, and to present it to the County Board for approval.
Motion approved.
b. Potential Adventures Through 4-H Grant revenue and expenses. Discussion. Meeker
Motion (Silbert, Crandall) to approve the 2019 UW-Extension Budget Amendment for the
Potential Adventures Through 4-H Grant, (Superior Adventures) and to present it to the
County Board for approval. Motion approved.
5. Staffing Updates (action item, if needed)
a. Clerk 1/Bookkeeper -Doreen Kuberra has started in this position
b. Summer Potential Adventure Leader – Brianna Oliphant has been hired.
c. Summer UW-Student Intern- Bayfield County was one of the 14 sites chosen by UW-
Madison to participate in this pilot program. The administrator has agreed to help fund
this position up to $2,000. Applications are open until May 10th. The Student-Intern
will work with Fischbach & Pederson on local food systems.
6. Future Meeting Date and Time
a. The next committee meeting will be held on the second Wednesday of July, July 10,
2019 at 4 pm in Conference Room A.
