BAYFIELD COUNTY
Agriculture and Extension Education Committee Meeting
Wednesday, September 18, 2019– 4:00 PM
Human Services Conference Room A ~ Bayfield County Courthouse, Washburn,
Minutes
1. Call to Order
Fred Strand, Chair, called the meeting to order at 4:01 p.m.
Committee members present: Jim Crandall, Fred Strand and Larry Fickbohm
Committee members excused: Jeff Silbert, Tom Snilsberg
Others present: Stephanie Bakker, Donna Ganson, Theresa LaChappelle, Liz Lexau, Mary Pardee,
and Kellie Pederson.
2. Approval of Minutes of July 10, 2019 Meeting (action item)
Motion (Crandall, Fickbohm) to approve the minutes of July 10, 2019. Motion approved.
3. Public Comment
There were no public comments.
4. Out-of-State Overnight Travel Requests (action item)
There were no Out-of-State Overnight Travel Requests
5. Staffing Updates
a. Summer Ag Assistant position update
This position has been posted a few times, without results. This is a different position
from the four-year backfill position that will be needed beginning in January. This is due
to the grant that will put Fischbach at 80% Hazelnut Specialist and 20% Agriculture Agent
for four years. A meeting with the Agriculture Institute Director has been set to take
place in a few weeks to discuss the backfill position, with a starting date of January 2020.
b. Part-Time Clerk update
A 50% part-time Clerk 1 position will be shared between the Extension Office & the
Administrator’s office.
c. CWD Intern
After discussions between the Bayfield County Administrator Abeles-Allison and UW-
Madison Extension Dean Martin, the decision to hire a UW-Madison student as a CWD
Intern was made. The intern was hired through UW-Madison Extension for 280 hours, at
no cost to Bayfield County. The intern (who will be based in Madison) will be working with
developing outreach materials and will also work with Matt Bolen, Bayfield County CWD
Intern, as needed.

d. FoodWIse Educator
The Ashland/Bayfield County FoodWIse Educator job position is open until September
28, 2019.
e. Literacy Link Program Assistant
A grant through the Literacy Link program has been awarded to hire a part-time Literacy
Link Program Assistant for Ashland and Bayfield Counties to share. UW-Madison,
Division of Extension will be handling the payroll.
6. 2019 UW-Extension Budget Update Report
A copy of the 2019 Extension Budget Report was included in the meeting materials packet.
7. 2020 Extension Budget (action item)
Discussion.
8. 2019 UW-Extension Budget Amendment
a. Superior Adventures revenue & expenses (action item)
Discussion on grant letter. Committee members would like Meeker to clarify with the
Regional Wellness Fund, Inc. of Memorial Medical Center regarding what the grant
monies will be spent on. Pardee will discuss this with Meeker.
Motion (Crandall, Fickbohm) to approve the budget amendment. Motion approved.
9. 4-H Awards Banquet October 19th at IR Community Center
The 4-H Awards Banquet will be held in Iron River this year at the Iron River Community Center.
The doors will open at 5 pm.
10. Hazelnut Grant Update
Just a few notes on the new grant. Madison will be the fiscal agency for this new grant, so Bayfield
County will not have that responsibility.
11. Staff Reports
Lexau
• Held Financial well-being at Mishomis House in Red Cliff. Some of the group financial
programs that Lexau teaches are for people who are referred by Heating Assistance, etc.
The online version of Money Matters was created to assist with financial one-on-one
education.
• Literacy Link program with incarcerated parents,
• Co-parenting classes starting next week in the Jail. Men and women are taught separately.
• 7 Smart Strategies for 50+ Job seekers, will be taught at the Washburn Public Library as
part of Extension Week.
• Literacy Link Assistant – There is grant funding to hire someone to work with Ashland &
Bayfield Counties Literacy Link programs.

• Lexau was on the hiring committee for her institute.
• Provided individual Parenting education classes.
• Taught Real Colors training for Health Department.
• Hosted Resilience movie at the Red Cliff Community Center
Bakker
• Hiring of the part-time FoodWIse educator-The Educator will be providing nutrition
education in Ashland County & Bayfield County (Drummond, South Shore, Bayfield, Early
Childhood Centers). The job posting is open until next Thursday.
• Northern Regional FoodWIse Conference – State wide Award for Community Involvement
was awarded to Deb Leonard, of Iron County.
• Red Cliff ECC Summer Gathering – Met with the Farm to School person for Bayfield School
• Great Apple Crunch will be held at Bayfield School during Extension Week.
• Working on financials. The FoodWIse program’s fiscal year runs Oct 1 to Oct 1.
Pederson
• Housing Committee – A letter to elected officials was presented at the Bayfield County
Executive Committee meeting, the City of Washburn meeting, City of Bayfield meeting and
at a Public Information meeting on Monday night. At the October 28th meeting, it should be
known know who will be participating in the grant, that the City of Bayfield has taken the on
lead and applied for.
• SAIL – Village Movement program will be held in Bayfield, Washburn and Cable for
Extension Week. CORE has partnered with Extension in bringing this speaker to the area.
• The Summer Intern, Mary Beth, gave her presentation at the County Board meeting.
Pederson noted that having a summer intern involved more mentoring that what she had
anticipated.
• Vinder – Fairly new idea, not as much participation as expected. The producers are not as
enthusiastic as was originally thought that they would be.
Ganson
• Pictures from this year’s Bayfield County Fair were included in the packets.
• Involved in the Older Member Award Interviews. Sixteen youth applied for various trips
and awards. Four new 4-H Ambassadors were chosen.
• It is re-enrollment time. 4-H online is open for reenrollment. Volunteer screening and
detailed safety training is required to provide maximum safety for the youth enrolled in the
program. Club leaders need to turn in their charters every year, as well as their plans, goals,
financials and non-discrimination statements.
LaChappelle
• Working a on a variety of newsletters, as well as everyday items.

Pardee
• Pardee reported that Douglas County will not be replacing their Community Development
Educator position. Superior Days coordination will be contracted out.
• Ashland County has hired Clark Schroeder as their Administrator.
Fickbohm
• Fickbohm noted that at the State 4-H Horse Completion, Bayfield County was the high
point placer.

The next meeting will be held on November 13, 2019 at 4 pm in Conf Room A
