Call to Order Meeting was called to order by the Chair, Jeff Silbert at 4:02 pm Committee Members present- In-person: Jeff Silbert, Fred Strand, Madelaine Rekemeyer, and Steve Sandstrom. Committee members not present: Larry Fickbohm Others present In-person: Mary Pardee, Theresa LaChappelle, Liz Lexau, Tracy Henegar, Stephanie Bakker, and Kaylie Lukas. Others present via Teams: Jason Fischbach. 2. Approval of Minutes of May 11, 2022 Meeting (action item) (Sandstrom, Rekemeyer) Motion to approve the minutes of May 11, 2022. Motion Carried. 3. Public Comment No public comments were given. Silbert moved Agenda Number 10 to Agenda Number 4. 4. Resolution to recognize Liz Lexau (action item) Silbert read the resolution that recognizes and honors Liz Lexau for her years of service and dedication to the people of Bayfield County. (Strand, Sandstrom) Motion to approve and send the resolution recognizing Liz Lexau’s contributions to Bayfield County forward to the County Board. Motion Carried. 5. 2022 UW-Extension Budget Update Report Update of the 2022 budget was given. 6. 2022 Budget Resolution – WI DATCP Establish Table Grape Performance Grant (action item) Discussion on the Establishment of Seedless Table Grape Performance Trials grant. (Sandstrom, Strand) Motion to approve the 2022 budget resolution for the Table Grape Performance Grant and move it on to the County Board. Motion Carried. 7. Area Extension Director Update a. State and Area Updates – Pardee has been working on the 2023 budgets for the four counties that she is responsible for. b. Staffing Updates – Human Development & Relationships (HDR) Educator Position - Liz Lexau has been working full-time as the Interim State Director for Justice Involved Families. This interim position is coming to an end in September. Lexau has decided that instead of pursuing this position into the future or returning as a Bayfield County HDR educator; that she will be retiring on September Minutes UW-Extension Committee Meeting 8-10-22 Page 2 of 4 8th. During Lexau’s time as Interim State Director for JIF, Mary Johnson and Tracy Henegar have been filling the roles in the Bayfield County Human Development & Relationships position. Mary Johnson has been providing financial programming duties as the 50% Interim Financial Educator for Bayfield County. Johnson’s contract will end September 30th. Tracy Henegar has been providing programming duties for Bayfield County as the 50% Interim Human Development & Relationships (HDR) Educator. Henegar is also currently employed as the 50% HDR Educator of Douglas County. Henegar has been asked to and has agreed to stay on as a 50% Bayfield County HDR Educator. Heidi Ungrodt, currently employed as the 50% Ashland County HDR Educator, has also been asked to and has agreed to accept the other 50% HDR position. The teaming of these too educators will allow many programs to be offered across Bayfield, Ashland & Douglas Counties. Superior Adventures - Cole Schinstock will continue to work through the end of August and into September. FRTEP - 4-H & Youth Development Coordinator –Joy Schelble has been working with the Bad River Tribe. She has expanded some of her work to include Red Cliff. She is overseeing the interns from the LCO tribe with the gardens at Bad River & now into Red Cliff. Shelbe has also brought the lacrosse program to the Red Cliff Boys & Girls Club. They are all excited to see the games start up again between Bad River and Red Cliff. c. Budget Considerations – The Bayfield County Administrator has approached Mary Pardee regarding the hiring of a Housing Educator for Bayfield County. Pardee has met with the Extension Community Development Institute (CDI) Director and the Administrator to explore this possibility. The Extension CDI Director will look for funding for this position as a 2-yr pilot program. If this funding is procured by Extension; the County would still be required to pay a fee-based charge of $44,900 for this position, plus the other office support fees, such as mileage, operating supplies, and educational supplies. 8. 2023 Budget Review (action item) To accommodate the potential charges for the new Housing Educator into the 2023 budget; the Contractual Services line item has been increased by $44,900 and the Community Development line items have been doubled. (Strand, Rekemeyer) Motion to approve the 2023 budget proposal and to move it on to the County Board. Motion Carried. 9. Superior Adventures Update There has been a good turnout for this year’s programming. See the enclosed report in the packet. The Superior Adventures program has been assisting the local schools by providing programming for their summer school programs. Ian Meeker is looking at ways to expand the programming for more than just the summer. He is collaborating on a grant for additional funding with a local youth tobacco free coalition. Jason Fischbach, Emerging Crops Specialist – Fischbach tried to join the meeting through Teams, but the microphone was not working. b. Stephanie Bakker, FoodWIse Coordinator– FoodWIse educators have just finished up a Strong Bodies class which was held online. They will be starting a new class in September. Once again, they will be co-hosting the classes with various other FoodWIse educators from other counties around the State. The Ashland/Bayfield/Iron Counties Educators have continued to provide educational input with the Red Cliff tribal members at the Food Distribution Center, Language Camp, next week with Wolf Camp, and with gardening education at the Boys & Girls Club. FoodWise Educators will soon be providing support to the Red Cliff Health Clinic as the Clinic engages in a program for getting 11-year-olds involved in more physical activity. The entire staff of the Ashland/Bayfield/Iron Counties FoodWIse program recently was able to attend the Native American Food Sovereignty Conference. Bakker has been working on the implementation of the Share Table in the Bayfield School cafeteria this Fall. Bakker noted that she is working hard on getting programming and materials ready for when she is away for maternity leave starting in October. c. Tracy Henegar, Human Development & Relationships Educator We Cope is a new program and this was the first time Tracy was able to offer it. Henegar mentioned that one of her goals was to be able to reach small rural communities and get community members involved. Typically, if a class was held in person and only a small number of people registered, the class would be cancelled. Now with Zoom based classes, if only a few from Bayfield County register, and a few from other counties are also registered the class can take place. For example, Last spring the Triple P class for 0–12-year-olds, only two Bayfield County residents signed up, and for the Triple P class for teens, only three people registered from Bayfield County, but because it was a five-county offering, additional persons registered which allowed for the classes to be held. This is true for other programs as well. The Trauma Informed Caregivers program, five Bayfield County residents registered but only three attended. If that had been an in-person class, the class would have been cancelled. Since it was an online program, it was opened up statewide, and a total of 30 people participated. AMP was to be a blended model, but only two registered for the in-person option. The in- person option was cancelled, and the two people attended the online classes. Seventeen of the nineteen participants were from out of the area. She only had to facilitate one of the 12 sessions. Henegar had also been contacted by the Washburn School District and held an in-person Mental Health First-Aid training on August 3, 2022. A total of 16 Bayfield County participants took the class, 12 were Washburn School staff members, and the other 4 were from other area schools and/or the community. Minutes UW-Extension Committee Meeting 8-10-22 Page 4 of 4 January 2021 to June 2022, there were 39 online statewide trainings offered. There were 63 participants from Ashland & Bayfield Counties. The statewide trainings (and numbers) do not reflect the numbers for locally offered programs in Ashland, Bayfield, and Douglas Counties. d. Liz Lexau, Interim Justice Involved Families Statewide Director Lexau included a brief summary about the Literacy Link program in Bayfield & Ashland Counties. Bayfield and Ashland were two of the piloting counties for this statewide program. Henegar & Ungrodt have been working together to provide a variety of Literacy Link programming at the jails. Lexau noted that she really appreciates the fact that Bayfield County has been willing to work with and take chances on innovative programming with the justice involved individuals and families, and that with the new sheriff coming on board, that these programs will continue to flourish. e. Kaylie Lukas, 4-H Communications & Operations 4-H Summer Camp – Meeker included participation numbers for camp. The counselors did a great job. There were not any counselors from Ashland County this year. The Ashland County 4-H Educator retired before camp, and camp was not marketed as heavily in Ashland County as it had been in the past. Bayfield County Fair – Lukas has been prepping for the Fair. She has been collaborating with the Fair Office to get a memorial for Verne Gilles set up at the Fair. Lukas is also working on setting up Project Days for the first week in October. Project Days are set up to be a series of different workshops that all Bayfield County youth can register for and hopefully become involved in the 4-H program. Older Member Awards – Lukas is working on getting this program set up for this year. f. Committee Members – Madelaine Rekemeyer suggested that a resolution honoring Verne should be presented at the next County Board Meeting. 11. Next Meeting Date The next meeting is scheduled for October 12th at 4 pm in the County Board Room. 12. Adjourn The meeting adjourned at 4:52pm.
