1. Call to Order and Introductions-Chairperson Dougherty called the meeting to order at 8:03 and
introductions were made. Linder requested moving agenda item #6 up to be #3.
2. Discussion and Possible Action-Review and approval of the June 20, 2022 minutes.
Oswald motions, Campbell seconds, motion carried.
3. Discussion and Possible Action -Consideration to recommend Forward Horizon’s
5310 DOT grant request. Per Trans 2, this committee is required to review and
recommend approval for all 5310 applications that service Bayfield County. Wilson and
Hewitt, from Forward Horizons, presented information regarding the application for a
new vehicle. Discussion occurred. Oswald motions, Becker seconds, motion carried to
recommend approval of the 5310 application.
4. Discussion and Possible Action -Consideration to recommend discontinuing the
Iron River Transit route. Linder provided ridership information and background. No
usage since the route was reinstated and now with D2D, there are options. Funds from
this project can be applied to cover some of the D2D expenses in coming years. Oswald
motions, Becker seconds, motion carried to discontinue the Iron River Transit route
effective immediately.
5. Discussion and Possible Action -Consideration to recommend changing the definition of
senior to be age 55 or older. Linder provided overview of the recommendation. Per the 85.21
application guidelines: “For administrative purposes, a senior is defined as any individual age 65 or
older. However, for the purpose of operating its specialized transportation program, a county may set
the senior age threshold as low as 55.” Bayfield County has historically defined a senior as 60 years
of age. Lowering it to 55 may reduce transportation barriers for individuals to meet their personal
needs. Red Cliff and Bad River Tribal Nations recognize tribal elders at age 55; this would be
consistent with tribal age definitions. Older American’s Act programming requires age 60 for those
programs, so some program areas will remain 60 year of age or older. Anecdotally, if transportation
can be provided at an earlier age, it may help mitigate the need for more costly services. Discussion

occurred. Request for additional information from transportation partners and surrounding 85.21
agencies. Motion tabled.
6. Discussion and Possible Action -Consideration to recommend approval of the 2023
draft S85.21 Specialized Transportation Assistance Program application. Linder
presented the summary budget, discussed projects to be funded in 2023, and provided
the required actions and timelines. Shuga motions, Becker seconds, motion carried to
recommend approval of the 2023 S85.21 application and carry on with public hearing.

Next meeting and 2023 public hearing will be held at 3:00 on November 29.

The general type of service is a public bus service using paid trained CDL drivers and is sponsored by
the Bayfield County Department of Human Services in collaboration with Namekagon Transit. The
vehicle utilized is a lift-equipped transit bus and provides a flexible route from which the vehicle can
deviate to provide door-stop service if necessary. Passengers have the ability to transfer to a circulator
route in Hayward and travel from store to store as well as the Court House and medical facilities.

sponsored by the Red Cliff Tribal Council. The route will be a flexible route past each client's residence
and reservations are set through the Elderly Center office, located in Red Cliff. Hours of operation for

Brief description
of Study
Transportation services are provided to consumers unable to access other forms of transportation due to
their disability, under a court order (commitment or settlement agreement) to attend outpatient or
inpatient mental health or AODA treatment, psychiatric or therapy appointments or court ordered
placement at a CBRF for mental health, AODA, or Adult Protective Services related issues. Local bus
vouchers are also provided if they are used exclusively for transportation to or from provider
appointments.
Bayfield County Department of Human Services both coordinates and pays for the service. The actual
transportation service is provided by volunteer drivers or local transportation providers. Vehicles are
determined by the availability, provider and by the individual client. Vehicles utilized may include
specialized motor vehicles, ambulances (non-emergent transport) and other specialized vehicles for non-
MA- billable health-related trips.

Ride scheduling is handled either by Bayfield County DHS staff or by the Mobility Management Project,
with authorization through the department for reimbursement of the provider. Advanced notice may not
always be possible due to the last minute nature of crisis or court related necessity.

This a bus service equipped with a lift, using a paid driver with Bay Area Rural Transit acting as the
service provider. A 14 passenger 5 wheel chair capable bus serves the City of Washburn and
surrounding area following a flexible route past each client's home. Individuals secure a ride by calling
the BART office in Ashland; the service has a same day reservation system and serves the general
public. It also acts as a feeder line to provide access to BART’s public transit system, which can
transport individuals to points outside of Washburn, including Ashland, Bayfield, Red Cliff and Bad
River.

TRANSPORTATION ELEMENT
Transportation Vision Statement (P. 17)
Bayfield County will strongly encourage the development of bicycle and pedestrian
trails throughout the County as a means of enhancing healthy communities, providing
transportation alternatives and addressing recreational needs. Bayfield County and
WisDOT will provide a safe and efficient local, regional, and state-wide transportation
system. The roadway network will support complement the land use vision, all other
elements of the Comprehensive Plan, and strive to incorporate new technologies to
support the transition to electric vehicles, and provide an appropriate level of service to
sustain community residents and businesses. Bayfield County will strongly encourage
the development of bicycle and pedestrian trails throughout the County as a means of
enhancing healthy communities, providing transportation alternatives and addressing
recreational needs.
TRANSPORTATION CHAPTER GOALS AND OBJECTIVES (P. 159-160)
Transportation Goals and Objectives
Transportation goals and objectives should reflect the County’s transportation vision of
a safe and efficient transportation system. Listed below are the goals and objectives
that shall be applied and assessed when considering potential transportation
improvements throughout Bayfield County.
Goal: The transportation system in Bayfield County shall facilitate the safe and efficient
movement of its citizens within the County while preserving the identity of the
community.
• Objective: Coordinate with other jurisdictions in enhancing transportation
services.
Goal: Transportation improvements shall balance environmental factors with
transportation needs and the desired land uses as identified in the future land use
section of the Comprehensive Plan.
• Objective: Alternate routes should be considered throughout the County to
make better connections when necessary.
• Objective: Plan, design, and construct transportation improvements that respect
the natural environment and reflect the aesthetic character and values of the
citizens of Bayfield County.
Goal: The future transportation system should be flexible, and multi-modal, incorporate
technologies to support the transition to electric vehicles, and provide for the needs of
citizens and businesses in Bayfield County.
