1. Call to Order and Introductions-Chairperson Dougherty called the meeting to order at 8:03 and
introductions were made. Linder requested moving agenda item #6 up to be #3.
2. Discussion and Possible Action-Review and approval of the June 20, 2022 minutes.
Oswald motions, Campbell seconds, motion carried.
3. Discussion and Possible Action -Consideration to recommend Forward Horizon’s
5310 DOT grant request. Per Trans 2, this committee is required to review and
recommend approval for all 5310 applications that service Bayfield County. Wilson and
Hewitt, from Forward Horizons, presented information regarding the application for a
new vehicle. Discussion occurred. Oswald motions, Becker seconds, motion carried to
recommend approval of the 5310 application.
4. Discussion and Possible Action -Consideration to recommend discontinuing the
Iron River Transit route. Linder provided ridership information and background. No
usage since the route was reinstated and now with D2D, there are options. Funds from
this project can be applied to cover some of the D2D expenses in coming years. Oswald
motions, Becker seconds, motion carried to discontinue the Iron River Transit route
effective immediately.
5. Discussion and Possible Action -Consideration to recommend changing the definition of
senior to be age 55 or older. Linder provided overview of the recommendation. Per the 85.21
application guidelines: “For administrative purposes, a senior is defined as any individual age 65 or
older. However, for the purpose of operating its specialized transportation program, a county may set
the senior age threshold as low as 55.” Bayfield County has historically defined a senior as 60 years
of age. Lowering it to 55 may reduce transportation barriers for individuals to meet their personal
needs. Red Cliff and Bad River Tribal Nations recognize tribal elders at age 55; this would be
consistent with tribal age definitions. Older American’s Act programming requires age 60 for those
programs, so some program areas will remain 60 year of age or older. Anecdotally, if transportation
can be provided at an earlier age, it may help mitigate the need for more costly services. Discussion

occurred. Request for additional information from transportation partners and surrounding 85.21
agencies. Motion tabled.
6. Discussion and Possible Action -Consideration to recommend approval of the 2023
draft S85.21 Specialized Transportation Assistance Program application. Linder
presented the summary budget, discussed projects to be funded in 2023, and provided
the required actions and timelines. Shuga motions, Becker seconds, motion carried to
recommend approval of the 2023 S85.21 application and carry on with public hearing.
7. Review Draft Transportation Directory-Tabled
Future Meeting Date
Next meeting and 2023 public hearing will be held at 3:00 on November 29.
