BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
MARCH 18, 2021 AT 4:00 P.M.

The Bayfield County Planning and Zoning Committee of the County Board of Supervisors
will hold a public hearing on Thursday, March 18, 2021 at 4:00 P.M. in the Board Room
of the Bayfield County Courthouse in Washburn Wisconsin relative to the following:
A petition by Robert Schierman, Director of Planning and Zoning, on behalf of the
Bayfield County Planning and Zoning Committee, requesting amendments to the
Bayfield County Zoning Code of Ordinances, including the following:
Amend Section 13-1-4 of the Code of Ordinances to create definitions for the following:
bottling plant; curio, souvenir, and specialty store; equestrian campground; farm store;
shipping container/intermodal container; shipping container/intermodal container storage
facility; water reservoir system and regulating facilities (potable) and to amend the
definitions of home-based business and lot;
Amend Section 13-1-25 of the Code of Ordinances pertaining to require a boundary
survey of exterior boundaries for all nonmetallic mine permits and remove a note
regarding nonmetallic mine sites located within one mile of Lake Superior or any lake,
river, creek or stream;
Amend Section 13-1-29A of the Code of Ordinances to renumber paragraphs;
Amend Section 13-1-49 of the Code of Ordinance to add that non-shoreland
nonconforming structures may be rebuilt upon certain conditions;
Amend Section 13-1-42 of the Code of Ordinances to provide that all non-metallic mining
shall require an environmental impact analysis;
Amend Section 13-1-61 of the Code of Ordinances to provide that all property within any
Sanitary District Service area in Bayfield County shall be included in the Unincorporated
Village Overlay District;
Amend 13-1-62 of the Code of Ordinances to modify whether the following uses are
permitted, conditional or special uses and the districts in which they may be uses: Bottling
Plants, Café, Restaurant, Supper Club, Curio & Souvenir and Specialty store and to add
the following uses and specify what districts they may be uses in as well as whether they

are permitted, conditional or special uses therein: farm store, shipping
container/intermodal container, and shipping container/intermodal container storage
facility and to combine into one use campground, equestrian, camping resort (private)
(public) or (commercial);
Delete 13-1-62A of the Code of Ordinance which pertained to a moratorium on importing
cervids to Bayfield County;
Amend Section 13-1-103(c) of the Code of Ordinances to make the minimum daily fine
for violation of Chapter 1 $25.00 per day as well as specify that violators may be made to
restore a property to its previous condition;
Amend Section 13-2-11 of the Code of Ordinances to include within the boundaries of a
floodplain district anything identified as a floodplain in the Upper Eau Claire Lakes Dam
Failure Analysis, approved by the DNR (March 11, 2020), done by WESLIE Engineering
Group;
Amend Section 14-1-22(b) of the Code of Ordinances to clarify that, while the sale or
exchange of parcels between owners of adjoining property is excluded from the provisions
of the chapter, that is not true if one or more of the lots are lots or outlots that were
established by certified survey map (CSM) or plat and that, if the sale or exchange is of
parcels between owners of adjoining property established by CSM or plat, they must be
combined by CSM whereas exchanges of lots not involving lots established by CSM or
plat may be combined by deed.
Immediately following the public hearing, the Bayfield County Planning and Zoning
Committee may approve, modify and approve, or disapprove the proposed amendments
and formulate and adopt its recommendations to the Bayfield County Board of
Supervisors with respect thereto.
Milo Properties LLC, owners and Lori Raven, agent are petitioning for a zoning district
map amendment located (in a shoreland). The parcel is a ?-acre parcel (Tax ID #2168)
described as the W 200’ of the W 600’ of NW ¼ of the NE ¼ S & W of Tn Rd in Doc #
2020R-584278, Section 19, Township 44 North, Range 9 West, Town of Barnes, Bayfield
County, WI from R-2 to R-1. (* Note: parcels within one thousand (1,000) feet landward of the ordinary high
water mark of navigable lakes, ponds or flowages or within three hundred (300) feet landward of the ordinary high water
mark of navigable rivers or streams or to the landward side of the floodplain, whichever distance is greater is deemed
a shoreland and/or wetland zone). Metes and bounds & easement description(s) available in Planning
and Zoning Department.
