BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
JANUARY 18, 2024, 4:00 P.M.

The Bayfield County Planning and Zoning Committee of the County Board of Supervisors
will hold a public hearing on Thursday, January 18, 2024, at 4:00 P.M. in the Board Room
of the Bayfield County Courthouse in Washburn, Wisconsin relative to the following:
Sarah A Mather requests a conditional use permit to construct and operate an (after-the-
fact) animal boarding facility; dog kennel & home-based business consisting of utilizing
existing residence as a temporary base for dog daycare, boarding, and grooming facility
with a future expansion to accommodate those needs in a separate building on property
owned by applicant South of the existing residence.
The applicant’s property consists of three (3) parcels. Parcel #1 is an Ag-1 zoning district;
a 13.82–acre parcel (Tax ID# 37868); described as a parcel in S ½ of the NE ¼ of the
SW ¼ in Doc# 2018R-573709; and Parcel #2 is an Ag-1 zoning district; a 20–acre parcel
(Tax ID# 4323); described as the N ½ of the SE ¼ of the SW ¼ in Doc # 2021R-590149;
Parcel #3 is an Ag-1 zoning district; a 0.50–acre parcel (Tax ID# 4330); described as a
parcel in SW ¼ of the SE ¼ in Doc# 2018R-573709; all three parcels are in Section 1,
Township 50 North, Range 4 West, Town of Bayfield, Bayfield County, WI.
Betty M. Franzel, owner and Kent Ritola, agent request a conditional use permit to
operate a 6.3-acre non-metallic mine (NR 135) with possible screening and crushing.
Property is an Ag-1 zoning district; a 40–acre parcel (Tax ID# 21201), described as theSE
¼ of the SW ¼ in Doc# 2021R-587098; in Section 18, Township 46 North, Range 5 West,
Town of Kelly, Bayfield County, WI. Included in this request will be the requirement(s) of the
reclamation plan, which will be addressed separately.
Laura K Waterhouse and Sarah A Carlson are petitioning for a zoning district map
amendment located (in a shoreland). Property is a 4.68-acre parcel (Tax ID #1400)
described as the W 150’ of Gov’t Lot 7, in Doc# 2015R-560315; Section 4, Township 44
North, Range 9 West, Town of Barnes, Bayfield County, WI. Rezone area includes portion
of property south of Bony Lake Rd currently zoned Residential-3(R-3). Request is to
rezone from R-3 to Residential-1(R-1). (* Note: parcels within one thousand (1,000) feet landward of the
ordinary high-water mark of navigable lakes, ponds or flowages or within three hundred (300) feet landward of the
ordinary high-water mark of navigable rivers or streams or to the landward side of the floodplain, whichever distance is
greater is deemed a shoreland and/or wetland zone). Metes and bounds & easement description(s) available
in Planning and Zoning Department.
A petition by Ruth Hulstrom, Director of Planning and Zoning, on behalf of the
Bayfield County Planning and Zoning Committee, requesting amendments to the
Bayfield County Zoning Code of Ordinances, including the following:

• Deletion and Amendment of Section 13-1-21(e) (1)-(5) Fee Schedule to move the
fee schedule out of the ordinance and instead provide that it will be available in the
Planning and Zoning Department Office, with changes to the fee schedule being
permissible by approval of the County Board other than changes to the fee
schedule to reflect changes in fees assessed by the State, which shall be allowed
without County Board approval.
• Amendment of Section 13-1-22(a)(5)b. 3. 4. 8. 11. & 14. Boathouse Language to
reduce the allowable footprint, specify the limitations of a loft area, provide a
minimum and maximum pitch for roofs, and limit the use of glass or transparent
materials.
Immediately following the public hearing, the Bayfield County Planning and Zoning
Committee may approve, modify and approve, or disapprove the proposed items and/or
proposed amendments and formulate and adopt its recommendations to the Bayfield
County Board of Supervisors with respect thereto (if applicable).
