CALL TO ORDER OF PUBLIC HEARING: By Chairman Rondeau at 1:02 PM. 2. ROLL CALL: Jardine, Maki, Miller, Rondeau, - present; Rantala absent / excused. 3. AFFIDAVIT OF PUBLICATION: Presented by Director Karl Kastrosky. 4. REVIEW OF MEETING FORMAT: By Chairman Rondeau. 5. PUBLIC HEARING: A. PETITION TO AMEND TITLE 13 and TITLE 15: Kastrosky reminded the Committee that this was explained last month by Atty. Carlson. He noted that all 25 townships received notice of this petition. He said these changes give the County a mechanism to work out settlement agreements w/ those who are deficient in some manner in the „July joint meeting‟ [w/ Land Conservation / Zoning / BOA / Supervisors], enforcement concerns were discussed. He reported the Dept. supports this amendment as a way to attempt to work things out w/ land owners before court action is taken; a way to capture revenue. No one spoke in support / opposition. B. DIANE BENNETT CONDITIONAL USE REQUEST – Operation of two-unit short-term rental: on 1.57- acre parcel (#04-034-2-43-06-21-1 05-001-05000) in Govt. Lot 1, Lot 2, CSM 762, Section 21, Township 43 N, Range 6 W, Town of Namakagon. For the record, Kastrosky noted that the public hearing notice for this property was missing the last 3 digits of the parcel ID # and some of the legal description. He said Mike Furtak worked w/ the applicant as a continued effort to get all privately owned short term rentals (which are not part of resorts) into compliance. This property is adjacent to Lakewoods but owned privately. In addition to previously issued permits, Furtak worked w/ the Health Dept., and discovered several short-term rentals previously unknown to the Dept. C. MARVIN JP KORPI II REZONE REQUEST (F-1 to Ag-1) on two 40-acre parcels: (#04-006-2-50-05-04- 3 02-000-10000 and #...-01-000-10000) – NW ¼ of SW ¼ and NE1/4 of SW ¼, Section 4, Township 50 N, Range 4 W, Town of Bayfield. Kastrosky said the Town has encouraged landowners to meet the Town‟s comp plan by rezoning areas which were zoned forestry but actually „Ag‟. No one spoke in support / opposition. 6. ADJOURNMENT OF PUBLIC HEARING: Motion by Jardine / Maki at 1:16 PM. 7. CALL TO ORDER OF PLANNING / ZONING COMMITTEE MEETING: By Chairman Rondeau at 1:16. 8. ROLL CALL: Jardine, Maki, Miller, Rondeau, - present; Rantala- absent/excused. 9. MINUTES OF PREVIOUS MEETING(S): Motion by Miller / Jardine to approve the 11/18/2010 minutes as prepared. Carried 4 yes / 0 no. 10. BUSINESS: A. PETITION TO AMEND TITLE 13 and TITLE 15: Motion by Jardine / Maki to approve. Kastrosky presented the prepared reports for Committee signatures in order to forward to the Full Board. No further discussion; carried 4 yes / 0 no. Miller / Maki moved to approve, contingent upon Town approval and abiding by any conditions the Town may set. Carried 4 yes / 0 no. AGENDA REVIEW / ALTERATION: D. DISCUSSION / POSSIBLE ACTION ON PROPOSED SOLUTION FROM JULY 15, 2010 JOINT MEETING. Kastrosky reported that Rob Schierman has gone through individual [past] permits looking for required mitigation for recordkeeping purposes / compliance. Due to concerns, Kastrosky has met w/ citizens from a Barnes group to keep them apprised of this progress. E. DISCUSSION / POSSIBLE ACTION ON COMPREHENSIVE PLANNING: Kastrosky said he, Doug and Mike will attend meetings for the nine townships involved; they need to adopt the County plan as part of their plan. Kastrosky noted the attorney for the Towns‟ Assoc. said they don‟t have to adopt the County plan, however, w/ grant funding from the Dept. of Admin. is required. There is a “glitch to fix”; the consultant is still owed $20,000 (until the future county land use map is complied w/ satisfactorily. He added they are trying to work it out and will see what happens in 2011. F. DISCUSSION / POSSIBLE ACTION REGARDING FLOOD PLAIN MANAGEMENT: Kastrosky updated the Committee re inaccurate old maps. FEMA / DNR required & printed new maps; Scott Galetka compared old/new maps and 300 parcels which were in floodplain before are now out, and about 50 parcels which were not in previously are now recorded as „in flood plain‟. There is a plan to direct mail the 50; there is a window from now till Fall of 2011. If homeowners have a mortgage, they will have to pay flood insurance or have a letter of amendment if not in the floodplain. They only have to have flood insurance if they have a mortgage but house insurance doesn‟t cover in case of a flood. To oppose / get off the floodplain list, they must hire a surveyor / engineer but w/ no guarantee they will be out of it. 11. MONTHLY REPORT: [No report this month.] 12. BUDGET / REVENUE: Kastrosky reported that Ben Dufford accepted the Land Conservation position and he hopes things will work out positively for Travis. 13. ADJOURNMENT: At 1:39 PM. Karl L.
