MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
OCTOBER 17, 2013
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Jardine, Pocernich, Miller and Rondeau – all present. Schultz – absent.
Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Mike
Furtak-AZA, and Krystal Hagstrom - Secretary.
3. Affidavit of Publication: Schierman showed the audience the October 2nd and 9th
affidavit of publication and the certified mailing receipts.
4. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
5. Public Hearing:
A. Glen Harvey (Cable) – rezone property from R-2 to C [a 0.037-acre parcel
(part of Tax ID #9908), described as that small portion located in the NE ¼ of the
NE ¼ , Section 35, Township 43 North, Range 8 West, Town of Cable, Bayfield
County, WI from Residential-Two (R-2) to Commercial (C )]
Glen Harvey, owner of the property, explained he would like to rezone a piece of
his property he bought from the DOT, from R-2 to Commercial and fuse the two
together with the commercial property that is already there. Jardine asked if the
area around this parcel is Commercial and the reply from Harvey was yes.
No one spoke in support or opposition. File Report: Schierman stated there
are no letters of support or opposition in the file. Furtak stated this is excess
property from US Hwy 63 and Mr. Harvey’s driveway is on this and for future
zoning management of the property he was able to purchases from DOT and it
makes sense for the whole thing to be commercial. Rondeau asked the acreage
of the property. Schierman answered 0.037 acres.
Discussion ended.
B. Town of Cable & Guy Folsom, Agent for Norvado (Cable) – height extension
of tower from 195’ to 260’ [a 26-acre parcel (Tax ID #9408), described as NE ¼
of the SE ¼, Less the W 25 rods, Section 13, Township 43 North, Range 7 West,
Town of Cable, Bayfield County, WI]
Guy Folsom, representative of Norvado, proposed to raise existing tower in
cable from 195’ to 260’ and the reasoning behind this is to extend coverage area
in Cable, also to make it more favorable for other co-locators and eliminates other
towers having to be put up. Rondeau stated this is west of Cable by the ball park.
Jardine asked if on the application if the reasons for the extension are on there.

Folsom stated to extend our coverage area. Schierman added that included in
the packet are the coverage areas as it exists. Folsom added to Schierman’
statement that their tower is there with Verizon, Verizon is at the top and 145 is
where we have to be, this was we can move our equipment up to 140. The
reason we are applying for 260 is it gives us 10 feet over the actual structure so
that if Bayfield County Emergency Management chooses to put an antennae at
the very top it would fit under this proposal. Miller asked about clearing area
around for collapse. Folsom stated it is a self-collapse tower made to fall within
50% of area and the land it is on is owned by Town of Cable, leased property.
No one spoke in support or opposition. File Report: Schierman stated no
letters of support or opposition in the file.
Discussion ended.
6. Adjournment of Public Hearing:
Jardine made a motion to adjourn, Miller seconded. Motion carried.
Adjourned at 4:10 pm.
7. Call to Order of Planning and Zoning Committee Meeting: Rondeau called the
meeting to order at 4:10 pm.
8. Roll Call: Jardine, Pocernich, Miller and Rondeau –all present. Schultz – absent.
Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Mike
Furtak, AZA, and Krystal Hagstrom - Secretary.
9. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the September
19, 2013 meeting.
Pocernich motioned to approve, Miller seconded. No further discussion.
Motion carried.
10. Business:

Miller motioned to approve and if it fits with the approval of Cable, and
planning commission, plus the fact that it is commercial all around if it’s best
suited. Jardine seconded. Schierman stated there is Town Board approval,
they checked with the comprehensive land use plan indicated that it is
appropriate and commented that they recommend because it is compliant with
the comprehensive land use plan. No further discussion. Motion carried.

Pocernich motioned to approve. Jardine seconded. Schierman stated
that the Town indicated that they reviewed with comprehensive plan and
recommend approval because it complies with the comprehensive plan. Jardine
added that it will eliminate another tower somewhere else. The Zoning
Committee had to act on this about a year ago to allow this to happen and raise
towers so others weren’t needed. Pocernich would like to amend his motion for
consistency with Town Comprehensive plan, Town Board recommendation, plus
additional coverage and it’s self-collapsing. Jardine seconded. No further
discussion. Motion carried.
Agenda Review and Alteration
C. Jeffrey & Lynda Hammer / Steven Linton (Bayfield) – storage / retail
building [a 6.21-acre parcel (Tax ID #4922), described as a parcel of land in
Govt Lot 2 in V.986 P.379, Section 22, Township 50 North, Range 4 West, Town
of Bayfield, Bayfield County, WI]
Schierman stated that Town has not had a chance to meet on this yet, this is
one of the months where the Town meets next week on third Monday and we
meet third Thursday, so their meeting is going to be after ours, so they have not
indicated their support or opposition, not have a chance to meet yet. Jardine is
hesitant to vote on this without Town Board approval.
Jardine motioned to postpone. Miller seconded. No further discussion.
Motion carried.
Bill Yudchitz, owner of the property directly across the street on Silver Ridge,
stated he didn’t understand that he got his very first notification now, and it seems
like it has gone to a second area, will he be able to talk on this? Rondeau stated
to go to the Town Board and that is the best bet. It will be in the business section
so no input. Yudchitz asked where he can go to get more info; County website
has no building plans. Murphy stated elevations are available on the webpage
attached to the agenda.

12. Monthly Report
Schierman stated in August they collected $21,845 in fees, issued 58 land use
permits and 23 sanitary permits, which is behind August 2012. Jardine recalls
not too long ago that the municipalities when applying for permits where free from
fees and now it is back, what is that all about. Schierman asked if he would like
this as an agenda item next month, reply was yes. Furtak does not recall this
either, they are exempt from state fees. Schierman added that they charge
departments within the County fees, and other departments charge us for things
they do for us, guess it is showing where money comes from and where it ends
up. Jardine understands just would like to know when they didn’t charge Towns.
Schierman will do research on this. Rondeau stated this may stem from the
Visitor Center when they never paid fees.

Miller motioned to receive and place on file, Jardine seconded. No further
discussion. Motion carried.
Schierman in September 2013 collected $21,540 in fees which is $6300 more
than last September. Issued 50 land use permit and 16 sanitary permits. Making
up a little bit of ground from slow start of year.
Jardine motioned to receive and place on file, Miller seconded. No further
discussion. Motion carried.
13. Adjournment
Rondeau called adjournment at 4:20 pm.
