MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
APRIL 16, 2015
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 1:00 pm.
2. Roll Call: Jardine, Rondeau and Strand – all present. Pocernich – Absent Bussey –
in at 1:03 PM.
Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Josh
Rowley-AZA, and Krystal Hudachek - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication.
4. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
5. Public Comment – relevant affairs to be addressed towards Planning and Zoning
Committee [ 3 minutes per citizen]
Jay Johnson, citizen of Bayfield County, spoke in opposition of the Bayfield County
Animal Boarding Facility. He suggested it be closer to Highway 2 and would not like
barking and loud dogs next to his house.
6. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the March 19,
2015 meeting.
Jardine motioned to approve, Bussey seconded. No further discussion. Motion
carried.
7. Public Hearing:
A. [Correction of] Ron Smith (Drummond) – rezone property from F-2 to R-1
[The parcel is a 0.31-acre parcel (Tax ID #33924) described as CSM# 983,
Section 35, Township 45 North, Range 8 West, Town of Drummond, Bayfield
County, WI]
No one spoke in support or opposition.
Discussion ended.
8. Adjournment of Public Hearing:
Bussey made a motion to adjourn, Strand seconded. Motion carried.
Adjourned at 1:05 pm.

11. Previous Business:
(March –A) Bayfield County, Owner & Mark Abeles-Allison, Agent (Eileen) – animal
boarding facility [a 8.12-acre parcel (Tax ID #15580), described as SE ¼ of the NW ¼
Lying North and West of State Hwy 137, Section 11, Township 47 North, Range 5 West,
Town of Eileen, Bayfield County, WI]
Schierman explained this item was tabled at the town level last month; it has been
tabled again this month. Bussey asked if the town gave an explanation as to why it was
tabled. Schierman read the towns’ email, “Last night the town board failed to approve
the permit. There were only 2 supervisors at the meeting. The comp planning committee
recommended it be appraised. I placed a motion to approve on the floor. Tony would not
second. We need a site plan, as there are concerns over where the driveway will
connect with 137 and how close the building will be to 137”. Bussey asked why it was
tabled the first time. Schierman stated there was an issue that the clerk never got the
forms to the committee. Rondeau asked Mark Abeles-Allison if they committee tabled
this item again would it delay building. Abeles-Allison answered that they are planning to
build in June so tabled till May should not be an issue.
Bussey motioned to table for one month. Jardine seconded. No further
discussion. Motion carried.
March E) Joseph & Sarah Zuelke (Iron River) – hobby farm (crops, sheep, goats,
chickens and cows) [a 17-acre parcel (Tax ID #35687), described as N 745’ FRAC NW
¼ of the NW ¼ Section 30, Township 47 North, Range 8 West, Town of Iron River,
Bayfield County, WI]
Schierman explained the town tabled again due to the fact that the town is working with
the County on cleaning up the property that has a junk yard without permits. Town stated
“will revisit when all clean-up of scrap is complete”.
Jardine motioned to table. Bussey seconded. Strand asked until next month.
Schierman stated the property owner called and asked to schedule an inspection in
about a week. Rondeau asked if that will be enough time to allow an inspection before
next month’s meeting. Schierman answered yes, he has up to 24 hours to place an item
on the agenda. No further discussion. Motion carried.
12. New Business
A. [Correction of] Ron Smith (Drummond) – rezone property from F-2 to R-1
[The parcel is a 0.31-acre parcel (Tax ID #33924) described as CSM# 983,
Section 35, Township 45 North, Range 8 West, Town of Drummond, Bayfield
County, WI]
Schierman explained that this rezone request was unfortunately published
requesting an rezone from F-2 to F-1, when it should have read F-2 to R-1. The

town board approval form reflected F-2 to R-1. The town heard it in the light of
the R-1. In order to correct this, the department needed to republish.
Bussey motioned to approve the rezone from F-2 to R-1. It is his
understanding that the house on the adjoining property was straddling the
property line and a slice of the F-2 property was added to that R-1 property.
Schierman said that is correct there was an encroachment on the Forest Service
property to the East. The Forest Service paid for a certified survey map to parcel
of the land needed to accommodate for the encroachment. The final stage for
rezoning never took place. Jardine seconded. No further discussion. Motion
carried.
B. Jerome Parman & Janice Cuccia (Cable) – bed & breakfast [5 bedroom] [a
15.35-acre parcel (Tax ID #8924), described as Lot 3 and N ½ Lot 4 CSM #1095
in V.7 P. 51 (Located in SW ¼ of the NE ¼), Section 20, Township 43 North,
Range 7 West, Town of Cable, Bayfield County, WI]
Rondeau stated this is by the gun club in Cable. This has been there 3 years. It
is a beautiful place and he has no issues with this request. Schierman explained
applicants have their permits from the Health Department and now looking to
come into compliance with land use permits. Bussey asked what permits were
needed. Schierman answered Special Use Class B. The town approved and
there are no letters of support or opposition. Strand asked if there is adequate
parking. Rondeau answered yes. They have a long driveway and you cannot see
the building from the road.
Strand motioned to approve. Bussey seconded. No further discussion.
Motion carried.
C. Terry & Patricia Pajtash, owners and Tim Oksiuta, agent (Delta) –
preliminary plat [6 lots] [a 12.72-acre parcel (Tax ID #13479), described as Part
of NE ¼ of the SE ¼, and a 14.71-acre parcel (Tax ID #13478), described as NE
¼ of the SE ¼ Less N 434’ in V.768 P.1048 & Less V.766 P.392, Section 12,
Township 46 North, Range 8 West, Town of Delta, Bayfield County, WI]
Schierman explained the owners would like to subdivide the property creating 6
lots and this is the opportunity to address concerns. The town stated, “no
objections from adjacent land owners or plan commission”. Bussey asked what
the procedure was. Schierman stated that this is the preliminary, if approved
then there will be a final. Not sure if this will come back to the committee or not.
Rondeau stated that it will come back to the committee for a final approval.
Jardine motioned to approve. Bussey seconded. No further discussion.
Motion carried.
D. Committee member’s discussion(s) regarding matter of the P & Z Dept.
Schierman introduced the new AZA Josh Rowley.
13. Monthly Report

Schierman explained there has been $78,803 in fees collected this year which is
$34,591 above from last year. 9 land use ahead of last year and 14 sanitary a
head of last year.
Strand motioned to receive and place on file, Jardine seconded. No further
discussion. Motion carried.
E. Chairman Rondeau announced:
The Bayfield County Planning and Zoning Committee will entertain a motion to
move in and out of Executive Session pursuant to §19.85(1)(c); (c) Considering
employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises
responsibility.
The public and office staff was asked to leave the board room. Director
Schierman was allowed to stay. Mark Abeles-Allison, Co Administrator was called
and also entered the board room.
Motion to Move into Closed Session:
Motion made by Strand, seconded by Bussey @ 1:22 PM to go into Closed
Session to discuss personnel matters in accordance with 19.85 (1)(c) to proceed
with Performance evaluation and personnel consideration of a major job
description change/position. Motion Carried 4/0. Jardine-Yes, Bussey-Yes,
Rondeau-Yes, and Strand-Yes.
Motion to Move out of Closed Session:
Motion made by Jardine, seconded by Strand @ 1:45 PM to move out of Closed
Session. Motion Carried 4/0. Jardine-Yes, Bussey-Yes, Rondeau-Yes, and Strand-
Yes.
14. Adjournment
