Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order at 4:03 pm. 2. Roll Call: Bussey, Jardine, Pocernich, Rondeau, and Strand – all present. Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Josh Rowley-AZA, and Krystal Hudachek - Secretary. 3. Affidavit of Publication: Schierman showed the audience the affidavit of publication and the certified mailing receipts. 4. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 5. Public Comment – for issues not already on the agenda (3 minutes per citizen) 6. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the July 16, 2015 meeting. Jardine motioned to approve, Strand seconded. No further discussion. Motion carried. 7. Public Hearing: A. Town of Clover / Cemetery, Owner and Beverly Steele, Agent (Clover) – recognize and expand existing cemetery [a 5.0–acre parcel (Tax ID# 11515) and a 1.0-acre parcel (Tax ID# 11516), both parcels are described as two parcels in part of the SE ¼ of the NE ¼ in Vol. 66 P.323 and Vol. 71 P.165, Section 10, Township 50 North, Range 7 West, Town of Clover, Bayfield County, WI. Schierman explained the cemetery has been at this location for several years. Nelson Surveying did a survey in 2014 showing new plots. The existing cemetery has been in existence for years and with this application they decided to recognize the existing and the expansion. Jardine asked if this was zoned Municipal. Schierman stated yes. No one spoke in support or opposition. File Report: Schierman stated the town approved this request and it is consistent with comp plan. Discussion ended. 8. Adjournment of Public Hearing: Jardine made a motion to adjourn, Bussey seconded. Motion carried. Adjourned at 4:03 pm. Roll Call: Bussey, Jardine, Pocernich, Rondeau and Strand –all present. Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Josh Rowley, AZA, and Krystal Hagstrom - Secretary. 11. Business: A. Jardine motioned to approve. Strand seconded. No further discussion. Motion carried. B. Discussion and Possible Action regarding update on shoreland zoning regulation. Schierman explained that Neil Schultz stopped into the office asking who ordered not to issue permits in the shoreland. No one ordered this. The department is still issuing permits. They are looked at one at a time. Schierman spoke with Janet Bewley who will submit language to repeal. Need to be careful how to present language to undo what was already approved. Bussey stated there have been some emails about Oneida County passing a resolution. This committee should think about a resolution to pass on to the full board. Bussey motioned for Director Schierman to draft a resolution to repeal, for the next full board meeting. Jardine seconded. Jardine stated it would be unlikely that it will be repealed. Pocernich does not agree with this motion. The new regulations are giving private property owners their rights back. No further discussion. Motion carried. 4/1 (Pocernich) C. Discussion and Possible Action regarding on-line permitting. Schierman explained that he would have liked to have had demonstration to show the Committee today, but the software company had an emergency with another client and is not up to speed on this project. Strand asked what the cost savings will be once this project is complete. Schierman answered that there will be more complete and consistent applications submitted, the setback will already be on the applications, with the dashboard feature there will be routing, permit tracking, and an email feature. Jardine asked if these will be mandatory. Schierman replied that there will be both a paper option and an online option. D. Discussion and Possible Action regarding fee adjustments (per Mark AA’s notes re: a goal of 70% expense fees being covered by revenue). Page 3 of 4 ZC Planning and Zoning Public Hearing and Meeting – September 17, 2015 Schierman explained that after submitting the budget, Mark asked if the department would entertain the idea of raising fees so we could meet a long standing goal of 70% of expenses coming from fees which was news to Deb and him. Jardine and Rondeau both remember having this discussion some time ago but the fees were already raised reluctantly. Rondeau thinks this is not an appropriate time to have this discussion. Bussey asked where the department is in terms of what percentage. Schierman answered 40%. Abeles-Allison stated yes for next year. Rondeau asked what the comparable are to other counties. Abeles-Allison stated he does not know but could look into this. Bussey stated is would makes sense to see what ours are compared to other counties. Would this be 70% of expenses of the department? Abeles-Allison answered operation costs. Schierman asked if operating costs include payroll. Abeles-Allison answered yes, total operating budget. Pocernich motioned to leave fees where they are for the next year. Jardine seconded. Bussey does not agree with this and comparables should be looked at. He wants to see where the fees are and what other counties are doing. Not certain that 70% is the right goal but it is worth taking a look at. Not prepared to say that we can’t but would like more information for the next meeting. Pocernich asked what the operating costs are at the present? Schierman answered $480,000. Pocernich noted, what is 70% of that, $400,000 that is unrealistic to collect that in fees, so you will collect $10,000 for a sanitary permit. Bussey stated that he is not saying they should be changed to 70% but take a look at them and see if they are appropriate. Pocernich believes that in this economy that everything is raising and this should be held steady so the customers know what they are getting into. Strand suggested that if the operating costs don’t come from fees it comes from the general levy. If it does not come out of fees but out of budget, maybe all departments need to be looked at. Pocernich stated where would you stop then. No further discussion. Motion carried. 3/2 (Rondeau, Jardine, Pocernich – Yes. Strand, Bussey – No.) E. Committee members’ discussion regarding matters of the Planning and Zoning Department. Pocernich asked if Howling Wolf was addressed. Schierman stated that will be addressed in closed session. Pocernich asked the status on the Estain project. Schierman explained he has applied for all his permits and submitted a revised plot plan today. He is also working with the DNR and Army Corp. Croonborg- Murphy explained the process of the Estain project. 12. Consideration to Move into Closed Session. F. Majority Vote Bussey motioned to move into closed session at 4:30 pm. Pocernich seconded. Pocernich amended motion to let the Zoning Department stay. No further discussion. Motion carried. 13. Motion to Move out of Closed Session G. Schierman stated the department has taken in $188,900 in fees which is ahead. Land use permits are down by 2 and sanitary permits are up by 32. Pocernich asked why so many sanitary permits, are they all new systems. Schierman stated he has always seen sanitary permits as a barometer for land use in the future. Rowley stated that 60% of the sanitary permits are replacement systems that have steel tanks that were installed in the 60’s and 70’s. Jardine motioned to receive and place on file, Strand seconded. No further discussion. Motion carried. 16. Adjournment Rondeau called adjournment at 5:03 pm.
