Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order at 4:00 pm. 2. Roll Call: Bussey, Jardine, Pocernich, Rondeau, and Strand – all present. Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Josh Rowley-AZA, and Krystal Hudachek - Secretary. 3. Affidavit of Publication: Schierman showed the audience the affidavit of publication and the certified mailing receipts. 4. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 5. Public Comment – for issues not already on the agenda [3 minutes per citizen] 6. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the December 17, 2015 meeting. Jardine motioned to approve, Pocernich seconded. No further discussion. Motion carried. 7. Public Hearing: A. Judy Sandstrom, owner and Jeremy Tucek, agent (Cable) – EIA [a 3.01–acre parcel (Tax ID# 8754) in V. 1144 P. 463, described as Lot 3B of CSM# 203 in V. 2 P. 249, Section 16, Township 43 North, Range 7 West, Town of Cable, Bayfield County, WI] Jeremy Tucek spoke in support explaining there is an EIA on file and there are no new changes. Discussion ended. B. Judy Sandstrom, owner and Jeremy Tucek, agent (Cable) – multiple-unit dwellings [2 existing] structures (i.e. house and motel) to operate short- term and long-term rental(s) [a 3.01–acre parcel (Tax ID# 8754) in V. 1144 P. 463, described as Lot 3B of CSM# 203 in V. 2 P. 249, Section 16, Township 43 North, Range 7 West, Town of Cable, Bayfield County, WI] Jeremy Tucek spoke in support explaining that he is applying for a conditional use permit to operate a multiple unit development at the old Pilot Fish Inn. There is an 8 unit motel and a house with a 2 unit apartment in the basement and a 2 unit apartment upstairs. He is working on updating the septic system. If the CUP is approved, he would be able to purchase the property. Schierman added that Page 2 of 3 ZC Planning and Zoning Public Hearing and Meeting – January 21, 2016 the use had been inactive for 36 months, which is the reason for applying for the CUP. Rowley stated there will be no new impacts. This will add value to the property and the septic will be updated. Discussion ended. 8. Adjournment of Public Hearing: Pocernich made a motion to adjourn, Jardine seconded. Motion carried. Adjourned at 4:09 pm. 9. Call to Order of Planning and Zoning Committee Meeting: Rondeau called the meeting to order at 4:09 pm. 10. Roll Call: Bussey, Jardine, Pocernich, Rondeau and Strand –all present. Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, Josh Rowley-AZA, and Krystal Hagstrom - Secretary. 11. Business: A. Judy Sandstrom, owner and Jeremy Tucek, agent (Cable) – EIA [a 3.01–acre parcel (Tax ID# 8754) in V. 1144 P. 463, described as Lot 3B of CSM# 203 in V. 2 P. 249, Section 16, Township 43 North, Range 7 West, Town of Cable, Bayfield County, WI] Schierman stated the EIA is in drop box for the committee to review, there are no changes and no new impacts. Rondeau asked if there are two systems on the property. Schierman replied that there are two systems on the property, one for the motel and one for the house. Pocernich motioned to approve. Strand seconded. No further discussion. Motion carried. B. Schierman stated there is town board approval and they indicated that it is consistent with the town comp plan; the town stated the septic system should be addressed prior to occupancy. Strand motioned to approve based on Town Board Approval that it meets the Comprehensive Plan, and the POWTS system be in compliance prior to occupancy. Bussey seconded. No further discussion. Town of Bayview (Bayview) – report on recommendation(s) regarding erosion and traffic control at Houghton Falls Nature Preserve [a 40-acre parcel (Tax ID #6592), described as Govt Lot 3 & ABND RR V.1044 P.143, Section 27, Township 49 North, Range 4 West, Town of Bayview, Bayfield County, WI] Croonborg-Murphy stated this report is in result of meeting with Mike Amman (Bayfield County Forestry, Parks and Trails), Ben Dufford (Land Conservation), Town of Bayview, BRC, and 8 neighboring property owners of the Houghton Falls Nature Preserve. Bussey asked if the application for filling is before us at this time. Croonborg-Murphy stated that action does not need to be taken on that item. Once there is more information on the design of the grading and filling from the town the department should be able to approve that request. Bussey asked if there would be additional permits needed for boardwalks and steps. Croonborg- Murphy answered yes, permits are needed for those items. Bussey motioned to receive and place on file. Jardine seconded. No further discussion. Motion carried. D. Committee members discussion(s) regarding matters of the Planning and Zoning Department Schierman stated that he has been in contact with DSPS for a draft proposal for the UDC contracts. There will be a resolution to the budget amendment resolution going to full board next Tuesday. Croonborg-Murphy added that the department went to a soils training class yesterday. Ed Taylor has been working really hard to provide education. Bussey asked for a shoreland update. Schierman stated that legislation regarding the Town of La Pointe has been approved so the Town of La Point can zone their shoreland. Senator Jarco brought forward an amendment yesterday which expands upon the idea of averaging. Schierman has a WCCA executive meeting next week and will be going through the legislation and where it sits. 12. Monthly Report Schierman stated that the department took in $253,520 in fees which is $42,900 above budget projection. There was one more land use issued compared to last year and 45 more sanitary permits. Jardine motioned to receive and place on file, Bussey seconded. No further discussion. Motion carried. 13. Adjournment Rondeau called adjournment at 4:25 pm.
