HomeMy WebLinkAboutPlanning & Zoning Committee - Minutes - 7/21/2016 Page 1 of 2 ZC Planning and Zoning Public Hearing and Meeting – July 21, 2016 MINUTES BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE PUBLIC HEARING AND PUBLIC MEETING JULY 21, 2016 1. Call to Order of Planning and Zoning Committee Meeting: Chairman Rondeau called the public hearing to order at 4:00 pm. 2. Roll Call: Bussey, Silbert, Rondeau, and Strand – all present. Pocernich – Absent. Others present were: Director-Rob Schierman, Jennifer Croonborg-Murphy-AZA, and Josh Rowley-AZA. 3. Public Comment – [3 minutes per citizen] No comment. 4. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the June 16, 2016 meeting. Bussey motioned to approve. Strand seconded. No further discussion. Motion carried. 5. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 6. New Business: A. Kurt & Marieke (VanDonkersgoed) Kiehne (Washburn) – home bases business (end of life education) [a 4.63-acre parcel (Tax ID #37380), described as Lot 1 of CSM #1960 in V.11 P.303, in Section 26, Township 49 North, Range 5 West, Town of Washburn, Bayfield County, WI] Marieke Kiehne spoke in support asking for commercial use of her property to allow for an end of life and grief resources. A place for people to come for classes, support groups, and other types of resources, there are no such resources in this area. Schierman stated there is Town Board approval and they have checked with their comp plan and commented that it is good to have a new business in the area. Strand asked the current zoning. Schierman stated Ag-1 and it would stay that way. Croonborg-Murphy added that they are limited to 25% of the structure for the business or 75% of the accessory structure. Schierman asked hours of operation. Kiehne stated during the day, between 10 am and 5 pm and maybe a few evening workshops. No close neighbors. Bussey motioned to approve based on Town Board Approval, that it meets the Comprehensive Plan, community and general welfare. Silbert seconded. No further discussion. Motion carried. David Barningham (Bayfield) – bed & breakfast (4 rooms) [a 2.15-acre parcel (Tax ID #6240), described as Ashwabay Heights Subdivision Lot 5, Section 29, Township 50 North, Range 4 West, Town of Bayfield, Bayfield County, WI] David Barningham, spoke in support asking for a B&B on his land on ski hill road, for vacation rental rooms to service the tourism industry. Bussey asked if there was Town input. Schierman stated both the Town Board and plan commission marked approval. No letters of support or opposition. Croonborg- Murphy stated that the applicant owns most of the surrounding land. It is a sandy sight. There is a soil test for a conventional system. Silbert motioned to approve based on Town Board Approval, that it meets the Comprehensive Plan, and general welfare and economic impacts. Strand seconded. No further discussion. Motion carried. 7. Other Business C. Committee members discussion regarding matters of the Planning and Zoning Department. No discussion. 8. Monthly Report No monthly report. 9. Adjournment Rondeau called adjournment at 4:15 pm.
