MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
JUNE 15, 2017
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Bussey, Rondeau, Silbert and Strand – all present. Pocernich – Absent.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, and Krystal
Hudachek - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication
and the certified mailing receipts.
4. Public Comment – 3 minutes per citizen
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the May 18,
2017 meeting.
Silbert motioned to approve as presented. Strand seconded. No further
discussion. Motion carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
7. Public Hearing:
A. Lake Superior Big Top Chautauqua, Ltd / Kevin Hunt (Bayfield) – event
center / fund raisers / dinner theater / shuttle pick-up / (2) sleeping units [a
18.59–acre parcel (Tax ID# 33995) described as a parcel of land in NE NW and
Lots 1-9 & Lots 11-19 Block 24 and Lots 1-20 Block 33 and Lots 1-20 Block 34
and Lots 7-10 and Lots 17-20 Block 52 and Lots 7-10 Block 51 of Rice and
Thompson's Addition in Document 2016R0-565855 in Section 23., Township 50
North, Range 4 West, Town of Bayfield, Bayfield County, WI]
Rondeau stated the application should be postponed until next month per the
request of the Town Board. Bussey stated he would motion to postpone this item
until next month’s meeting. Schierman read the minutes from the Town of
Bayfield (see attached).
Discussion ended.
B. Benjamin & Lisa Baldwin (Russell) – construction business / portable
sawmill / steel roofing and roll forming [a 32–acre parcel (Tax ID# 28940)
described as S 32A of the N ½ of the NW ¼ in Document 2015R-557622, in
Section 4, Township 51 North, Range 4 West, Town of Russell, Bayfield County,
WI]

Ben Baldwin spoke in support explaining he would like to function as a building
contractor. He owns a portable saymill that he would like to use for rough cutting
lumber. And a Steel roof roller to roll sheets of steel for panels. Bussey asked
where he was located. Baldwin answered, Hyde Rd which is off Little Sand Bay
Rd. Bussey asked how close his neighbors are. Baldwin answered couple
hundred feet.
Discussion ended.
C. Bayfield County (Eileen) – material / equipment storage / shop for KV Tech
[a 10–acre parcel (part of Tax ID# 37368) described as the W ½ of the NE ¼ of
the NW ¼, lying S of Tri County Corridor, in Document 2012R-542458, in Section
11, Township 47 North, Range 5 West, Town of Eileen, Bayfield County, WI]
Mark Abeles-Allison spoke in support requesting a Conditional Use Permit on
the 10 acres (showed the committee a map). Bayfield County currently has a sale
contract but are waiting for the road to be installed before the sale goes through.
The County is in support of this project and believes it is compatible with the
future land use plan.
Isac Dymesitch spoke in support and is excited about the opportunity to move
into the business park. Went this route versus a rezone to expedite the process.
Schierman asked if he is going to have any buildings at the site and should
request them now and add them to the plot plan. Dymesitch stated now he
would like one building, not sure of the size but has an idea that it will be smaller
than the Superior Sauna building, roughly 20,000 sq. ft. this will house offices,
and store equipment. He would also like to store materials like sand, gravel, rock
in concrete sided bins. No other plans now.
Discussion ended.
8. Adjournment of Public Hearing:
Strand made a motion to adjourn, Silbert seconded. Motion carried.

meeting to order at 4:14pm.
10. Roll Call: Bussey, Rondeau, Silbert and Strand – all present. Pocernich – Absent.

11. Business:

Bussey motioned to postpone. Strand seconded. No further
discussion. Motion carried.

Schierman stated Jenny inspected the property and does not see any concerns.
There is Town Board approval and it meets the comp plan (see attached).
Schierman suggested the Committee entertain hours of operation.
Bussey motioned to suspend the rules and allow public comment. Strand
seconded. Motion carried.
Baldwin stated hours of operation are usually 7:00 am to 8:30 pm. Rondeau
asked about the noise. Baldwin stated the only noise if from the metal bending
and this is in a building. The sawmill is no louder than a lawnmower. He would be
alternating days with all his equipment. Silbert asked about days of operating. No
Sundays. Baldwin noted he has discussed this with all his neighbors.
Bussey motioned to approve with the condition: hours of operation being
from 7 am to 830 pm and no Sundays, based on consistency with Town Comp
Plan, consideration of Town recommendation, consistency with County Comp
Plan, relevant input, community and general welfare, location of the site with
respect to existing or future roads, and potential impact of the proposed use on
other lands and land uses. Strand seconded. No further discussion. Motion
carried.
C. Bayfield County (Eileen) – material / equipment storage / shop for KV Tech
[a 10–acre parcel (part of Tax ID# 37368) described as the W ½ of the NE ¼ of
the NW ¼, lying S of Tri County Corridor, in Document 2012R-542458, in Section
11, Township 47 North, Range 5 West, Town of Eileen, Bayfield County, WI]
Schierman stated there is Town Board approval and it meets the comp plan, the
Town welcomes new business.
Silbert motioned to approve with one building shop based consistency
with Town Comp Plan, consideration of Town recommendation, consistency with
County Comp Plan, relevant input, community and general welfare. Strand
seconded. Strand noted that the building be a multi-use building. Asked how
they access the property. Abeles-Allison stated the farm access road will be
used for heavy trucks and the easement road will be used for every day vehicles
until the road is installed. No further discussion. Motion carried.
D. Jon Nelson (Bayview) – expansion of mini-storage (2 additional structures)
[a 4.85-acre parcel (Tax ID #6402), described as N 320’ of E ½ of NE ¼ of SW ¼

in V.654 P.320, Section 16, Township 49 North, Range 4 West, Town of Bayview,
Bayfield County, WI]
Jon Nelson stated he is requesting to add two additional buildings to his mini-
storage. One will be built this summer and another in the future. There are
wetlands present and Nelson has tried to contact Alissa Core from the DNR
many times with no luck. The buildings will be well over 25 feet from the
wetlands. Bussey asked if any of the neighbors are concerned. Nelson stated
no, they all noted it looks great and well taken care of. Schierman noted that
Jenny inspected and has no concerns. No comments from the public. There is
Town Board approval and it meets the comp plan. Strand asked how long he has
to build the second building until the permit lapses. Schierman answered, he has
a year to start the first building and that will initiate the permit. There will not be a
lapse on the second building.
Bussey motioned to approve as requested based on consistency with
Town Comp Plan, consideration of Town recommendation, consistency with
County Comp Plan, relevant input, community and general welfare. Silbert
seconded. No further discussion. Motion carried.
E. Due West LLC (Drummond) – residential garage in commercial zone [a 0.98-
acre parcel (Tax ID #14482), described as a parcel in the SW ¼ of the SE ¼
Section 32, Township 45 North, Range 7 West, Town of Drummond, Bayfield
County, WI]
Schierman stated he spoke with the applicant and he does not want to rezone
the property and he is fine with going this route in order to get a permit. He meets
all the setbacks, is in the sanitary district. There is no TBA on file from the Town.
The Town did approve the house a few years back. No letters in the file.
Strand motioned to approve as requested based on Town Board
Approval, that it meets the Comprehensive Plan, and community and general
welfare. Bussey seconded. No further discussion. Motion carried.
F. Committee members discussion regarding matters of the Planning and
Zoning Department
Rondeau talked about the procedure of the business part of the meeting and
when to allow public comment.
Bussey asked about the new hire. Pooler introduced himself and gave his
background.
Silbert discussed the 250 sq. ft. rule and replacing sanitary systems.
12. Monthly Report
Schierman noted the department took in $100,257.75 in fees. 62 land use permits up
from last year and 4 sanitary permits ahead. Permitted over nine million worth of
improvement.

discussion. Motion carried.
13. Adjournment
Rondeau called adjournment at 4:54pm.
