MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
NOVEMBER 16, 2017
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Bussey, Pocernich, Rondeau, Silbert and Strand – all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, and Krystal
Hudachek - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication
and the certified mailing receipts.
4. Public Comment – 3 minutes per citizen
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the October
19, 2017 meeting.
Strand motioned to approve with the additions as presented. Silbert
seconded. No further discussion. Motion carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
7. Public Hearing:
A. Town of Barksdale, Owner & Lynn Divine, Agent (Barksdale) – rezone from
Ag-1 to Municipal [Parcel #1 is a 4.09-acre parcel (Tax ID #566) described as a
parcel in the NW ¼ of the NW ¼, in V. 540 P. 260, and Parcel #2 is a 2.0-acre
parcel (Tax ID #568) described as a parcel in the NW corner of the NW ¼ of the
NW ¼, in V. 80 P. 415; both parcels are in Section 35, Township 48 North,
Range 5 West, Town of Barksdale, Bayfield County, WI] Metes and bounds
description(s) available in Planning and Zoning Department.
Schierman stated these parcels are where the Town hall, garage, and transfer
station are located. The Town amended the future land use map.
Discussion ended.
B. Lake Superior Big Top Chautauqua LTD, Owner and Kevin Hunt and Daniel
Clevette, Agents (Bayfield) – rezone from F-1 to R-RB [Parcel #1 is a 40-acre
parcel (Tax ID #5036) described as the SW ¼ of the NE ¼, in Document #
2017R-568453, and Parcel #2 is a 27.70-acre parcel (Tax ID #5037) described
as a parcel in the SE ¼ of the NE ¼, less V.832 P.917 in Document #2017R-
568453; both parcels are in Section 29, Township 50 North, Range 4 West, Town
of Bayfield, Bayfield County, WI] (* Note: parcels within one thousand (1,000) feet landward of the
ordinary high water mark of navigable lakes, ponds or flowages or within three hundred (300) feet landward of
the ordinary high water mark of navigable rivers or streams or to the landward side of the floodplain, whichever

distance is greater is deemed a shoreland and/or wetland zone). Metes and bounds & easement
description(s) available in Planning and Zoning Department.
Kim Ogle, President of Big Top Chautauqua, spoke in favor asking the board to
grant the rezone to be able to accommodate a structure for restroom facilities,
kitchen, and pavilion, and parking area. This request was reviewed with the future
land use map.
Scottie Sandstrom spoke in favor stating this is the 32nd year of the Big Top and
it is still growing. It is a great economic driver of the area and it is good to make
this move.
Discussion ended.
8. Adjournment of Public Hearing:
Bussey made a motion to adjourn, Pocernich seconded. Motion carried.
Adjourned at 4:08 pm.

11. Business:

Schierman stated there is a copy of the Ordinance and Resolution where the
Town amended the land use map. The Town also approved and is compatible
with comp plan.
Silbert motioned to approve based on zoning ordinance, relevant public
input, Town Board Approval, that it meets the Comprehensive Plan. Strand
seconded. No further discussion. Motion carried.

Bussey motioned to approve based on consistency with Town comp plan,
review of future land use map, consideration of Town Board recommendation,
consistency with County comp plan, and relevant public input. Strand seconded.
Bussey noted the concerns at the Town meetings were noise, traffic and the
Town took those concerns into consideration. Look at the letter from the Big Top,
they took these steps and they will still need to apply for a CUP and the concerns
of the neighboring property owners can be heard and conditions can be applied
at that time. Silbert agrees. Bussey stated this is an important economic driver.
Strand added that is also a positive impact on the quality of life in the area. No
further discussion. Motion carried.
C. Discussion and Possible Action regarding flood and erosion hazard
prevention
Schierman stated item C & D are one in the same. This is what came out of Kim
Bro’s efforts to secure a group of people to provide input on the shoreland
ordinance changes. Scottie Sandstrom, Jane Bucy and others have agreed to be
on the committee. Silbert asked if this was a citizen based committee,
Schierman answered yes.
D. Discussion and possible action regarding update on general zoning
regulations

E. Committee members discussion regarding matter of the Planning and
Zoning Department.
Silbert discussed concerns about Boulder Point clearing land.
Schierman discussed concerns about permits for Marjorie Ogren.
12. Monthly Report
Schierman stated the department took in $242,492 in fees, that is $4,063 below
last year. Land use permits are up by 50 and sanitary permits are down by 5.
Pocernich motioned to receive and place on file, Silbert seconded. No further
discussion. Motion carried.
