MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
JULY 19, 2018
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Pocernich, Rondeau, Silbert, Strand and Zepczyk – all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-
AZA, and Krystal Hudachek - Secretary.
3. Affidavit of Publication: Schierman showed the audience the affidavit of publication
and the certified mailing receipts.
4. Public Comment – 3 minutes per citizen
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the June 21,
2018 meeting.
Silbert motioned to approve with the following change. In section I, add
that Schierman will be working with Linda Coleman to come up with different
options for an ordinance. Strand seconded. No further discussion. Motion
carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.
7. Public Hearing:
A. Town of Cable, Cemetary Town of Cable, Town of Cable / Town of
Namakagon & Village of Cable, owners & Karl Kastrosky, agent (Cable) –
rezone (see exhibit A)
Karl Kastrosky spoke in support. The Town amended their Comprehensive Plan
to reflect these changes to Municipal. They had a public hearing to allow for
public comment. The Town approves. There are many uses that are municipal
like the fire hall, transfer station, etc. There are a lot of parcels and Kastrosky did
his best to be as accurate as possible. Silbert noted that some of the parcels say
deed questionable. Schierman stated the deeds are accurate. He went through
them. Kastrosky said some of the deeds go back 150 years. It was fun to go
through them and some have been updated.
Discussion ended.
B. Bayfield County, owner and Jason Bodine, agent (Bell) – rezone (see
exhibit A)

Jason Bodine introduced the request stating he sent a memo to the Committee
on Monday explaining the rezone. Asked if he should read the memo. Strand
stated we all should have read it by now. Are there current or proposed use
concerns? Bodine answered that the Forestry Department will work with the
Town of Bell when decisions are made. Not there yet. First step is to rezone.
Once he has something to share he is dedicated to working with the Town on
decisions and will reach out. Schierman noted that on Monday it was found that
the highlighted area (see exhibit B) is now added to the parcel map. It is and
always has been owned by the County, but it just was not showing up on the
parcel map. The meets and bounds are accurate. Bodine stated this was found
when they were trying to establish the right of ways.
Susan Keachie, adjacent property owner, spoke in support. The future Land Use
Plan for the Town of Bell includes growth and preservation. She was on the Town
Comprehensive Plan Commission and resigned because she felt they lost sight
of what the view and purpose of the plan is. The Swenson preserve will allow
preservation, and community growth.
Allen Hahn spoke in support and encourages the Committee to approve this
rezone.
Discussion ended.
8. Adjournment of Public Hearing:
Pocernich made a motion to adjourn, Strand seconded. Motion carried.
Adjourned at 4:21 pm.
9. Call to Order of Planning and Zoning Committee Meeting: Rondeau called the
meeting to order at 4:21 pm.
10. Roll Call: Pocernich, Rondeau, Silbert, Strand and Zepczyk –all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-
AZA, and Krystal Hudachek - Secretary.
11. Business:
A. Town of Cable, Cemetary Town of Cable, Town of Cable / Town of
Namakagon & Village of Cable, owners & Karl Kastrosky, agent (Cable) –
rezone (see exhibit A)
Schierman stated there is Town Board Approval from the Town of Namakagon.
None from Cable but would assume they are behind their own request. No letters
of support or opposition. Rondeau stated that the whole town was noticed, twice,
because the first time there was a page missing in the mailing. He supports this.
Rondeau motioned to recommend approval to full County Board. Strand
seconded that it meets the Town Comp Plan, Community and general welfare,
and meets future land use plan. Rondeau ok’d to add to his motion. No further
discussion. Motion carried.

B. Bayfield County, owner and Jason Bodine, agent (Bell) – rezone (see
exhibit A)
Schierman stated the Town tabled this request. There is a letter of opposition
from Art and Angie Hyde, they are concerned with the location of the lot,
trespassing, criminal activity, lack of a plan, loose dogs, etc. There is a letter from
Larry Fickbom he is speaking in support and asks the Committee to approve.
Silbert noted that this has been going on for almost a year now. He has been to
many Town meetings and believes that once there is a park established the
concerns and complaints will diminish.
Silbert motioned to recommend approval based on the zoning ordinance,
consistency with Town Comp Plan, goals and objective of plan, consideration of
Town recommendation, and community and general welfare. Strand seconded.
No further discussion. Motion carried.
C. Discussion and possible action regarding petition to amend ordinance Title
13-1, 13-1-21 (flood and erosion prevention) (tables 6/21/18) (withdrawal
letter – 7/16/18)
Rondeau explained this is a withdrawal and there is no discussion on a
withdrawal.
Pocernich motioned to take the request off the table. Zepczyk
seconded. No further discussion. Motion carried 4/1 (Pocernich, Zepczyk,
Strand, and Rondeau – support. Silbert – Opposed).
D. Discussion and possible action regarding metallic mining.
Schierman explained there was a link to an article that was sent out. He has not
met with Linda yet to discuss. Strand noted that the concerns in Douglas County
with the copper range, that range spreads into part of Bayfield County.
E. Discussion and possible action regarding on-line permitting.
Schierman explained there is a meeting scheduled for next week Wednesday to
go over all the components. Should have a demo for the Committee very soon.
F. Committee members discussion regarding matters of the Planning and
Zoning Department.
Strand stated the flood and erosion issue needs to be addressed. Would like to
address citizens’ concerns and the Director should work together with the erosion
group to come up with different language. The steep slope issue needs changes,
the department should work with committee to figure out the problems and come
up with solutions. There was a lot of work that was put into this. Silbert agrees.
12. Monthly Report
Schierman noted there are 223 land use permits issued this year and that is down by 26
from last year. 25 sanitary permits issued and that is up by 4 from last year. There was
$1,656,001 in projects permitted in the County.

Pocernich motioned to receive and place on file, Strand seconded. No further
discussion. Motion carried.
13. Adjournment
Rondeau called adjournment at 4:37 pm.
