HomeMy WebLinkAboutPlanning & Zoning Committee - Minutes - 11/15/2018 Page 1 of 3 ZC Planning and Zoning Public Hearing and Meeting – November 15, 2018 MINUTES BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE PUBLIC HEARING AND PUBLIC MEETING NOVEMBER 15, 2018 1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order at 4:00 pm. 2. Roll Call: Rondeau, Silbert, Strand and Zepczyk – all present. Pocernich - Absent. Others present were: Director-Rob Schierman, and Krystal Hagstrom - Secretary. Tracy Pooler-AZA – Absent. 3. Affidavit of Publication: Schierman showed the audience the affidavit of publication and the certified mailing receipts. 4. Public Comment – 3 minutes per citizen 5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the October 18, 2018 meeting. Strand motioned to approve. Zepczyk seconded. No further discussion. Motion carried. 6. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 7. Public Hearing: A. Brett & Ann Tully (Clover) – short-term rental (2 units) [a 0.21-acre parcel (Tax ID #12362), described as Lot 1 & 2 Subdivision of Lot 2 of Robert Bartlett, Section 8, Township 50 North, Range 7 West, Town of Clover, Bayfield County, WI] Schierman introduced the application explaining the applicants purchased two houses in the Town of Herbster and the previous owner had a permit for a short- term rental for one of the houses with the condition that it permitted to him only. The new owners would like to rent out both houses. Discussion ended. 8. Adjournment of Public Hearing: Silbert made a motion to adjourn, Strand seconded. Motion carried. Adjourned at 4:05 pm. 9. Call to Order of Planning and Zoning Committee Meeting: Rondeau called the meeting to order at 4:05 pm. 10. Roll Call: Rondeau, Silbert, Strand and Zepczyk –all present. Pocernich – Absent. Page 2 of 3 ZC Planning and Zoning Public Hearing and Meeting – November 15, 2018 Others present were: Director-Rob Schierman, Todd Norwood-AZA, and Krystal Hagstrom - Secretary. Tracy Pooler-AZA – Absent. 11. Business: A. Brett & Ann Tully (Clover) – short-term rental (2 units) [a 0.21-acre parcel (Tax ID #12362), described as Lot 1 & 2 Subdivision of Lot 2 of Robert Bartlett, Section 8, Township 50 North, Range 7 West, Town of Clover, Bayfield County, WI] Norwood stated he inspected the property and has no issues with the application. Silbert asked if there was Town Board approval. Schierman answered no, as the Town just met last night. Rondeau stated he has an issue with approved contingent upon TBA. Zepczyk asked if they have to have a permit through the Health Department. There was discussion about state regulations and the Health Department involvement. Strand motioned to approve contingent upon Town Board approval, that it meets the Comprehensive Plan, Town Board approval, and community and general welfare. Zepczyk seconded. No further discussion. Motion carried. B. Discussion possible action regarding deadline of temp asphalt plant for Mathy Construction (permit #18-0228) [ Barnes ] Schierman stated there was a deadline placed on this permit but with all the rain that came this fall the project was not completed in time and they would like to extend the deadline. Strand motioned to suspend the rules and allow for public comment. Silbert seconded. No further discussion. Motion carried. Eric Brye, from Mathy Construction, stated they still have 2.1 miles left to black top and the Town of Barnes may be asking for an additional 2 miles starting in spring and should be done by mid-June, depending on what kind of spring we have. Zepczyk motioned to extend the deadline to July 10, 2019. Silbert seconded. No further discussion. Motion carried. C. Discussion possible action regarding metallic mining Discussion regarding metallic mining. The Committee would like Linda Coleman at the January meeting to be able to discuss this further and answer Committee questions. D. Committee members discussion regarding matter of the p & Z Department Schierman stated there is a new Committtee formed consisting of this Committee and George Newago to start discussion on the Red Cliff issue. Monthly Report No monthly report. 13. Adjournment Rondeau called adjournment at 5:40pm.
