HomeMy WebLinkAboutPlanning & Zoning Committee - Minutes - 8/15/2019 Page 1 of 3 ZC Planning and Zoning Public Hearing and Meeting – August 15, 2019 MINUTES BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE PUBLIC HEARING AND PUBLIC MEETING AUGUST 15, 2019 1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order at 4:00 pm. 2. Roll Call: Rondeau, Silbert, Strand and Zepczyk – present. Pocernich - absent Others present were: Director-Rob Schierman, Todd Norwood-AZA, and Krystal Hagstrom - Secretary. 3. Affidavit of Publication: Schierman showed the audience the affidavit of publication and the certified mailing receipts. 4. Public Comment – 3 minutes per citizen 5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the July 18, 2019 meeting. Silbert motioned to approve as presented. Strand seconded. No further discussion. Motion carried. 6. Review of Meeting Format – Chairman Rondeau explained the procedure of the meeting. He asked everyone who wished to speak to fill out a form; and stated they will be asked to come forward and speak into the microphone. 7. Public Hearing: A. Edward Scheider (Keystone) – rezone from R-1 to F-1 (shoreland) [a 6-acre parcel (Tax ID #21910), described as a parcel of land in NE ¼ of the NE ¼ Section 28, Township 47 North, Range 6 West, Town of Keystone, Bayfield County, WI] Schierman stated it came to his attention that there is an auto repair business being conducted. Cease and desist letter was written. One way to resolve the issue is to rezone the property then once rezoned they can apply for an after the fact auto repair. Vicky Koval spoke in opposition, stating she owns adjacent property, the main concern is that it looks like a dump. Also concerned about fluids reaching her well and Fish Creek if not disposed of properly. The property is a dump and doesn’t look good for the Township or the County. They test their vehicles on Kinney road and the noise of that and fireworks and gun shots are not a concern or bother. Discussion ended. 8. Adjourned at 4:07 pm. 9. Call to Order of Planning and Zoning Committee Meeting: Rondeau called the meeting to order at 4:07 pm. 10. Roll Call: Rondeau, Silbert, Strand and Zepczyk – present. Pocernich - absent Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-AZA, and Krystal Hagstrom - Secretary. 11. Previous Business: B. Joseph & Laurie Merz (Bell) – rezone from Ag-1 to R-1 [a 1.99-acre parcel (Tax ID #7229) described as a parcel located in the NE ¼ of the NE ¼, in Doc# 2018R-575559, Section 4, Township 50 North, Range 6 West, Town of Bell, Bayfield County, WI, shoreland zone] Schierman informed the Committee that the Town had incorrect information and had asked that we send this one back to the Town for reconsideration. The Town has now approved and approved with Comp plan. Silbert motioned to approve and recommend to Full Board based on Town Board Approval. Strand seconded. No further discussion. Motion carried. 12. New Business: A. Edward Scheider (Keystone) – rezone from R-1 to F-1 (shoreland) [a 6-acre parcel (Tax ID #21910), described as a parcel of land in NE ¼ of the NE ¼ Section 28, Township 47 North, Range 6 West, Town of Keystone, Bayfield County, WI] Schierman stated there is no Town Board approval. The concerns that are present are valid. If we rezone it will make the structures even more nonconforming. There is a large amount of equipment on the property. Silbert asked if we have authority to make them clean the property. Schierman answered if they apply for the special use, we have the ability to apply conditions and involve the DNR. Silbert asked about a cease and desist. Schieman stated one was written but since there was a clear path to resolving the issue with a rezone the use was allowed to continue. If denied they will have to cease the use. Strand motioned to table for one month. Zepczyk seconded. No further discussion. Motion carried. B. Fishnote Properties LLC / Leo Ketchum Fish (Bayview) – building contractor (outdoor equipment and storage) in Ag-1 zone [a 4.5-acre parcel (Tax ID #36078), described as Lot 1 of CSM #1737, Section 28, Township 49 North, Range 4 West, Town of Bayview, Bayfield County, WI] Page 3 of 3 ZC Planning and Zoning Public Hearing and Meeting – August 15, 2019 Schierman stated they would like to expand their operation to allow outdoor storage. There is Town Board approval and meets comp plan. Town suggested they maintain screening, vegetation, and low impact lighting. Silbert motioned to approve based on Town Board Approval, that it meets the Comprehensive Plan, and community and general welfare with the conditions that they have proper screening and low impact lighting. Zepczyk seconded. Strand asked if there is a definition of screening and lighting. Schierman stated yes and read from the ordinance. No further discussion. Motion carried. C. Committee members discussion regarding matter of the Planning and Zoning department. Rondeau suggested that Tracy and Todd introduce themselves to the Town Boards. Strand suggested the plan commissions be at the meeting as well. Schierman suggested the class A special use for shoreland grading applications should not be sent to the Town’s for input. Silbert spoke about meeting with Sarah from the Health Department to discuss the situation about short-term rentals and the process. Also met to talk about the well inspections. 13. Monthly Report Schierman stated the monthly report is done it just did not get added to drop box. Our numbers are above last year. 14. Adjournment Rondeau called adjournment at 4:55 pm.
