MINUTES
BAYFIELD COUNTY PLANNING AND ZONING COMMITTEE
PUBLIC HEARING AND PUBLIC MEETING
SEPTEMBER 19, 2019
1. Call to Order of Public Hearing: Chairman Rondeau called the public hearing to order
at 4:00 pm.
2. Roll Call: Pocernich, Rondeau, Silbert, Strand and Zepczyk – all present.
Others present were: Director-Rob Schierman, Tracy Pooler-AZA, Todd Norwood-AZA,
and Krystal Hagstrom - Secretary.
3. Affidavit of Publication: No public hearing
4. Public Comment – 3 minutes per citizen
Nancy Moy – spoke addressing concerns about the Hutchinson Heritage LP.
Bob Lang – spoke about his request for a hobby farm in R-1. Has two horses that are
getting older and would like to have them close to his house to watch over them. Will build
a little shelter for them as well.
5. Minutes of Previous Meeting(s): Rondeau stated the minutes are from the August 15,
2019 meeting.
Strand motioned to approve with spelling correction in 11A. Zepczyk
seconded. No further discussion. Motion carried.
6. Review of Meeting Format – Chairman Rondeau explained the procedure of the
meeting. He asked everyone who wished to speak to fill out a form; and stated they will
be asked to come forward and speak into the microphone.

(a) Edward Scheider (Keystone) – rezone from R-1 to F-1 (shoreland) [a 6-acre parcel
(Tax ID #21910), described as a parcel of land in NE ¼ of the NE ¼ Section 28,
Township 47 North, Range 6 West, Town of Keystone, Bayfield County, WI]
Schierman stated there is Town Board approval and this is the first step in the process
to apply for an after-the-fact auto repair. Zepzcyk asked if there was a junk yard there
too. Schierman stated there are concerns and when they apply for a Special Use
permit you as a Committee can apply conditions. Strand asked if this is not approved
will the use be terminated and the concerns addressed. Schieman stated yes if the

rezone is denied then there will be a cease and desist and the owner will more than
likely evict the tenant.
Silbert motioned to approved based on Town Board Approval. Zepczyk
seconded. No further discussion. Roll call vote: Pocernich – Yes Strand – No Silbert
– Yes Rondeau - No Zepczyk – No. Motion failed. 3/2
A. Robert Lang (Cable) – hobby farm (2 horses in R-1 zoning) [a 1.54-acre parcel
(Tax ID #10382), described as Pineview Plat Located in N ½ Lot 6, Section 15,
Township 43 North, Range 7 West, Town of Cable, Bayfield County, WI]
Schierman explained there is Town Board approval
Pocernich motioned to approve for two horses from November 1 to April 1
based on Town Board Approval. Silbert asked if he wanted to limit it to current
owner only. Pocernich added that to his motion. Zepczyk seconded. No further
discussion. Motion carried. 5/0
B. Hutchinson Heritage LTD Partnership (Bell) – shoreland grading being
upgraded from Special Use Class A (tabled by Town) to Class B [a 25.94-acre
parcel (Tax ID #7783), described as a parcel in Govt. Lot 4 Less 400’ strip along
Lake Superior, Section 29, Township 51 North, Range 6 West, Town of Bell,
Bayfield County, WI]
Norwood explained there is a letter in the packet from the applicant explaining that
he wouldn’t be available for the meeting. Schierman stated the Town denied.
There are letters addressing concerns such as runoff, changes to other roads and
culverts, wetland impacts water quality and for fires.
Strand motioned to deny based on Town Board recommendation, relative
public input, and adverse effect to natural resources. Pocernich seconded. No
further discussion. Motion carried. 5/0
C. Discussion and possible action regarding Captive Cervid Ordinance (Fred
Strand)
Strand explained the language was drafted by the cervid committee and reviewed
by corp counsel and zoning. Only thing not address is assurance that the County
won’t end up with the land if the owners were able to. Schierman stated he would
look into bonding. There are also possible conditions for review and if anything
needs to be added to let him know.
Strand motioned to recommend to the Full County Board. Silbert
seconded. No further discussion. Motion carried. 5/0
11. Monthly Report
Schierman stated land use is up by 19 and sanitary is up by 2 from last July. For August
land use is up by 6 and sanitary is down by 4.

Pocernich motioned to receive and place on file, Silbert seconded. No further
discussion. Motion carried. 5/0
12. Adjournment
Rondeau called adjournment at 4:32 pm.
